reporting in progress order the meeting of the capital planning committee january 14th 226 6 30 p.m we uh this is an in-person and uh remote access so hybrid meeting we have a meeting in person at the wayland town building in the select board meeting room and there's also a zoom link i don't think we have anybody probably on zoom now no panelists or four members
okay um the statement at the top pursuant to election this meeting may be recorded and
if recorded will be made available to the public on late pm as soon as possible after meeting pursuant to chapter two of the acts of 2025 this meeting will be conducted in person and via remote access in accordance with applicable law if this meeting this meeting does have remote access and you may watch or participate remotely with the meeting link that can be found on town's website when required by law or allowed by the chair persons wishing to provide public comment or otherwise participate in the meeting may do so here in person or on zoom public comment is limited to may be limited to two minutes per person and so it looks like we have everybody who's going to be participating um here in person so unless liz joins us on zoom uh we will be able to do we won't have to do roll call vote um and then the agenda so 6 30 is called order review the agenda for the public and announcements i do not have any announcements and review the agenda 6 35 is public comment and number to go response oh we have liz okay liz can you hear us i can all right yep and liz is joining us on zoom so we will need to do roll call votes um for the meeting uh 6 40 is continued review of our excel spreadsheet with our departmental requests and any provisions or additional discussion on our ranking of those requests um 7 30 is to discuss content revisions and potentially vote on a draft of the committee's report for county editor 9 20 is review and vote to approve minutes of january 7th 9 25 topics not reasonably anticipated by the chair for 48 hours prior to posting and setting the times of the next meetings and hopefully by 9 30 to be adjourned still no one from the public right all right yes that's right all right so i assume no public comment and we can get right into so i love this spreadsheet on here just in case we wanted to to it's fine it's in your report too but we wanted to talk through some of um particularly fy 28 to 20 31 because we haven't unless i'm misremembering we haven't really talked about kind of where we landed we all need rankings but we haven't really talked about them at all in previous meetings mine misremembered uh correct so i i think we can do this in a couple orders and i'm fine in a reversing order we can sort of talk through the report and since it ends on 28 to 31 we can get to it there that way we've got the ball hopefully of what we're doing done um and then we can send whatever we need our time on on the out years or we can do it in the remote you get them to you do the report first makes sense okay all right so do we wanna i guess i i should probably log into the new yeah like we did last week okay that's going to take a minute so that's and i'll get that up uh just confirm uh i think i sent version seven of the spreadsheet around yeah correct yeah yeah i'm in trouble when i start losing track of that
well i miss track of all the things that that you've sent me uh so i i usually before i start working
on stuff first put it in order and then go from there i have a virgin eight but i try not to send more than one prior to a meeting and i just if i find things that i missed or need to change i just change them along the way and then i'll put something i'll mention it eventually send a new one out i think it's getting toward its end of its useful life hopefully we're having a diversion time um you like i can number the next one yeah one of them a thousand and we can impress people
people have trouble with the rise of making calls today uh the news said that there is a
some issue national issue and my wife is trying to come coming back and we're just trying to come twice and because the sos comes up oh yeah it happened but the weird thing was i have multiple phones because i work in my personal and my work home are both working fine but my daughter's does not and i was like why is your phone on sos i don't understand um the link was dead and now it's coming finally i got it all right so we're in zoom
well i sent you it's dated dated the 14th right yep yep i don't know if you can see that and if
it's big enough there goes on that screen but liz can you see that yes perfect okay so first really minor question i want to ask is do we want this report labeled for the period that it's for or do we just want to have an issuance date on it and the reason i bring that up is because over time i think we're going to evolve how long the period is but it's accurate right this is 27 through 31. i just don't know if we would want it labeled that or if we would just want to like hey we issued a report we issued it in january 26. um i think i think the client will stay fiscal years
yeah i was going to say you know to your point about it changing it's very you know prescriptive
about what we're going to be reviewing this and i think more information in that instance is better
robbie can you turn that down just a little bit thank you all right so on the narrative i i ran out of gas
after i had put in um some tables here and i did this because there was a couple things i was trying to get across right one was nowhere have we discussed what was approved what was in the capital um recommendation that went into the report last year so i started with that as sort of the rounding okay this is what we said a year ago now the key thing when i footed it is it didn't include the mwra so 15 million plus you know 38 million um right that isn't even there the second one my intent was we got a lot of requests we had quite a few revisions to that both because we asked questions we found duplicates right and because a big a big number of them because facilities revise their request which i do address later in the report um but i thought it was worthwhile to do two things one show how much they changed and then it's a little out of place here but like how does that compare to the prior plan um above because i do think that's important particularly for 2027 um and then where i ran out of gaps was you know once we've decided once we've talked about rankings on on fyi 27 to 31 i would like to just summarize where they grouped out um because i think that's kind of what where we're ending right on this report at least for the moment it's this is this is how i think they fit um priority wise and we've given you a detailed recommendation on 27 on how to how we think it should be sent but still work to be done on the others you need a footnote on that one just to say hi was really only used for currently or something we didn't really use hi or maybe we did another one yeah we did yeah no he did we did um i just i wanted the reason i didn't populate the table was just because i wanted we never even talked about it and i didn't want to go through the work twice um so i think the question here is really there needs to be some words around this and i just i ran out of both gas and um and uh started to get a little um word blocked uh by the time i got this far so i can certainly go back and add narrative around that um but i want to make sure i'm capturing the messaging that you guys think should be in here and i my themes were right we had a prior plan this is what it was we've had a bunch of requests which moved as we were doing them they're pretty significantly different right and a large part of that obviously is mwra um but even still they're pretty significantly different and then you know here's where we're landing which is telling you what we think priority wise but is not a complete plan and i've again addressed address that later on in the report but i haven't pulled it forward to the executive summary is there anything else message wise that you think should be pulled to the executives during the report you um you kind of hit all the all the high spots and anything thanks did a great job i i don't know how much you need to pull into the executive summary when you talked about i know that you know we we spent obviously a lot of time on 2027 which is what we had to do and i know we didn't rank the out years but we didn't have as much discussion really about the out years um and so um i don't know whether it's worth and you may have already put it in here somewhere that i think i think we're gonna need to obviously put a lot more time and effort into those out years because we've done some ranking but i can be easily persuaded because we put a lot of time into those yeah i can i can certainly add i don't think i directly addressed that we can certainly add it to sort of a future um requests although it may be a little bit implied in some of the things we have listed there we need to get a better you need to get a better understanding of condition existence right of existing capital assets it's hard to evaluate even enough by 27 right i think it was tough for me to really evaluate fully priority without an underlying knowledge of what all the assets what everything is that we have right and what the condition is um yeah very much that's that's my take but i can add i can maybe add a little bit more color to that section of future yeah kelly i think in the in the text of the executive summary i would just add a you know one statement that says after upon reviewing all inputs you know the committee decided to put forth the recommendation of whatever that total number is because we know it doesn't i know it's deeper in the report but again thinking of what's in the executive summary the whole you know takeaway for the entire if they only read the first page what do they need to know yeah so what i'm thinking is that you know each one of those tables that have a couple of sentences just explaining what it is and why why it's an executive summary right it's important to know what what was approved in the prior year here's what was requested which is quite different right in some ways from what was approved and ultimately you know we've gone through the projects with more detail on 20 you know in more depth on 2027 there's a age-old problem of not enough money and too many too many things that need to be done and so what we did was currently rank them um we've specifically assigned at 2027 the funding sources our intent you know will be in the future to do the same for the outliers but in the meantime i think i said it later right in the meantime this is this is priority ranking so not very much just kind of a needed sentence to each of those does