yeah so yeah i sometimes work with this um a couple people impact trial they do litigation erin good morning oh hey ali ali is here too hello how are you good how are you it's cold down here today it's like it's a one day cold snap oh wow i was just like you send us some warm air next week next week you have a warm air uh you don't know what's gonna get here next week it's gonna get crazy yeah yeah like eight degrees i don't know what to do i'm not missing that one i just decided i was gonna go skiing on saturday and i didn't even look at the weather hey becky hey what what's that first line i have to say to start the meeting like i know what's on the agenda to read but like there's some first line i have to say other than this meeting will be recorded um you're just calling the meeting to order yeah whatever time that's it thank you let's see that's it karen have you connected with katie because she doesn't doesn't have surgery for i haven't talked to her like i heard from her text in the last couple of days but what'd you say i haven't heard from in the last couple of days as far as i know that she was joining she accepted um but you texted about some stuff yesterday but not about this okay i guess she'll be here yeah she accepted the invite so i was wondering if she's in person and mobile enough and like uh she said she had like one of those kneeling carts yeah that's a good point actually i should have just asked her if she wanted to ride again yeah robert hello good morning good morning you two know each other yes yes we correspond on my 28th edition of the house about what i teach on the house oh no that's right that's right robert did you hear from uh um yeah she came to me and said who should i talk to about this and i said hey how are you doing yeah uh we are at forum now so um i'm gonna call the meeting to order at this time uh it is 8 31 a.m on january 16th and in person we have here in kelly p harris and kelly i'm gonna say your last name correct uh and remotely we have beckon stanisi uh and then we're also going by robert hummel hello everyone good morning um i'm gonna go ahead and read uh portion so this meeting may be recorded and if recorded will be made available to the public on wake cam as soon as possible after the meeting public will be excluded from executive sessions pursuant to chapter two of the acts of 2025 this meeting will be conducted in person and or via remote access in accordance with applicable law if the meeting has only remote access no in-person attendance by members of the public will be permitted if this meeting has remote access one may watch or participate remotely with a meeting length that can be found on our agenda publicly when required by law or allowed by the chair persons wishing to provide public comment or otherwise participate in the meeting may do so at the meeting location in person or remote access as applicable public comment should be limited to two minutes per person it's a new verbiage there um do we have anybody uh anybody's sitting in the oh okay public comment looks like you know um moving on to our agenda items um so first uh becky had emailed around the minutes from december 12th to november's argentine and january 25th um and uh and december 15th um yeah so the only the only one missing is january 5th okay so that's going to follow on yeah okay so december 12th november 17th and december 15th um the uh yeah december 15th i'm the most moment to check this slide um has everyone had a chance to take a look at them right
right here do we have to approve each one becky or can we approve them all as one motion

okay robert i don't think i have any updates from last meeting i think we're just trying to deal with
some of those businesses like you mentioned that uh business experiences are trying to reach out to us and do the right thing and say i have signed ideas what can i do and we have the united volleyball places reach out to me and i think it's great that they're actually united volleyball place a volleyball club is reaching out they want to replace the audience they're just asking what can we do under the the violence so we know that we don't make any mistakes from the last time they did a few times on there that they're not permitted but this is specifically the town center yeah yeah there's a few signs you said that are unpermitted correct okay that are on their property correct we even chase them down for like months the prior hours no but do they put up new signs that are on the market got it so we work hard on those but it takes time and go back and forth with them on the mask but i think they're in a new place i also know that the police designs have not been up but for the graffiti they do on the leasing on the live app in the empty spaces correct yeah but they put they put the the uh police information so yes small step forward but any new news from graffiti in general uh no the thing that we've been working on is in the vta the bike path and we we need a few uh temporary and permanent easements from them and they are working on us with the information how to do that exactly i like to provide us you know at a fee or you know for a the the temporary easements and that amazements but it's for the expansion of the bike path like that's good well it's it's right out of gravel so we need to like yeah i mean when i say temporary or permanent easement it could be a foot it could be that much it could be a foot it could be this much if it's this much you still get the rights away so it's not ours like for an example i noticed that there's a trail from the stocking shop kind of up that hill it's gonna be paid specifically in that area correct it'll be paid to finish that and then the piece on the subway will be from wayland round russell's to subway isn't that it's not a phase so you're doing things i think about would you think which level of the ground like are they will they add the conditional it goes down in a level in general yeah exactly yeah i wouldn't assume they would to fix that all that that's the part of that temporary easements too