City Point Partner’s Project manager Kim Treacy reported that most interior work on the Council on Aging/Community Center, including tiling, flooring, and fixture installation, is nearly complete. However, delays in securing full sized permanent power from Eversource have extended the project timeline. The electrical and mechanical teams are scheduled to initiate testing and commissioning once power is established.

Initially expected to be completed by February 11, the timeline has shifted, with substantial completion now set for April 11 and final completion by May 5. Committee members discussed mitigating further delays by advancing punch list inspections of mechanical, electrical, plumbing, and fire protection systems.

The committee also examined financial impacts, with updated budget sheets reflecting adjustments. A shift from a full kitchen to a serving pantry reduced the kitchen equipment allocation from $90,000 to $10,000. Other revisions include removing commissioning costs due to in-house inspections, updating building envelope fees, and revising moving expense estimates from $10,000 to $5,000 as much of the work will be handled by town staff. 

Additional change order costs include $55,000 for extended general conditions into April. The committee opted to monitor these expenses weekly, with an agreement that unused funds will be credited back. The current budget balance stands at approximately $121,000 after accounting for these adjustments. Pending expenses include $40,000 for site lighting and $20,000 for a MassDOT-mandated emergency access gate on Route 20.

The committee approved multiple change orders but emphasized the importance of detailed and regularly updated schedules to prevent last-minute cost escalations. They noted that delays in power connection and late reconfigurations by the Planning Board to the solar canopy changed the site lighting and impacted the overall timeline and budget.

Progress on the three part library renovation was reported. The elevator contractor has been onboarded, with procurement underway and construction set to begin in June. Interior renovations are almost complete, with remaining finishing touches on light fixtures and final hardware installations. The bathrooms have reopened. The site improvements project, delayed due to winter conditions and design modifications, is addressing issues of unevenly matched pump capacity related to sewer tie-in to the town wastewater system. The proposed solution, modifying existing pump cycles, was approved by town engineers and the Board of Health.

The Loker Recreation Field project is still awaiting the contractor to deliver a full size as-built plan as required by Conservation before an official closeout can take place. Construction work on the field was completed in the fall 2023 and the field played on in 2024 spring and fall season. 

The remaining payment due on the Stone Bridge project stands at $50,271, pending resolution of contractor disputes. The landscape work has been completed.