that make sense i think it does i think a couple things about wanting to expand it the report much longer because we had to get this done yeah um the uh maybe a sentence about open capital and that there's two years worth of whatever thinking you want to make um you know maybe a statement about future process changes that need to be reviewed um the um two comments on the second table um i couldn't tie some of the numbers into my version seven of the excel spreadsheet so uh if you want you can just send me i don't know if these are just hard-coded numbers you put in the table somewhere um i said some of the numbers agreed but i couldn't figure out where some of the other numbers came from and i don't want to okay spend the time right now yeah so beyond 27 though right 27 tied uh the original request number um i couldn't tie or it wasn't far off but it's 50 000 off okay um but the other the other items were a little bit more off and um yeah i did have a question on 2030 it appears to me that you may have where i hadn't yet put it in the excel spreadsheet appears you might have in the original request might have included the million dollars for the msba school request so we can talk about that from the others now or some later point in the meeting but um anyway yeah if if you want to take a stab at agreeing these numbers to the version seven and figure yeah i can yeah so they were they came out of my pivot off of like the full raw data but it is possible right that there's a couple like that like a million dollar that there's a couple that are off so i can take a stab at tying them i know i i just had tied i made sure the 53.4 matched um which is the last one right yeah yeah well i'll just tell you which one they couldn't match 20 the original request line 28 30 i now understand has the million in it and 31 so 20 30. all right i'll go through and take it take a stab and if i can't figure it out i'll send them to you um and then in terms of the intention of that table um it certainly reflects the dollar variation yeah but it really doesn't fully express um when you look at the full excel spreadsheet that we've been working with uh there's a whole bunch of uh new projects in old projects out for proof you know prior approved projects out and just the the volatility of what's supposed to be a certainly the first year out is supposed to be pretty well baked and and so just a sentence that that only deals with the dollar changes but um um then the last thing to brad's point i think um and and we've we've mentioned it at prior meetings for the last three months uh it's been therefore in the minutes i'm assuming we've had some conversations with the town manager and or finance director um our job for the bylaw is to produce uh a fiscal in this case fiscal 27 budget uh and a five-year capital plan in my view implied in that is similar to the five-year capital plan that appeared in fancy cities reporter yes when the town manager's recommendation which means actual dollars and sources of funds and we're not going to do that at least sitting here in january and the town manager needs to produce a five-year plan or the town manager statute and the finance committee is waiting for both the 27 budget and five-year plan and so um um i think a sentence to just make it pretty clear that we we were just not you know we weren't comfortable producing one because we don't have you know we've been asking for and haven't received financial parameters um available financial resources i think the response we got was just look at last year's five-year plan and use those numbers um and um and as we get to back to the rankings on 20 through 31 um you know one thing it seems we're going to have to do is the extent that the town manager were to accept our recommendations for fiscal 27 there are 16 or 17 by my count projects that have requests that we aren't recommending and so we have to make a judgment on do we simply roll those into 28 and does that roll over bump things out of 28 to you know subsequent years and that's a discussion we have to have but that's a process the finance director used to go through he would do the triage and if if there weren't sufficient resources he'd have to however he did it i'm assuming with some input from department heads to make those judgments so there's a big piece of this puzzle that i know we've been talking about we need to keep working but i'm i'm growing more concerned by the day that um the town manager and the finance director haven't done any i don't know but again i see no evidence that they've done anything and in fact when the finance director was with the select board their last regular meeting um and the subject of capital budget came up he said basically we're waiting on this committee to provide its recommendation five-year plan and budget so um i'm i'm concerned that that there's going to be a a big gap and they're going to be i mean there's something we can do about it right now we are where we are but um but i think highlighting in the report or whoever picks up to read it that we understand we had a responsibility and this later described the timing issues etc but i also want to make the point that you know we noted early on that we may have difficulty performing our responsibility and therefore we gave notice to the tenant manager and the finance director that they need to get on with their part of it yes so if you have given notice we said it in meetings i think it's still what i just said down onto a executive summary sentence or bullet point i will i'll try to have it not sound yeah and maybe it's bullet points rather than sentences um but it's up to you yeah i think i understand what you're saying brian i'll try to to do that obviously i'm as frustrated as you are but i think it comes down to a couple of key things one is for me the five-year plan that was approved last year completely ignored a massive project right that completely alters the financial viability of everything else right and that wasn't dealt with it wasn't dealt with last year and it wasn't dealt with right in the in the proceeding in the last 12 months so well well you you could argue i mean a it was disclosed it was it was disclosed but i'll give you a good example of you know when i look at this plan it was disclosed on top of a 15 million dollar spend in fy 27 which doesn't fit in any of the guidelines in the capital policy or in um but that's what was put forth by the town manager okay understood by the finance committee and understand nobody voted on it right my point is if if this committee is to put forth a plan and we were given a capital policy and a debt policy we probably would have come up with something different right i'm just saying you got a an awfully big problem to solve for fy 27 you can't really solve it if you want to stay within any of the guidelines we were given you can't you can't right and if you can't and you have that much left over from fy 27 you'll obliterate the rest of the plan like the rest of the years fall apart yeah i think i think theoretically that's accurate but in practicality i think it is what it is and so you you do what i think was done in last year and that was my other comment um you appropriately i think that the fincom did not include it um and it was largely in part because we didn't know what the number was no i understand but um i just wonder again that project is kind of its own thing sure and i just wonder in the middle table whether we'd be better off pulling excuse me i'm looking for my committee i think we're at a different problem probably um i'm just wondering that in the um middle table albeit we've been looking at all the projects together that we'd be better served to um either do what you've done but put another line in you know i'm trying to take out 38.6 million just just to get down to yes we actually see the other volatility i would agree with that so table to take out so run and another line remove the mwa project and then compare it maybe just say to be comparable to yeah last year's fiber plan we've chosen to remove 30.6 million dollars um but yeah so i agree that um and further that the conversation that that we had with department has largely not all but largely was spent on fiscal 27 which i think is to your point brad that that there may be more questions that need answers um so anyway so i you know i hate to see that first paragraph become the first page but and i know your desire is to do um i think the tables are fine you'd hate to see the first paragraph become the first i mean i don't have a problem with the executive summaries one page because my my stance most people that might be the only page they read yeah right so i'm okay with that um because i'd like to you know convey everything needed today in as brief as possible in that first page and then after that you can dig into the detail if you want so maybe this is just for space purposes maybe if you go fast forward to the list of members and exhibition members rather than having those in the table form maybe you can reduce that to sentence form just to shrink it down into a smaller amount of space yeah i mean that's going to end up on the next page and that again i would be perfectly fine if if my opinion is if the first page is the executive summary and then background starts on the next page that's fine yeah i can try to shrink a little bit the reason i put it in list order was to try and make sure we got um turn dates and also who designated each person yeah that's true that that becomes anyway that's and uh you probably forget do you add page numbers yeah um reference yeah no i can do that that was pretty crouched my ability to put the sections in so there's a section and then table three um and i would just know this is for your future tables sorry if we if we have three tables in the executive summary then your table number instead of change if you started uh yeah because i added one more yeah like yeah you're right and um in table three the total revised request line item is that that intended to be um sorry which table three the line the total revised request on the bottom bottom is that intended to be a repeat of the numbers above yeah it's it's supposed to match so in doing what you i will end up changing that line if we take our mwra probably makes more sense um and just compare without mwra in each of them oh so we'll take the 53.4 take mwra out of it get to a net number and then that number is the number that i will then match to the priorities right and so maybe i'll just speak to mwra as it was a high priority but take it out of the table because it's used the whole right yeah i think if my only question here so within these three tables but it doesn't necessarily tell you that probably they've actually submitted as the approved portion of 27 versus like yeah so i would add that says you know we're recommending high and medium high for 2027 to move forward right we can have a sentence on there okay because that's that's that's that's that's outward yeah yeah and plus uh you know certainly you would say we're recommending x so yeah you're saying right in front of the recommended and then it should flow with the table yeah maybe that usually that's maybe the very first sentence you're telling them right up front what we're right right yeah we're recommending a fiscal 27 budget of boy 16 projects for whatever