is that kind of some raising issues yeah so yeah so that's exciting we've been working on that and that should be on the that should be on the town warrant this year for the students that be able to do all those takings and and who when you say like tell me a little bit more about the process again of getting permission so it's a taking process so usually you would have to provide someone the appraisal this is how much this work this is how much temporary you know from an evening or and then maybe you can either negotiate a price or they can create a town with the uh with the whoever the property owners or they can stay open for free so enough to them how to decide they can get the money they can either no i don't think it's like we all said that this is not this is not just compensation we're going to fight it and then the town will have to be very decided how they do that or take advantage of me which is what we don't want to do why just take real money we want to negotiate but but for now it might be very small money even if they accept the money on their own or they say yeah we're good with that we know how much benefits it's going to be so just you know write us a check it's you know hundred thousand hours ten thousand hours whatever it is so but if i'm understanding what you're saying correct yeah it's that in order for for people to have a little bit more access to the bike path they have to pay for town or there has to be some type of negotiation yeah it would be that we have a right away the the mbti right away and if we want to expand on that to expand that any any any issues on foot we need to get we need to buy or to transfer the rights to us right that didn't count temporary easements so if you're doing grading things to fix things you still get compensated for that because there's still the the the apple whereas the owner of the property is compensated for that so if you don't even if you don't get your land to your lane take in the transfer full time even if even if it's like we need to grade five feet here you're still getting compensation under under uh say under the constitution under some under section 14 just compensation because it's your land in the town you know the town someone wants to do something in your land you need to get compensated for that fair you know fair compensation and that's done by appraisal and then by review playing it we'll look it over there and make sure it's correct it's coffee i'm sorry yeah no but that's that's and they're excited for that because they don't want to benefit a nice nice no nice finished rare for it's going to be to bring people once people know that the rich has finished people are going to really want to hopefully like and i know you know this is not like huh you know hopefully at a cafe and we'll get a cup of coffee like trying they they know they know the momentum by the time you're level with that train containing the trail levels up to um boston coast road you already cannot see like the buildings basically in the town center so are they they will they want they they want to do something to drive back to the right and i don't know yet because they want they want to find somewhere in that spot where they can get a way to enter in from the front of the railroad to their property yeah they want there is right now an informal yeah and then there's there's a little place that goes they want to find warming up in 401 they want i think they want to align with a little sap so when you come up with this app then it connects to the complete street to the to the production you're you're saying also like from the street well to up to town center when you say a new pathway from the fight out to to town yeah yeah i mean one that i feel i'm just i think the idea is actually good it's accessible but then they have to probably reorganize parking so when you are up because right now we woke up that informal trail and you're in a park it wouldn't be there right so maybe probably like a little bit of landscaping or a tree or something tomorrow it would literally be an official entrance yeah to the that's a lot of uncle and there's typically because i did it there a lot in fact it's true like a first like there's people on both sides yeah uh actually it smells good so now we just have to figure out who's going to do all that work to take it either us or dcr who we've been working with the dcr has been working with projects as the project manager and so i know there's a warrant on the art there's an article on the warrant they should come in for an issue for all the process figure out so that's not bad with dcr right yeah so the the just we've been discussing and we've been having discussions with town council us dcr and and with with uh deputy whatever the wayland lc the new company is with one of them uh then since one of them from from chicago uh foundation the the one who also be packaged and then let's work from there you mean the investment group northmond yeah they've been sending someone else besides jesse to be there so they've been working with their lender and stuff make sure all the documents are correct so when they come back to the lender they say this is what's going on so got it so here's that and then they also kind of going to terrain has been moving ahead they want to be done by office so that's great progressive we have that cafe cafe bistro down down the street they got approval for the special program and then for that outdoor dining oh oh that's good they got outdoor dining too yeah i ran into her the other day and i said when do you think she said i think june i know so we'll see i mean things are moving ahead then we're gonna have a potential article on town warren for it to revise the mbta zoning districts to revise these to to advise the route 20 west to increase the size the height and number of units because we have a developer that if you can get number of units and heights he wants to do a party be ready to go where would that be at the yoda office building down like candela candela site and that next to the one candela site the one is like a little bit lower and because of like the way the road is the way the height is going to be it won't be as it won't seem as higher because it's you know sucking down so the height of it will be hopefully better level of the road so you're changing the zoning just in that one spot correct so that has spots i mean yeah but no isn't that the definition
