Thank you. This is February the 9th, 2026, 630 p.m. And it's a meeting of the Planning Board in conjunction with the Board of Public Works for a tree hearing. We're doing the Scenic Road tree hearing. And after we're done with that, the Planning Board will leave the meeting and go back to its own meeting, and the link can be found on the town's web page under meetings. Then the Board of Public Works will continue on with their regular tree hearing. So now I'll turn it over to Mr. Doucette. Oh, and wait, excuse me. I have to take mine. So we've opened the hearing February 9th, 630, Combination Meeting Planning Board and Board of Public Works. We have 33 trees on the scenic road, scenic roads, which are scheduled to be removed. I'd like to, if it's all right with all of you, just to discuss any that might be in question, as opposed to going through each of them individually. There's 33 of them. If there's any in question, if you could just help me with the tag number and the address, and we can discuss them. Mr. Doucette, can you also say when the notices appeared in the newspaper in advance of the hearing, and that the trees are all marked with a label saying there's going to be a meeting? So the trees were, there was posted, I don't know the exact dates, because I don't, my admin handles it. But I know it was posted in the Wicked Local, and it was posted in three town entity buildings, and obviously with the clerk and with you all.
Thank you. Is there any public comment? No. No. We didn't have that session. We're just going straight into the hearing. Okay. So go ahead, Joe. So if you all have the list, it would be from the scenic road from 25 Gleason Lane, which is tag number 261, all the way to tag number 2067, with the last one would be 139 Pelham Island Road. All in between, everyone was given the list. Is there any question on any of these regarding the proposal to be removed?
No questions. And then you'll open it up to your board and then public comment, right? I have a question. Go ahead, Mike. Okay. Thank you. So we have, I think on this list and on the other list, we have four at a single residence.
And I'm wondering how that occurs, because we look at the roads or at the trees each, twice a year usually. How does it occur that we have four in the same location that we've missed? So it wasn't missed. What it was, was a homeowner requested a service request for us to go out and look at these trees. And I believe what you're looking at is 112 Lincoln Road. We went out and took a look at them and they were four large dead pines in front of the property. So we tagged them appropriately and went through the procedure. What I'm asking is, how did we miss these over the years? I mean, we do this, like I said, twice a year, every year. How does it occur that we've missed four dead trees at a single location? And it's not just on this list. There's also four on another list, on the shade tree list. So, you know, obviously throughout the years, these trees do decline and then die. I mean, they certainly do, can die within a course of a year. And we don't have the ability, myself especially, to drive every road in Whalen 96 miles times two and look at every tree. We just don't, we don't have the time accessibility to do that. This list would be quite large if we were to do that all the time. So we rely a lot on, you know, what we catch and what the residents report. Okay. And these, they look like they're over the power lines. Is that correct? That, those four, yes, that is correct. So would Eversource possibly be interested in having those taken down? I can certainly reach out to them. I think they're mostly concerned with their primary lines. They have a few on this list and the shade tree list, which they've requested, which we looked at as well. And I certainly can bring that up to them. I know we work well together, you know, when it comes to those. So. Okay. Okay. So does anybody have any other questions from the Board of Public Works on these?

I have a question for the Eversource one. I'm not going to remember. There was, Joe, the tree that has burn marks and an electric line very close to it. Have you spoken with Eversource to see if they can, in fact, save that tree? And does that vote have to be contingent if they can? So that would be the ash. Let me see. I'll tell you exactly which one. That'd be the chestnut tree at 101 Plain 2058.
You know, we had put down no action. I have talked to Matt from Eversource. Um, if, if this board or either board would like to debate that or is fine with us removing it, the only reason we were concerned is it is a chestnut tree, which is a little more rare than, you know, our, our natural habitat, maples and sugar maples and pines, et cetera. So we're fine with the removal. If they feel as if this is something, obviously it's not going to go away. They've already insulated once it did cause one power outage on, uh, Plain Road and Claypit Hill. So if, if you'd like us to have that removed, I have no problem doing that. We just didn't take a stance on it. Okay. So on, on the, our original list, it was listed as no action. Correct. And, um, I guess, should we be voting on that one contingent so that we might not have a problem removing it, but if it can be saved, we'd like to do that. Is there a way to do that? If you, if you would like to make it, uh, a motion that gives me the right to remove it, if Eversource cannot find a way to, uh, save the tree, then, then I'm fine with that. I'm the Eversource arborist for Wayland. Um, regarding the, the pines on Lincoln Road, I'm always happy to have trees include, uh, added to my removal lists if they're near the wires. Um, since, uh, our crews are very experienced with tree removals around high voltage lines. Uh, as for the chestnut, um, definitely sympathize. Chestnuts are actually one of my personal favorites. I think they're really neat, uh, trees. Um, Joe did mention that there is rubber insulation currently on the lines. Um, but the rubber sleeves are a temporary, uh, fix. Um, as the lines in the tree shake in the wind, they tend to rub off. Um, and then we're back at square one. Um, this tree has caused at least one outage in the past. There is currently a burn mark, uh, a burn wound on the main stem. So even if we put the wires underground, um, or otherwise made it possible for the tree to not be touching anymore, that's a pretty serious injury for a tree to have with all the charring on the wood. It's very difficult for the tree to heal over. Um, so even if the tree, um, is, uh, made not an issue for the, uh, the electric lines, um, it's a structural, uh, it's a structural defect that makes it more prone to failure into the public right away or into that person's yard. So are you suggesting that we not try and save it and that, in fact, be listed for removal? Uh, my preference would be for removal because of that burn wound. Is there a way to trim around where that wire is? Um, no, it's right at the crotch, you look at the picture, it's right at the crotch. Um, okay. Um, I'd like to make a motion that, um, all the trees on, uh, uh, I heard the, uh, move.

Is that on a private way? No, they're so one five paths is a private way, but the trees are actually on Shaw drive. They're in the Shaw drive right away. Okay. The only one on this list that had no action was 18 Dean road. Um, that is the second time it's come up, uh, for hearing, uh, with the same discussion about it is. It is, it is a locust tree. It's a 31 inch diameter. The resident is requesting it removed because it is, it's wrecking her driveway, destroying her driveway. She has reached out that she wanted to replace her driveway. The tree is healthy. Um, my only argument is if she, she can replace the driveway, you know, whoever does the work, if they do hurt the roots and then the tree fails, then the tree, we'd be removing it. But, um, I can't, at least I'm not comfortable removing a tree just for that. Um, you know, it is raising the drive a little here in the air. This, this was brought up, I think three or four years ago, but it's just my, my. So bottom line, if you'd correct, you'd recommend that we, we exclude that one. It's, it says no action in the, in the form. Am I correct? Yeah. So the recommendation on the right is remove, remove for all, except that one says no action. Correct. Um, okay. I see somebody has got a, a chat up. Do we know, is there a question?

There is quite a few, I don't want to say quite a few, there's probably about 15 trees between, uh, the property and the roadway, but these are, these are stone cold dead trees. If I could, if I could plant something there, right. I'll try, you know, uh, just wondering if it needs it, if it's going to be bare, look, look barren after, uh, because I think that lot was cleared, um, quite a bit already. It was, uh, it looks like a 2024 construction. I agree with you. Yeah.