i just got to know where the public ceremonies committee is being uh you look at the sign
board and the uh entryway there that's to make sure we don't lose that you know five or six million that's getting punted down here that's to me that i mean all this you know that's the next problem of the comments we'll make sure we don't it doesn't get lost yeah yeah well and that's that that's why i wanted the summary up in the executive summary so that so that you can see it right and we can i guess you can point it out the medium lowest and a total six and a half million right that's gotta get somewhere and you're going to see that kind of across the board you're going to see that you don't have room right in the out years either if if you're if you're just comparing to what the plan was a year ago you're not going to have room we saw it when you originally put it together right there's not room in any of the years and a medium low ranking in fiscal 27 may for some turn into medium high to high because it had to be deferred a year yeah um and that that's that's that's an entire sort of iterative process all of which again has to be benchmarked against what we think available resources are or at least being within the accepted acceptable ranges of um yeah i mean you could try a couple different ways right the default would be whatever you deferred usurps becomes right it becomes above high right in the next year and everything pushes down right and then you waterfall it right you cascade it that's one way to do it right you could start that way yeah and then pick off things that um yeah like parking lots and roadways aren't fairly high on my list so there might be a new truck or something no yeah a good good example though right brian is we generally put a lot of vehicles at low you can't do that forever right you can do that for a year but if you do that successively you're going to have a lot of broken down vehicles right that don't function the way they're supposed to do so yeah we can we can certainly take that as a next step right and sort of take that sort of as a default approach and see what it looks like and then and then i would say pick and choose right how where the modifications happen and again the other it's not as big a number now but the other problems is we you know i put the town building improvements other than the roof that mike fea decided he would defer i simply moved him to fiscal 28 he hasn't yeah and i took them out so that was the difference i wanted to talk so did we decide we wanted to move them all to i just parked them there because we have to wait for his input i mean i think it's difficult for us to necessarily prioritize of what was left there if we have to we have to but you know he was going to look at that and come back and say okay now those things that we're not doing here's what i think they have to be done yeah but again we've talked about this building in the context which you have in the report yeah how do we do that without really understanding that you said short-term medium-term long-term yeah uh viability of this building so that's just that's a big number and then yeah the things that we didn't do in fiscal 27 recommend yeah so it's it's six and a half million in fiscal 27 that we didn't recommend to go forward and then i think it's another two three million because the roof we kind of spread out is in the plan another two three three million that of right so that means you got to find room for nine and a half million guess what that's a whole year's worth of spending so the only way this works is basically you you cascade it out and you're into 2032 right you're gonna you're gonna end up you need a whole another year to cover what's and you maybe by the time you take the overages from 28 through 31 you probably need a year and a half to two right but for now you're saying what you plan to populate table three with is what our current rankings are of the requests yes before we've our continuation work is going to be the we're just talking yeah and i don't know if we're going to populate that if it'll it'll become clear to me but i think it probably isn't going to be any clearer than it was what i just said right you're going to have to you're going to end up with an extra year tacked on yet yes
any other comments on the first section which anything else no was it shaking your head no
no other questions or comments on the first section okay all right so i did go through and make all the suggested edits or at least attempted to make all the suggested edits from our meeting last week um why don't we just go through this section by section and and you tell me if there's anything else or i missed or you don't agree with how i categorized it um so in the background section
brian i adjusted that to reflect the letters yep um you think that looks good um i adjusted the member
section to clarify a little bit more of it the recommendations um okay from finance committee school committee and then let's see here next page can you change kirsteen patterson's title to um school director of finance and operations yep and uh this one there are some little mixed periods and comments here that i'll send you wait for the yeah hopefully last draft and hopefully you'll pick up on but um we define at the top of the page one that's cipc but we also use a capital c the committee in a bunch of places um and so um i don't know if you want to do it up where you have cipc you can say cipc or a committee yeah or i can just search and replace committee and put cipc everywhere
there are because they're there were a number of lower case c's that probably needed to be uppercase
yeah which you may end up wanting to search for both applications or yeah i'm writing down i mean you're going to send units here the capital and debt policies the ones i had copies of were either not the final approved or they were had mine and your edits on them brian and i couldn't and they were pdf and i couldn't clean that out so i asked carol to give me what the town has as final i didn't know if they posted those yet i pretty extensively looked for them and could not find them under the board of selectmen's policies and procedures the latest updated document was from 2022. so i asked her if she could get me those um okay and then in process okay i'm sorry i'm going to go back to page one yeah um the uh reference to appendix a did you get my own email you had an older version of chapter 20 from the town code uh which did not include the school director of finance and operations so i sent you you go to the town code now and download it which i did and sent it to you um the town clerk oh i thought i downloaded it i didn't at the bottom the one you had was in september and um okay i had let the town clerk know that she didn't have the right one in the codified town code so somewhere i think october okay i i must have switched between i was on the website looking and i was having trouble getting it so that i could copy it i may have switched along the way
correct thank you okay all right we'll update that all right in the current process now yeah so in
the current process um i did update when we received the first request and um when the rest of them followed so i did look at dates and it was about a month from my first one um and then i added in you know because we got facilities on december 29th it's that revision yeah that sentence right after december 29th um i think you could insert between high and medium medium slash high or somewhere else deal with the fact that we eventually came back and rewrite certain things but it's probably simpler to do that and then i i looked again at the bullets on sort of the criteria they are not word for word what is in the policy but they are in my opinion a pretty good summary of what was a much longer list so it sort of combined some things i i thought it was decent um relative to like the word for word in the policy and i think because we have the full policies attached to the appendix i'm not over worried about it
yeah thank you um and i did add here a little bit on uh i added the resources and readiness bullet
right so is the request complete is it spartness along does that have resources
and then in the next paragraph in the first sentence um i was having trouble with the
uh words and priority order yeah um yeah we we rank them but that priority order yeah in my mind is kind of one through yeah so you want to make the project how do you want to write it considering considering considering rankings ranking anticipated funding sources yeah it's the ai as well as we're very considerate yeah considering rankings rankings so i told this sentence out of or a little bit out of the capital policy just as a reminder because i already have the what was in the finance committee's report but the capital policy also gave sort of metrics around what should be in capital spending and right this is where i got a little stuck and i think this was an issue in the previous finance committee reports with the difference here between four to seven percent of the total operating budget versus non-debt funding of two to four percent of the general fund plus levy debt of three to five so if you add two to four and three to five right at the general fund you're really looking at five to nine right as your range which is not 47 but i think the distinction is that one of them is a metric based on the operating budget and one is a metric on the general fund budget and i was having a hard time conceptualizing what the key difference is between operating in general the general obviously doesn't have the enterprise funds right is operating have correct is that the difference yeah okay and it wasn't it wasn't too clear in the policies they had i think from a working draft they had before fiscal years where someone attempted to actually run the numbers see where we were and they uh when i pointed out it some of the numbers didn't make sense they just took that whole section section out my question was going to be do we think our recommendation satisfies these percentages i didn't do the math yes um i that was gonna be my why i wanted to discuss it i i think it's probably close but i wanted to verify what operating versus general plan would be ideally i would put that up in the executive summary in terms of like okay if we did for 27 if we did we do high and medium high right what is that number as a percent of the operating budget and as a percent of the general fund budget on budget now i don't know what the 27 budget is going to be i asked i did send that as i sent a note to april on fincom and said hey you guys have sort of a projected way where well there's a preliminary address that was released uh was presented to the stock board of the fincom uh a week or so ago i can find it and send it to you yeah it's a hundred you know nine million something right and that's what i last night i i missed 108 so i'll send you the i'm not so that's the general fund budget i don't know that the enterprise enterprise fund budgets are available likely wouldn't be anything less than last year use yeah because last year plus our budgets yeah whatever the article is okay and again the this calculation uh this would be done excluding the and very right hat and hollow project because again that's we don't want to do about a third of that project differently okay right so then i tried to add a little bit more color on the categories first simply it's like is it is it affecting taxation prospectively yes or no and then a comment on you know how does it impact um