are you change are you changing the whole district or just that site seems like you could change that
whole district area it's the whole district yeah it's not it's not if it's like if it's like one proper but it'd be the whole thing so people on the other side can tell us like but they want if they wanted to they could have to do it so what is the height that's being recommended robert uh 58 58 feet like a five-story building wow but i won't see it won't seem as high because of the way that the grade uh yeah right but if candela did it across the street then a five-story building would feel very tall right yeah but hopefully hopefully we have a developer ready to go so hopefully do something so we'll see it's the 58 with a peaked roof is that why it's so tall how many stories is it i've not seen the designs i'm not yeah he's not showing me it's only like once and i was at the scene again so he this is what he knows he can build case everybody's case what he can do so
i think that would just be the concern if if the same height can be used on the candela site
because it's flat there it will feel very tall right so it's the question is it just for the walking site or is it they're not interested they're not tapping any ta i talked to them multiple times and they're not really interested the apartments potentially maybe some uh retail or something on the press floor because the president is that investigating trying to figure out that makes sense to apply for a special like this because i'm not really familiar with everything so the candela site is right next to the solar panels right right again they're just the top side it's the one it's not the opposite down the road right so towards the wall and fellow yeah but the first building on the left when you enter on the left so it is building on the right from wayland to subbury but when you drive from subbury to waylands you will definitely see it it won't be a problem for our town but subbury will probably be super effective but it'll actually appear even higher from their perspective right as they're moving down yeah

how long is he spending the next one i'm just curious yeah he brought he brought in a plan
it didn't comply with the vta zoning they said you need to go back and change don't want to change it and then he petitioned the plan boy at a meeting told him this is what they do so you can you can go back you can look at the tape it's it's all there there's nothing that like happened he came to the kiki put something to plan boy and said that he was looking to do this so i'm just surprised that i'm sure it's been in work for a while yeah so that's an article that's going i mean that is not well that's the proof of the plan but yeah that's one good plan so i mean 20 works fine art so yeah all right hopefully and i think obviously to bring into more income you know i'm using as a yeah i'm not a driver he's actually using the mbta zoning as it wants to be this one has been really at front as you know he's been really i've been a cheater that's saying really want this who has been the popular yeah yeah so i think i think he's he really wants to say that he's finally she cannot make it work based on what it is and so he's tweaked a little bit based on the septic if this is not sewer different story yeah i wouldn't need it as much but because the septic just to be in the septic ways he's he needs needs that to make it work all right let's move on to agenda item number four edc 2026 goals um becky is going to share her screen so we can kind of do a final sweep through uh uh kind of who's going to be leading what areas and then generally who's going to tag online um so this shouldn't take too long i know i'll leave you saying or so thank you for doing that um to maybe take us 115 minutes here to just kind of make these final decisions so we can have direction footprints to move forward in yeah so ali i have this is actually your file you sent to me i started coloring some of them but not i haven't gone through the whole thing um so we can kind of go through it quickly i'm hiding on the screen um over to the left are all of the rankings but ali as you kind of put in yours this is kind of the revised average and it pretty much falls into where we were before um so the you know the most important categories are those in yellow second most important are in orange just generally um and generally this list is is ranked from top to bottom but the key really is today is to figure out okay there were two parts who wants to spearhead literally be in charge of a topic and then who's willing to work on it or assist on it so ali with you you have an incredible skill set as a planner which is great so you know some of this we can kind of divide and conquer and you know these these colorations were done um before your input i just literally put in a couple where it was logical um but ultimately we can kind of go through them quickly and just confirm who is in charge and who are the two people again we can't have more than three because then that will constitute a quorum so so with that um particularly like finance committee we've already been working on that one i've been spearheading that one um ali definitely we can we can work together on uh tax revenue efficient new housing um karen you were also involved in that so excuse me so we can definitely have you participating in that um the and chime in because i can't see my screen as i share my screen so can you guys see my cursor actually that's usually helpful can you see my cursor it's pretty little can you zoom in on all right all right let's see if i can

