Homeowner Yingchun Cao secured permission to add a full second story and three‑car garage at 5 South St. after trimming the design at the board’s request. Member Adam Hirsh praised the revision for “bringing it further back and not messing up against the lines.”
A variance request for 14 Wheelock Rd. prompted the night’s only procedural wrinkle: staff had advertised the case as a special permit. Vice chair Aída Gennis said the panel could correct the “clerical error” on the spot. Owners Andris and Gunta Kaza then received a variance to attach a two‑car garage and unfinished studio to their split‑level.
At 125 Dudley Rd., lakefront resident Mike Morette was granted a rear‑setback variance for a 21‑by‑25‑foot detached garage on his irregular peninsula lot. “This site meets the legal hardship test,” White said, citing wetlands and septic constraints.
The board closed the housing docket by authorizing a bedroom and dining‑room bump‑out at 5 Russell Rd., finding the ranch alteration “not substantially more detrimental” to the neighborhood.

Representatives for franchisee Mark Pesce laid out plans to retrofit the vacant Bank of America at 289 Boston Post Rd. into a 2,400‑square‑foot dual‑brand restaurant with an outdoor patio. The project needed two special permits — one for the fast‑food use, another for 60.5 square feet of façade signs that exceeded the bylaw limit of 40 square feet per business.
Lighting will be dim and shut off an hour after closing, consultant Kevin Sweet told members, adding that no drive‑through is proposed. With conditions that the Planning Board sign off on patio furniture and that the Conservation Commission review landscaping, the ZBA voted 5‑0 to grant both permits.
School bus parking permit
Board members scheduled a September check-in with Facilities Director Michael Faia regarding the controversial 2022 school bus parking variance for the Town Building parking lot. All decisions must be filed within 14 days, followed by a 20-day appeal window, White reminded applicants.