good with that was that helpful for yeah i thought that was good

when i read through it i'm always trying to think this who's our audience i'm talking about before
it but are we doing it for it's not answering for the public i i yeah yeah we are giving it to the town manager but i'm gonna be completely honest i'm writing it when i i'm when i think about how to write it i'm writing it for the public i i agree i think that's what it should be right i mean if it was the town manager all you need to give technically it's like he just wants the tape right and i don't i don't think that's really why i'm creating the committee but that's my opinion um okay any comments on that section nope looks good thank you list um and then a couple of footnotes there um just to get it brian you asked me to put the other sources you know in the narrative and they did that and i did one i just touched on excluded borrowing because it's not that different from money right it's the same you're gonna pay for it either way but do you have to add grants and other potential funding sources uh yes we probably or a state or yeah um let's put that in there grants and state aid etc yes i would like some gifts can we get some gifts future targets uh future things that we're going to do in turn to reverse i added anything here um so i added the third bullet
around understanding the condition of existing assets how to utilize and what it takes to maintain them

i mean it's part of the process um may not go with your first lead-in sentence but
starting the process much earlier um just after the end of the fiscal year if we're going to meet if the committee needs to meet an october 15th deadline um given what we're going through now um you're going to need at least two or three months yes you want me to you want me to add but so i'd like we need to start start establishing a more realistic start time e.g say in the first sentence you know giving more time in the report cycle but you could put it as a separate bullet yeah i think there's there's obviously as a new committee who didn't get started until september right there's an implied well obviously we're going to start earlier but i think bryant bryant's point explicitly saying we actually need the request to the departments to happen yeah it's changing the historic uh the submission cycle you know quest and submission cycle which has always been kind of a mid-october through you know november i think and we really need that cycle to start two three months earlier yeah what i ideally like to see brian is that we're a year-round committee and that we're communicating across the years but it's not like i requested it and you sent it to me it's a awareness as we move through the year if it changed right like it's a living i want to get to the place where the plan is a living document and if there's a if there's a change in need that living documents changing during the year not when the memo goes out in right well right so if you can work that in yeah just i just i'm curious i mean you can't discuss it but do we just feel a lot of pushback that we people you better get us your uh your budgets in july august yeah yeah i i do and then also the other problem brad is and what we already saw is that the earlier you get it the higher the language that it's going to change before right so that's why i think the only way you really solve that is if we're we're kind of all working on the same path we know what the condition of the assets that are we know what's going to be requested based on the existing plan and we're only shift we're truly doing what a capital plan should which is you're only you're not shifting the whole landscape right from a year ago right i think yeah i think you're right if you're going to push take the roof you're going to push 2 million into the next year after then you got to push for all the way you have to push it can't just be one push you have to cascade it through your own projects yeah yeah that that would be nirvana if we get there great okay anything else on the future targets i agree i'll add a bullet on starting early for uh open capital project status i did not change anything other than obviously i got the table numbers wrong um the good news brian is i pulled the table headings i redid the charts without table headings and put the table headings in the document itself so i can change them all without repasting everything okay so that did not change otherwise i don't think other than you may have sent me a new version and then i just copied and pasted the new tables uh it's all good yeah it didn't change yeah that didn't change right okay all right capital recommendation so brian i added your the happy hall and i added the um walking break so that you can have the 14.8 to the 38.6 to get the total and so um 53.4 million look at appendix f i'm fine with 53.4 million if there's one more line and that's because we slipped the road 52 pieces so that's why okay so you you counted the roads as one i did okay section otherwise didn't change other than just changing the numbers that section is it's it's well done it almost seems like that's the exact summary yeah i mean with with some there's a little more detail in there that you want to put in the executive summary but it does summarize what we're suggesting yeah so maybe i'll just cut down make it a little briefer and put it up front yeah yeah yeah and then you could just have a meeting and say as indicating executive summary then do whatever else you do thank you right a lot of people aren't going to get far beyond the executive summary you know people oh i mean i would like a hit count on how many people actually read it at all you have to exclude my my hits for when i go to look at the document posted yeah you just you might have to look at the words the very first sentence he's referring to the capital guidelines noted earlier don't you pull that up front and just have to yeah yeah yeah no i'll i i would probably cut it down but i agree with brad i would probably take take a subsection of this and move it to the front yeah also say it's fine and then next page that starts with us the committee of the needs um 83 million but then i don't like how i have the table six and table seven three it's funny but i was trying to get at the the fact that the two pieces right it's two tables that add up to the point three enterprise fund budgets plural well um any question any other sorry liz any other comments on the sections so far before we get into the these tables yeah nothing else on the sections i was already looking at the table so but yeah sections above are good okay all right so then table six and seven so this is this is a mirror of what's been in the war in the past this sort of leads into the article on capital the current year capital vote um so it's the same format i removed after our discussion last week i removed the other summaries um they're kind of redundant and i think this one does a good job with everything summarizing it giving you kind of all the information by department and then also by funding source i double checked all the funding sources and a bunch of different tables and we have minutes that i found a couple of errors in my attachment to the minutes that i'll mention later but uh the h11 john deere loader and this table shows free cash in the minutes and the attachment to the minutes shows free cash in your appendix f table it shows it shows borrowing so i think you need to change the borrowing and exhibit f to free yes and then it was a change i made i got it wrong and i fixed it and then let's not have gone back and fixed it to the context up but other than that all these other ones seem to tie out and the numbers all i know it's the h11 yeah ch11 for what the table people will it be in that cr oh uh we just say something yeah it's it's at the bottom is it oh yeah it's on the summary of but i actually wanted the same thing in terms of it yeah but there's somebody's funding sources it shows the description and then the letters for each that's how it appears in the war okay people kind of are used to seeing it this way okay yeah

okay all right any other questions on six and seven no questions here the first was is that remaining 16