with this yeah because you know what you guys i can hear you for the most part plug it close to my mic is this helping at all yeah you just if you just speak up a bit and stay okay all right so is this view a little bit better can you guys see what's there yeah okay all right so um with the finance committee i can continue to leave that one tax revenue efficient new housing townhomes um ali saying you that you're we can look at that as we go along um and there was a little bit farther down is exploring one to two excess town land sites which those two are kind of affiliated so you and i can kind of tag team on that which makes sense um clearing zoning roadblocks this excuse me this is kind of an ongoing discussion um whether we want to do something next year um for town meeting but if we do that absolutely let's we can tag team on that um and david was saying that he wanted to be involved in that as well so part of that gets into the route 20 if there is a task force which gets into next topics um so before we get into that playground splash pad you know david and then katie have been working on that with him um jeff basically wanted to be involved karen you said you wanted to but that would make a fourth person um do you have great since you're here and jeff isn't do you want to keep working on which i am begging for the playground splash pad oh um no i'm okay to stay off that okay so we'll have jeff be there um the route 20 master plan zoning advocacy or task force um so in as much as we'll see how that plays out um so part of it is there's going to be you know if there is a task force there's going to be representatives there'll probably be one from edc there might be in that large we can kind of work through that as uh if and as it gets approved by the select board um so with that kind of three key people so david has always stated a strong um interest in doing that as have i ali you have an incredibly strong skill set um you know karen you can be working in the periphery or you know like we can all be involved in certain ways so we'll see how that that kind of shapes up with the select board um in terms of a task force um the existing corridor cleanup um ali that's great if you want to be involved in that that's terrific um katie and jeff had kind of highlighted that he wanted to lead some of these but it's kind of they're all kind of collective you know katie we went around and did that whole um summary so it's kind of all these different things for now um it may split into you know if jeff wants to do the landscape coordination and it's going to be separate from there and in we can kind of figure that out along the way um but ultimately ali as much as you want to participate in that um you know i can kind of step back in certain things depending on but with katie you still good to quarterback kind of that existing quarter cleanup yes okay so we'll again we'll talk with jeff and we'll see how these things move along um but ultimately jeff can stay involved you can kind of it'll be good to have like a key lead on all of those um and katie i think you're in a good position to be doing that um targeting the meals tax nobody really uh wanted to spearhead that one um but karen and i were interested in it um part of it is robert since you're there are you pursuing this as town planner and doing research for the planning board or do we do this together how what have you done so far because i know you're quite keen on this topic and what have you done that strategy because you're changing a lot of like past history it's not like we passed a meal tax two years ago and we're gonna be like oh we didn't know like then 10 12 years of like town not like not doing anything of it and you know to change it takes some momentum and really trying to like brainstorm what is that strategy and how to like attack it so i have an email ready to go to the town manager and to the finance uh director but like how like how to like get it on their radar to and just like fully understand like the lost opportunity and everything going on you know we've been just taking money and just dumping in we i don't even know how much money we have i don't it's not like a report i have again like say like we had we collected 200 000 this year and it goes to the general fund like i have no clue without you know requesting the information from the town manager and finance department uh director so i'm trying to get the best strategy and how to attack it in the most the way it makes the most sense and not be like yeah yeah that's great so i'm just really trying to range on think about it step back and think about how to do it i don't know if there's like showing examples like we are living right now with popton we set up video attacks set up the legislation with the with the state and did the documentation and then pass the timing article to do all that and now the you know looping the benefits of bringing money in and now deciding what they want to do with it and then and then they just the challenge is handed to the adc and their staff member said here you guys go you guys figure out what you guys want to do with the money it's up to you guys to figure out but the town managers and you know the finance department not gonna take how to use it it's up to you guys to figure it out so i don't know i'm trying to think about we should probably make a discussion offline about it what are you what karen even karen or i thank you both think about how best strategy to do that yeah yeah because we got some feedback from the select board um carol martin as always like well we already have that money so anything that is existing meals tax um i think there's going to be an appetite that it stays in the regular budget just because it has been there um but i think there's a strong argument to be made for new meals tax that will be coming on after 2026 like fiscal year 2027 when terrains on all these others are on um that's one of the uh the flags that kind of went out like we have terrain and it's going to bring in i wish i knew how much money would someone's gonna ask like how much is they bring out i don't know but it's gonna be it's gonna mean some money from the even with the catering yeah the meals the cafe like it's gonna bring a flow of cash something and we can start to start that bucket soon so i don't know if it's too late now with time meeting because time meeting all of those are done but but something to think about for next year and get us started now i guess
