McCall outlines accomplishments prior to performance review

The Select Board outlined the process and timeline for evaluating Town Manager Michael McCall at its Jan. 20 meeting.
Members agreed to use the existing evaluation form, set early February deadlines for individual submissions, and schedule executive session review prior to a public discussion of the evaluation.
McCall presented a summary of departmental accomplishments under his leadership over the past year, including closing a $1.8 million budget gap without an override, reaffirming the town’s AAA bond rating, advancing financial and governance policies updates, initiating a long-term facilities management plan, and coordinated with the first year Capital Improvement Planning Committee.


Other accomplishments he outlined:
Handled the multiple municipal unions collective bargaining contracts and labor relations as well as implementing a hiring freeze as a cost-containment measure while maintaining municipal operations
Advanced the Snake Brook Dam rehabilitation project while preserving state and ARPA funding despite the loss of a FEMA grant.
Got security upgrades installed at town facilities, including the addition of security cameras.
Supported emergency preparedness and regional coordination through participation in the MetroWest Regional Emergency Communications Center initiative.
Participated in business outreach, including ribbon-cutting events and meetings with prospective restaurant owners and in expanding businesses through coordinated permitting, licensing, and interdepartmental assistance. In anticipation of future commercial development, he promoted a Home Rule petition to increase available liquor licenses.
Oversaw the final progress to the opening of the Council on Aging and Community Center, including the transition of programming and public use policies. He addressed facilities energy use and operating costs, including adjustments to HVAC operations and consideration of consolidating meeting locations to reduce expenses.
Held popular monthly public office hours and offered informal resident engagement. Also participated in community forums following the October 2025 Wayland High School jersey incident, coordinated with the Human Rights, Diversity, Equity, and Inclusion Committee on public programming and dialogue initiatives, and encouraged staff participation in professional development and no-cost training programs.
Represented the town at Massachusetts Municipal Association meetings and in regional forums, coordinated with state agencies on grant funding, including Clean Water Trust stormwater planning funds and worked with local legislators on state aid expectations and municipal funding outlooks.