projects are not currently included i mean we don't really say what happens to them yep agree do you want me to say i think we just keep it let's just say these will have to be evaluated yeah into out years which could impact i mean that whole kind of stuff well you know in terms of process if we don't recommend them um isn't it one of these coming upon the respective departments to put them in the next year's request or are they automatically going to be more we're we're going to have to consider that as we put together fiscal 20 through 31 for the five-year plan right so if there were something in those items that we just flat out said we don't think this belongs in any of the five years then it's you know it's out from what we're doing might find its way back in well that might be a nice way to actually do what we just talked about though which people are vulnerable in the process and sort of waiting for requests say okay well the budget gets finalized yeah yeah all these projects can go we need you to now restack for the next five years we see the problem with that is always and you'll see it and you see it even in what we have here is like it can restack within their own departments but they can't how do we stack it to be right but priority wise from one department to the next and that changes very significantly but it won't be any worse than the six and a half million we have sitting and potentially 20 at the top of it right i'm sorry no i knew you could you could i'm good i'm good yeah no i mean in a moment speaking for myself you know i've been particularly concerned about fiscal 27 just because of the water project the um the uh trying to not have to do an override in fiscal 27 but knowing there's going to be you know nine more years ten more years of structural deficits are going to have to be addressed so you know one could take the position that since the town manager we're recommended um certain amount of projects not necessarily some of the projects we haven't recommended necessarily weren't in that plan it kind of appeared but you can make the argument that you know we're simply going to we have to take a chunk of them at least defer them one year so you could have a pretty large amount of projects in the next year that exceed the guidelines but really it's it's an exception to the rule because we were trying to clear i'm just saying this is an argument i would agree that's the default i mean the lack of a better way i would say yeah we assume they go into 28th and then we'll have to be ready again i mean i think that's just the shorter guidance yeah but something something to that effect that we mentioned what we think might happen since we haven't gotten that problem so just make clear to people we didn't like reject them you know the comments projects that were not recommended will need to be we considered as appropriate in following year every prior attendance to the growing years yeah i think that's probably done enough beyond that i mean it's yeah i don't want people that walk away thinking that we again rejected one or more of those completely out of the five-year point i mean there may be right yeah you know you may feel that way about the new building at the transfer station for example right but you know that one was more we there's work being done we might know more about it six months from now or 12 months from now yeah there's very little outcomes to say for the record there's very little that i look at and say this makes no sense this makes no sense this can't get done i think the staff does an excellent job of telling us what the needs are i think our problem is you know the age-old one of there's only so much money to go around um so i don't think there's many projects really like nope that never is going to be needed right to to maintain services it's just prioritization um yeah one of the uh you just mentioned something right anyway i don't remember this long way i know we talked about it probably in our second or third meeting um i think it was two years ago the energy climate energy committee with the sustainability manager put forth and it still exists a decarbonization plan plan and it had a 12 million dollar estimated cost associated with cross multiple town buildings and a lot of those on-site insight reports inside outside whatever um i think we're looking at energy savings type things that 12 million if it's still 12 million is nowhere to be found in and anything i'm not sure who would be the submitter of that but yes it wasn't it wasn't submitted again and i think you know my my preference that i said this i've been found a couple years ago i'll say it again right there are so limited of resources here if we are going to spend money on the initiatives they have to be because we're doing we're looking to put the water heater in let's make sure that the water heater right evaluate that does it does it make sense to do like a more sustainable option at that time that we're doing the water heater versus you know let's run through and replace everything we can with i just don't think it's it's feasible with the amount of projects we haven't had the limited resources we have i think it's got to be done yeah have the list of those things that could we'll end up probably get an upgrade to a little bit more canalical but don't do it until the break like there is a list that i think the select board is again a policy or something that they listed a bunch of trucks not big big trucks to you know smaller trucks that um should be replaced when they need to be replaced with electric vehicles so it might cost more initially but over time when we're threatening the energy the environment um but you know we have a bunch of vehicles in here i i again i don't know if any of those vehicles fit that policy so they're you know that i'm just throwing that out so somebody will remember that historically they they have been right at least maybe not fully electric but hybrid that's why there's charging stations here right that have a number of time when people split into them um but it's a good point brian i just we'll have to come back longer term yeah and i think maybe it's you know i'm gonna when we get to the end of this report right and we move on to one of my first ones of the future stuff which is the cip form i think we have to build that into the cip form right of you know what's the asset being purchased here are there you can build in me is there a sustainable option what's the price difference what's the cost of operation difference right that should be a part of the request that coordinates the town's focus on that initiative yeah and it also puts on paper hopefully the cost benefit analysis right so that when you're making the decision if the request is for an electric vehicle and i'm making up a number that electric vehicle cost 75 000 right into our question should also be with the incremental cost of the electric vehicle was ten thousand dollars the incremental energy savings because we're not fueling it or feel you know feeling it with electricity that should all be in the request right as a part of the request okay all right so i did add a paragraph probably with rambling at this point on trying to kind of just talk about the facilities change and the fact that there's the roof project got spread out there's 2.1 million i thought that got taken out entirely but you said three and a half brian so i gotta um must have been missing something well i was i was total was 5.5 million in last year's plan put the elevators in that number right it's definitely part of itself okay we have to figure out the number it's probably between 2.1 yeah i thought it was important to talk about tom building because it's a it's a big issue in town so i think they're perfect yes yeah i wanted to have it on record how do people like or dislike using bold if you're trying to drive home a point anybody consider bolding the last sentence in that paragraph what's that nice that is the second paragraph no the whole thing it will be critical oh oh oh oh you want to build the underline bolding would be sufficient or underline either one there i bolded it okay you like like that yeah okay yeah good job
i mean if it were a live docking we'd get red and flashing so because again michael fay is kind of a
that's why i am michael's kind of in a difficult position because he's but it's not his right it's not his call but a very difficult position for him to be able to appropriately support yeah he needs some guidance in that regard some awareness issue though i mean yeah i thought the rest was good yeah next big paragraph i was going to propose and then i have a comment but break it up into two paragraphs so when you get to the committee is also compelled yeah you know i don't want to make this bigger than it is obviously i want to be supportive of the report hopefully all five of us will be yeah um i think all of us might use the importance of that project a little bit differently either timing wise or at all um use of the the committee is also compelled um use the word compelled yeah to find some other word but you know the committee could mean say several majority of the committee and therefore speaking the reports began from the committee that this is i think i think this was a general sense um on the other hand if if uh left my own devices i i might say a number of members just to distinguish the fact that i for one and not i mean i understand the point that's being made here and i don't disagree that we have two overlapping projects there very well could be compelling economic arguments made that would justify doing them together um and maybe it's just because of the lack of the lack of information i'm not convinced that they're overlapping enough but also from a sheer sort of town priority basis i i just don't again here i am as the school committee designee um i i don't feel as strongly that it needs to be sort of accelerated from where it was um so all that said if there's way to soften that soften it either instead of saying softening it i don't i intentionally wrote it as there may be merits to get at the fact i'm not saying we support doing we we collectively support doing the project i'm just saying we acknowledged i thought in the last meeting there may be reasons to do it i just don't feel like i have that information yeah but i'm happy to change the words i don't i'm not married to them what could you say the committee knows that there may be merit of course they could do i even find several members of the committee know that there may be merits you can do it that way if you want if you don't want to give the idea that there's unanimous backing well i think we all i think we all generally agreed on that particular point that there's overlapping and there certainly is merit to considering it but um anyway maybe splitting it apart changing the word compelled to something softer um the other comment i had is and again it's not our job uh to steer what goes on the ballot or not um but yeah i think i expressed concern along the way that um if it were to go on the ballot putting both projects as one question could put at risk getting approval for the septic funding which we have to do versus um the ball field which is nice to do yeah and so uh i can take that out too i just i didn't want it to go we don't we don't opine on this so i'm happy to take it out entirely uh because at the end of the day we're not gonna make the decision on it's probably moot at this point uh unless someone wants to again try to get it into the capital budget for fiscal 27 because articles have to be made tomorrow so i think the general sense was if the ball field was to go forward it would come forward as an article probably excluded that um so i'm not opposed to it i'm just again i don't want to i mean i'm fine thinking it out because it's not really in our charge so maybe yeah yeah