okay so why don't you and karen and i kind of connect offline and we can kind of strategize a little
bit um it sounds like one that might be a good topic for you to be driving that sort of because it's internal a little bit um sort of a little bit of making the sausage so we're but we're happy to assist and we clearly have brought that up on uh on our presentation at fincom um so the next one is it goes to a lot of things too you can provide the grants i think that's one of the adaptations thinking you know you know potentially have over grants for signage a new company comes in we can provide you know the town could provide x amount of money for grants for you know up through the signage or or just like helping send you know signers that are ugly and falling apart here's some here's by now found the bus please please sign so like do the word help letter so i don't know the the opportunities are kind of open i'm not sure what the whole the whole platform what you can use it for but um i mean we haven't just set it off and it was still so just kind of gathering information about those stuff yeah but yeah let's just talk about that yeah perfect all right so town center interface with new owners karen and i have basically been doing that ali that's great if you want to patch in i was always kind of surprised that david wasn't on there because he's quite keen on it but he's really focused on the kind of the amenities piece of it which is totally fine um so ali will loop you in that um as you've heard graffito is is going to be great to work with which is a very refreshing change um programming events nobody was leading but karen you know it's kind of a i think it's probably ongoing discussion with town center so it can kind of be part of that um do you want to literally be the lead on that or do you think it's just it's fine with just being part and parcel with interface um yeah i mean i think probably interface is fine as they're evolving things and we start to hear about what's going on i also think part of what we're going to need to to serve held with is communication right so um and so uh it's probably a natural thing for me to be part of yep okay um and then the shared street furniture town center amenities it's i should highlight david as well he's more the town center amenities um and mine is the shared treats furniture to get that done um so we're kind of co-leading that one but karen you'll be working on ali will definitely you know as you're part of that town center discussion um then all of that is sort of part and parcel so we'll just be careful on any specific topic not to get all four of us on there um curb cut and sidewalk engineering so as an update for ali this we approved funds last year um so it's literally in the fiscal 26 budget to start the engineering for curb cut and sidewalks so that we can get our plans to a tip standard um and get on that list so it has basically been backburnered because of everything that's going on with the dpw because of mwra which is a massive issue and then ultimately um sherman's bridge road and a lot of a lot of other things so the goal was to be doing that starting first quarter 2026 so i've literally put in an email and starting to you know are we ready to do this and get this moving um so with that i mean ali that's really sort of your wheelhouse so david i think is interested just because he'd love to see the corridor cleaned up um so if you if you want to jump in on that one i think it'd be perfect and um we can kind of uh i think there's going to be some hand holding that has to be done and the biggest part is going to be this task force um is the task force going to be doing this or is it going to be us so we'll kind of play that by ear um but that'll be a great input for planning planning background um the route 20 green quarter marketing was pretty low um in terms of uh relatively low in terms of average um but karen you were interested in that and as was needy so as i think you know as it gains more traction this year with terrain opening up i think that will start to ramp up um but this was i think the lower mark for now was just basically where it is but i think it can really there's a lot of opportunity there so karen you'll lead that um supporting wayland businesses highlighting profiling business and wayland post or social media so david and karen were on there do we want to have david lead that do you do we feel like we need a lead what do you think karen since you wanted to work on it let's just think through what that entails um because we can't we have to be careful about how we promote businesses right that's true that's true yeah so i actually think that maybe and i will also tell you that it's been i've been working with another group to try and get things in the wayland post and it's not easy okay um so i and and so i think that we should maybe table that for the moment because i think there's a bunch of lines that we are in danger of crossing uh okay i think we'll i think what we need to do is focus our efforts on putting together that next line uh or the the uh the business association right where they're able to uh kind of come together to create their own sort of community within the businesses yeah um and then for help them potentially navigate how to get their businesses in front of uh wayland uh residents okay so whether that's they're making their own facebook page that wayland residents can join and they can like in shape share promote etc or whatever it is but i think like actually we should probably steer clear of that okay so you're saying with the assisting is literally in the background so i'll put you you on that it almost falls under the heading of interfacing with new town businesses helping put it you know