yeah i think separating into two barriers makes sense i already did that and i think i think maybe delete lessons yeah and then i just changed the wording to the committee also noted there may be merits but you're more comfortable that run yeah and and you know you you i don't i think we both have our suspicions um that um two and a half million dollars for the quote rectangle blah blah and then two million for phase three total of four and a half which we'll get yeah same page one in 2029 four and a half of that it was it was both things were in that number yeah uh when we think that's duplicative so you've you've made the judgment that we're really talking about it's phase three which i think it is and that's good well that's all i'm talking about yeah right so i just i just as long as you're comfortable with that i am absolutely one of the emails we got from david bernstein um yeah i'm not familiar with that committee he was talking about have we ever heard from them that ball field committee or um he had put forth and it was in his he had put forth a petitioner's article i believe and it did it get pulled before talking or did we vote on it and voted no i think we voted on it um we voted on and it did not pass yeah to create a committee okay it did not pass it till meeting um and part of the argument against it was that it wasn't needed that the town could let the appropriate staff put together an internal working procedure so um my view of uh that email was that it pointed out like you said you would do this has this group met you know he referenced the fact we've asked questions and you know action has not been taken um he also pointed out that if dpws as maintainers of the field isn't involved in the design construction of the field you may end up with a situation which i don't know if this is true but he's his his email said that local field which we just built and spent you know in excess of think of three million dollars on has poor soil quality and doesn't drain properly right and so i think it was a valid perfectly valid points i don't i think it was for our awareness but it was a call to action i thought of the town manager is how i i read it to respond yeah i think the only connection to this committee is i think when the town manager made the argument that the group that dave was proposing we put together was needed in addition to the staff working group the town manager made the point that we're if it passed which it did creating this capital of a planning committee that it would inevitably have responsibility over capital improvements and dave was concerned that this committee would be operating more of a high level and the field issues that he's focused on really needed more intense focus that was the argument for approving maybe he was proposed so i think it's partly because he was sensing we haven't yet been provided with what he would have expected the work product to be uh as well as that's what the town manager said this committee would be
not focused on because fields obviously got a lot of air time at two or three town meetings in a row and
i'm sure are still on everybody's radar screen so all right that's the field okay table eight i would like some opinions on this um it did it more for my originally for my own like just can i put in perspective where the six and a half million is falling um do you think this is valuable to include or not include i mean i think i think it shows um the the thought that went in and you know these are the ones that were recommending these are the ones we're not recommending plays that plays it out and people have questions about if they can ask but i think it's uh i think it's part of me if i was going to read it i'd like to know well what did you what did you knock off yeah i thought it was the reason after i made it i thought it was helpful was because it it without getting into too much detail you know makes more obvious right that fire police right that we funded most of that right and if you went to go and look you could see that the thing we didn't do for the jcc was furniture right um so that's ultimately why i put it together but i just wanted your opinion because we hadn't talked all right yeah just geographically uh between the uh previous page where you talked about the remaining 16 projects and to extend your way to add a sentence yeah that addresses what happens to the second half million so you don't have to add that same sentence after the table maybe you can just figure out how to um i mean i know that doesn't i put it i think it's in here i think it's just sort of uh oh you mean oh you mean oh you mean um yeah just after table seven we were talking about that little paragraph adding something there and you do cross reference to table eight but it's kind of you hit the tv for us i was thinking those two should be yeah yeah so you want me to do you want me to hold together yeah i agree and i think i had it that way originally and then i started writing you wrote too much um as long as the other two big paragraphs now three um logically flow do you want and move table eight right after table seven yeah or right after that that was a paragraph yeah
when i originally started brian i didn't have all the narrative after it right i separated
i like table eight and again i don't want to complicate it so part of me there's always a part of my head goes okay well what was in the budget from each of these departments versus what we did but i don't know if that matters um you mean in uh like last year's budget yeah yeah uh i think it probably does it's probably not it's well maybe interesting i don't think it has there's so much just because there's so much volatility in terms of projects again you'll see dollars yeah you know kelly you can
well i think it's good i think again i think it's more of a personal interest than it is i think
it's in the report it is possible you don't have it i have to think about it but i do have with you to in the whole list of projects to add whether or not i mean now that was requested for that project previously so like if you go to that appendix where everything is you could i could i call and we do have the data yeah to show like this was in last year's calorie plan yeah that's enough very bad level yeah i was thinking strictly you know ebws for two million minerals in the play i'm like did we ship because it would show you at least where the money shifted to and why like yeah you know yeah but i don't know i think this is good yeah in an ideal world where very little shifts happen that would be great i think the problem is that there's a lot of them um i think it's but yeah i think it's better that we focus on the eyes versus on who have what money because otherwise it's yeah yeah i also think we're ruling in 2027 forward i don't know if you want to put back to 2026 no i meant i think what john said the 2027 plan oh i see right there was 15 million projects that were put forth i believe one number oh that's right do you want the numbers a little far off okay yeah disregard it's so far off but interestingly if you go by department you'll find some are much closer than others i think one of the things that's is a problem it's reality there's so many new people it's really hard to be like what you've asked for this like so many of them aren't even involved in what was requested um okay this is great all right so we've made it to fiscal 28 through fiscal 31 which doesn't say much other than to say here's the rankings um and then you know the the appendices so why don't we i think this is probably too big i want to give up on that point quite yet because i'm looking at the warrant um maybe kelly just again after the total request column yeah again if this table obviously in the warrant has the by department yeah from the five-year capital plan and to your point i mean just an example dpw showed two million five 44 875 and their request was two million 451 875. so you want to add a column with the prior year's plan prior year's plan and the only one that's really kind of out of whack is the school line two and a half million of which is the field which is not in fiscal 27. wasn't septic one and two uh and septic yeah so those two really skew it yeah but but all the other departments came in you know pretty darn close in spite of the fact that there was yeah yeah so they're aligned to the budget but the budget isn't there well i think that's an important point though right so i'm i'm we were told to use the guidelines that already existed the guidelines don't support what was in the plan last year right we have to go way outside the guideline so in order to spend that you know to give 15 million because that's right there's roughly 15 million here was requested and
it was 15 million that was was approved in the plan last year i just i read the capital policy and i
don't know how we do 15 million and do a 38 million water project yeah no i think we consciously we consciously did what we did and didn't simply green light you know what was there but but as far as i think it is helpful i'll add that column because i think it is helpful to show departments didn't ask for something wildly different than where the plan had started at the end of the day right from a dollar's perspective the project changed but on the um and because it's really the the baron the larger variance here is going to be the four and a half million on the school requests whether a little footnote on that line item just highlighting that that the school requests included four and a half million dollars which was not which was not included in the five-year capital plan table something just to what was the four and a half that was two million for the septic and two and a half million dollars for the fall field yeah they were below the line in the budget right right here were they in there as four and a half or were they in there as um five and a half million for the waste one thing in this five and a half million last year or no i'm sorry five yes you're correct they were yeah well the septic was five and a half i'm not sure the waste water facility is five and a half below the line which they came up with a new solution which is only two million for the traditional septic and they advanced two and a half million for the fields to get to a total of four and a half so arguably that request is a million dollars less than than it was below the line request last time yeah i was going to compare to the i know you're doing you know above and below i was going to compare to the total above and below okay just to avoid the gymnastics but yeah at least i think it will help right because then people know what this is what we requested you know how different is it plus you know it also shows it's fairly even ironically i mean as things go and so you do the same for the five and a half million dollars for the account building improvements
okay hold on when you say below the lines are they in footnotes or where they is
were they in that article because i i had it on the bus and enterprise 828 and i had a full article for 5.8 yeah so yeah the article one includes that includes the town buildings five and a half so what wasn't in the article table was the what's the five and a half million for the on which water facilities that was just in the in the text so really what you're saying is there was 20 million of requests plus 38 which we didn't know the number of and all of it went into plans well not the plan it was all noted but yeah okay which is you know i guess we don't want to be repetitive what we did on the tables up front maybe the tables up front well maybe the table up front i need to add a footnote that because i have a footnote about the endo area maybe i need to add a footnote about the other projects that aren't in that 15 million that you right because you're saying that the septic project wasn't that's that's the one that was yeah okay the field was but you know later you know uh maybe it's probably picky or something like this but we're at table 8 you know you have recommended versus not recommended is it more actually not currently recommended because obviously we've kicked a lot of those none of those projects out for subsequent years so do you want me to uh can i add fy it's not recommended not recommended for fy27 uh sure sure hopefully it's screenshot definitely like it's sort of as a screenshot yeah and then you guys you're changing column headings the total request column is total revised first yeah the facilities line is down seven um i knew that table and i didn't do it it's like why is this in here twice i don't think i did that just it just now okay good to talk about well appendices when you're you know the paragraph on 28 to 31 yeah you might want to talk about all the appendix but you obviously included the first appendix g you included what i sent you initially which are the columns right out of the excel spreadsheet which is fine the other members haven't seen it but i i created another spreadsheet for kelly that you know vertically list by fiscal year all of the uh requests and rankings so first group is whatever 43 fiscal 27 projects and the inventory and uh you think that that particular schedule would be sufficient for exhibit g back and forth i liked because it ranked them in order because it shows them in order right yeah but but this one sorts it by department yeah yeah i wanted me to have them i know i liked how this one looked better but i think i'm fine i think the nice thing about that one is that you can come off like you can read all the ranked high-ranked projects together um but i what i liked about this is that you could see the years all the way across and so i opted and seeing the years across felt like it is more important okay so that's why i did that um and maybe because i'm going to summarize up front on the table for you the high meeting low dollars at least that'll get it approved okay um anything else on that paragraph sorry we um want to commit to a time frame within which we expect to deliver an addendum that contains our five-year plan or is that you know we don't know actually maybe say timing of the completion of this work is uncertain at the moment yeah um i mean i would like to do something i'll definitely move on to a meeting but i'd like to do it before that so that it can be used in you know discussions when's when's the warrant due march 15th that's the that's the deadline okay so a little bit of time um not not really early but so we can either just leave it like you have it or you could say the committee will continue doing the committee is endeavoring to complete this work yeah i'm good with it the way it is i mean we can talk about how much more we think is necessary to slot things into the future years unfortunately it's going to be pretty important at a minimum to see what our manager does for fiscal 27 budget yeah i know you sent me that note i agree with you because if they if they rearrange a bunch of projects it just blows up like you go to do this is this is the problem right chicken and egg they rearrange a bunch of fy27 project that blows up the rest of the plan right you gotta you gotta basically go not start over but you have to go rearrange and the hard part is particularly with fy27 you've got so much you're trying to do while also trying to avoid and override right there's and i know that there's i heard there's a little less pressure yeah i think they're now they're probably okay what changed just out of curiosity um the forecast estimated new growth um for fiscal 25 at 400 000 and it got certified at 900 000 so that was half a million dollars of additional levy capacity it was unanticipated okay um both debt strategies um yeah that's right that was so it's really a new growth piece i think that really was the big piece local overseas for you know 100 200 000 higher right but you still need you and so stating can still be a driver right yeah they're still saying medical insurance but medical insurance uh they've got 12 percent you over here in there i'm expecting it'll probably be nine percent or so and um it's done listening a recent call of the health group um and and stated unless stating goes backwards it should be more or less flat yeah um so at the moment their preliminary budget shows i think the half million dollars of excess levy capacity um and right but every and that's so crisis averted for this year yeah but but that's cumulative the new growth change will help in the other years yes um but there was you know pretty large deficits um you know stretching out so you're probably still looking at you know potential horizon 20 through 35 or 6. um uh you know the good news is there was a article this morning it said very teachers you can settle with a pretty low cost of living increases i think it's three two three so relative to the coming out of coveted years that's probably lower than anybody expected so um hopefully they have you know hopefully what's in the budget for the payroll is not too far off so okay so anyway i think that the pressuring operating budget i would say is off okay um the water project is going to be really the key focus um um unless they decide to put the debt for that on the ballot you know that'll be a time meeting question we're recommending a general capital budget that's a bit lower than you know probably it's gone through the last few years so that that should be good um so okay so having said all that um that doesn't mean the town manager might you know say pressure's off you know there probably are still projects that are not recommended items that he'd like to move up but again to your point we should start the discussion but he's going to have to create his 27 budget pretty quickly it's not already hopefully done um and if you can reach out to him and say as soon as you have your draft you can get that to us that would be helpful but you said they presented something to yeah uh operating budget i'll send it to you after the meeting so the question is timing on this report um i don't know about anybody else i'm not uncomfortable given kind of the direction we're going you may yeah the recipe may be i'm not clearly uncomfortable sort of voting or moving the draft report as revised and giving the chair the authority to make whatever edits she believes respond to the discussion and then that's what i was going to ask send it off to do with with the caveat that brian you you and i at least can yeah the very first line on road improvements would be an example john of one that were we recommended
partially yeah and we left uh 400 000 that is not recommended um and i think the rationale for not recommending it was because we thought there was in existence a buildup of surplus so that item i wouldn't roll that over i think we just then pick back up yeah i agree with a you know typical annual cycle yeah and then again these numbers all reflect i think it's a 10 percent which i think i asked the question on that and i did ask the question and tom holder i believe gave me back historical cost increase was in line with that it was like nine percent now does that mean it's going to go on in perpetuity i hope not i'm going to have an issue but i don't think it's unreasonable to plan for that yeah and he's in that line item he usually picks off what's in the plan right so and but in part that's probably where some of the build-up came from somebody who just said a little extra yeah so my only question on that one is is why medium for fy 28 right i know why we made it medium in fy 27 because we thought there was some excess there that needed to be spent down but we got it high in 29 30 if they were one i mean i'm okay calling it high now no we've got to fix it let me keep it in mind at some point i think you can find it once we flat lined it so i have a feeling we did it because we weren't for what was happening at 27 we split it so we just kind of linked no and fiscal 28 brad liz and brian labeled those mediums so i went from low i went from low in fiscal 27 but for the reasons we've already discussed i then nurtured up the media and then eventually i got up to high but again these are just product of individual rankings so if any brad you or liz where do you change your medium to high then it would become a high ranking if you're so inclined yeah and i i think that's what i think that's sort of the general consensus right there's no there's no that one's going to go to high
liz you know your is your high medium ranking in 28 you want that to go to higher leave it medium
i would leave it where it is i mean honestly we are going to prove wracking and stacking this all again next year as well correct so there's a good chance that even what's high with medium whatever we have identified this past year it's likely to change or i shouldn't say likely but the possibility for it to change right yeah it's only relevance now is that to the extent eventually we then short all these by high medium i mean so i see i see this report is kind of our starting point next year
yes the way we ideally what we're putting in fy28 is where where we would end up starting from
yeah obviously we're welcome to change it i think my my thinking is that we had a very specific
tack or planned attack on fy27 roads and it had to do with the fact that there was some money there
if if truly what we think or what some of us think is that no i don't want to spend that much on spending money on roads is not that much of a priority then leave it as medium um i just i get i personally get nervous when um if you start that for too long right they end up with it just it just comes out the other end right in terms of spending on repairs so well i'll be honest too i thought when we did 28 we were comparing it to the other items in 28 not necessarily comparing it to the other out years of that same line item so we were racking stacking the 28 line items and in that case it may be very i'm going to keep my medium just because it was a medium and then if you look in 29 okay it's a different priority because it's being bumped up against different items oh you were i understand what you're saying kelly the optics uh why is it medium versus high but i think if you slice it the way just looking at fiscal 28 it's appropriately ranked but there's things that are in 28 that don't carry over to 29 you know what i mean yeah and i i don't disagree with you liz i think the hard part is what we talked about earlier which is we we looked at them each in a vacuum but we've got six and a half to nine and a half million dollars of stuff that's going to bump into 28 it's going to change that all yeah so um you can look at it either way both are valid and at the end of the day kind of have to look at you have to do it both ways so i'm i'm fine leaving it as is again as a process matter um liz you are medium for all the years so i think that's where you're ranking that item yeah um i told you i kind of ramped up too high and just plan so uh it's really grad you're so i was comfortable leaving it as medium in fiscal 29 but it's really brad's call then um it's both kelly and john were high ranks for this so brad if you're comfortable moving in fiscal 28 up to high um then it becomes a high high okay so range that one to high okay all right sidewalks i don't have an issue with those being at medium i could potentially in the future to this point a future discussion i might change that but i've never seen here right now that's where i put it especially when i know we kicked them up from this year so yeah i mean that's the beginning to keep circling back the issue is that we reject it you know when you go and do it for so many years and it becomes a high again so always be careful
again i think probably what we're looking for here given what we just went through in 27 is that
you know we for the most part the highs were the life safety those type of things yeah uh regulatory whatever um is are there anything is there anything here labeled medium that people feel should be kind of medium high that's a fair way to purchase yeah that's yeah so back to the road are you happy making the jump yeah leading behind that one will leave it high then move it up to high yeah when i when i start to get we got a lot of mediums okay and if i just look at dbw and i think that's fine we're going to start to run into a problem though on equipment if we keep because we're going to run out of money every year so i just medium is fine i think what we're going to rank against dollars available though if we can't get deeper into medium and and replace some of these some of this equipment we're going to have because we already pushed off right we put two things in but we pushed another one off so uh at some point we've got we've got to be able to replace just my official statement that would be i think it's just as we approach no one is not this year right i think as we approach we evaluate is what is their real priority and we right re-rank them based on that we're just saying right yeah i'd like to have the dbw director come in and say look i understand you didn't recommend it but you know this particular truck this has to be replaced and yeah make a pitch because that that process really hasn't happened for the other years yeah so i think that the one that sticks out to me on this page then is uh first page probably to the last one stage um town building you bumped into 28 right just for lack of yeah yeah and i'm still going with the two highs because we said that was the structural route yeah i'm good with the highs i believe i'm good with leaving them timber the rest of it at medium um for anything else right would i change anything i look at the fourth main time i mean i just wonder how it's from an infrastructure perspective i mean is that how important is that it well i i don't i don't think we heard anybody say the existing septic for this building has failed um you know the town has had the capacity since the wastewater facility was originally built well this is forest name that that's that's that's tying the um septic into the into the town oh good okay all right good yeah i'm gonna wrap that into the i don't believe the whole yeah which is why i think we did it yeah i could learn some like for example the library tie-in was was got to a critical point because the subject was well there yeah i think we we but i remember i told her say it's on number no it's on our room under the field here yeah i thought it was yeah so we we labeled the course main engineering
uh as a medium in fiscal 27 75 000 so at the moment that's not a recommended

be without hvac but um you know we really didn't get a lot of yeah backup for this stuff so i think most of us just took the life safety stuff and that kind of is high absolutely absolutely picked out items that the majority of us kind of thought were low and everything else kind of you see a morpheus bucket in the middle yeah no that's fine i mean really the school's got the most detail on yeah i don't have a unit i know that will be a human that will be a high so i mean that was the only one that really gives me detail in future years yeah i mean i'm good with what it is i mean until we force free rack anyway i think it's probably pretty good in my opinion but all right yeah if everybody could just finish from there and make sure i i agree as i figure it understand why i think we'll see how this will go we really need to take those fiscal 27 projects that we didn't recommend and or yeah with the town managers fiscal 27 budget see what didn't make it in yeah force us all on to fiscal 28 and then force everybody to go back and look at that entire list and maybe at that by that time i'm talking like a week or two post mike fay has got some better clarity on all those town building items as to what he thinks he has to do with those um because if they're if they're left where they are they're going to crowd out yeah i have to believe there's some in addition to the two that we labeled by there's got to be something in there that probably will wander into the high category but but like the elevators probably on the list yeah that's i think for sure there's things like elevators but it's also like we said on a lot of these hvacs right they become they become critical right when we find out that things aren't working i just would like to avoid emergencies um on some of that stuff but i don't think we have enough information to change those okay yeah well that's all about me for everybody's benefit if you turn to the third page of appendix g right right above enterprise funds and so in schools at the moment the last line item is quick fire alarm upgrades there should be another line item in there uh label msba um facility planning i think did christine respond to you i'm sorry i'm sorry not yet but okay and i'm just putting it in now as a placeholder um fiscal 30 yeah be a million dollars and that's just because that's where it is at the moment in the five-year plan and last years in the past you know time meeting and that would be the precursor for advancing potentially a proposal for either a new elementary school or a major rehab of one or more of the elementary schools and the precursor then of getting in line to get hopefully some big chunk of that financed by the state okay 50 60 percent so i forget what we got in high school i thought it was 40. yeah it's 40 percent so if i could pull everybody while we're here as to how you would rank that assuming and i've asked first dean patterson to probably have to talk to the school committee is this this item had been in fiscal 27 two years ago brian keveney moved it to fiscal 30 last year i checked with susan baton before she retired before finance committee approved plan whether she was comfortable with what brian had done she told me that they had set up a committee that's now in process looking at long-term planning for the elementary schools i think and they've hired a firm to work with them and i think their timeline sometime before the end of this calendar year is to come up with recommendations so she was comfortable last year leaving and in fiscal 30 knowing that if they decided they wanted to try to move it up that she expected the town would be open to that and brian said yeah we'll deal with it so i'm simply putting it in now as a placeholder to have the conversation because i forgot to include it in my excel spreadsheet so it's in version eight yeah i'm assuming that i mean half these projects are because we're apparently building into itself to me it's sort of a better figure yeah it has more to do it does have to do with that but it also has such view with configuration of spaces capacity of spaces right there's there's more to it than just
i would say the difference being that more money has been put into the schools than the town building
in terms of the envelope um um it's just the interiors haven't necessarily been dealt with so remember you were on one of the original high school planning committee so they needed money to hire an engineering for a design firm to do much work so anyway the question for the group is uh would people like to rank it i i write that high because it would at least give us the opportunity to get in line with the msba for funding it's million hours that's what's at the moment in the fighter capital that's kirsten both as the timing and whether she felt that amount was an appropriate amount but that's that's the number that she's baton had come up with a couple years ago and so at the moment that's what i'm i guess to me it sounds like kind of before about chicken and eggs i mean it's um
everything i've read suggested we're gonna have to do something with one or more of all the
elementary schools i get that but but until until i have something a little bit more concrete about what what the thought or plan is i'm medium until i see like what are you planning to go spend the million dollars on right so a little more direction on on where they're going it's not that i don't support it and it's not that i don't think the buildings need um a lot of consideration i just don't know what if we follow our other guidelines we don't have enough information to say yeah that's what we've kind of said the whole time talent building included yeah i'll deal with medium