ruffito said you know we're happy to start linking up the businesses to put together this business chamber of commerce type organization so i think it falls under that okay so we don't necessarily need this okay sorry let's quite follow you more wba v 2.0 okay so we'll put you on that one and i think jeff was i wasn't he had a question mark so i don't know what that uh is so we can follow up with him but um question is you know katie since you'll be looking at still doing ribbon cuttings um that'd be great as you terry you're sort of heading that topic then i think it's going to be sort of hand in hand with karen along the way so um i just i know with my schedule it's it's difficult for me to actually like attend them some child care and jobs and stuff like that i'm happy in the background to connect people and like with robert and the business owner to try i'm just wondering the uh actual attending obligation with the expectations for that i don't think there is i think it's mostly robert you kind of have the system down at this point right so it's down i mean the last means you've had i've showed up she showed up one time the town manager showed up in each other town manager like some of the town has showed up at least i'm all it's not from the ec it showed up you know majority of them so i don't think it has to be like it's not a big deal if you can't make it like i mean they're like also very quick too like 15 minutes a lot so like you blink in there it's already over but like it's helping happy to have someone if you can show up that's great if not it's fine we have that that group right now it is it is an email show yeah yeah but i haven't got one in a while yeah so why don't we just keep the show going and then if one of us can attend we email it and then we always know also if you hear something too let me know like you're like a new hardware store on this when do they happen we work with the app and figure out what time i mean within charlotte's right guys i think we've been business hours but we work with them and say what you know what's happening in work then mostly like afternoon like two o'clock one o'clock in your community yeah and when it's not school because i can join them as well or at least like yeah i mean you can show up and if you know where they are you just show up and you just can't you know have a quarter to discuss and have a hold of the meeting but what we can do is because katie and i and becky you're on email that gets distributed and then we can kind of phone to everyone and say okay what's that i i can take the lead on that feels boarding easy to do
yeah that works so robert when a request comes in so if we had we're talking with a new business we
would point them in basically the the group's direction right who's really at the helm when that email goes in to coordinate with michael's office is it somebody in michael's office is it you or is it i've been doing it yeah okay okay and then they've been they've been doing some of the the back stuff so maybe they're creating a poster which now they have a template they just pop on the logo and post it on time and then they've been you know publicizing it on create and you know finalizing it and then send it back so it's been a a collection of people working on it and then i'm the one doing scheduling is it great i just want to make sure the bases are covered yep okay would you be open to be looking at some of those documents and maybe um like you might know how to sign on it well we have we have jaylen has been doing it has been all ended up she's been she had a template of it maybe i guess i could send you a copy of it but um that's nice yeah it means we haven't had a lot we had a lot of like over the fall summer like three of them like three of them two weeks we've been kind of fired right now so it was way for the terrain and governor's and like the cafe okay all right great um so uh the next one exploring state and federal funding um so i've been looking at the economic development bond bill um ali i wanted to ask you are you a savvy to massachusetts funding avenues um or if you could mostly new york you haven't done that much mostly
okay but are you often applying for state grants or using kind of local consortium funds things like
that or is it always with private i have a lot of projects that apply and get the grants so it typically get like hired or involved after that is done and if it is something i need to research and learn i have to do that it's just i don't have prior experience with that okay all right yeah i just wanted to find out if that was in your wheelhouse and part of it is you know none of us really do um again i come from the private side and so you know but you can kind of learn the learn the curve we learned how to apply to mass works things like that so um yeah it might make more sense to you um to get you involved in that and get a get to speed um there are some regional planning funds mapc um robert are they doing a lot of grants these days or are they kind of spooled back a little bit how active is that it's like there's like there's like there's like there's like there are grants that then any pc that will provide for private you should make sure to make sure it reads criteria what they were looking for but there's there are grants just not really i mean we're actually really working on that that's matching up okay so we'll we'll kind of look at those and kind of figure out you know again sort of some of these because we're you know if we were a gateway city there's a lot more funding that's available but we're not really we don't really qualify for that one so it's there are certain niches that we might be able to um find some funding for um so it's worth getting our you know rolling up our sleeves once a year and usually it's in the spring so it's kind of the beginning of this year we can take a look they have sort of a one-stop application everything goes in typically in the spring so um might be worth taking a look at it this quarter um the streamlining permitting and i think uh robert needy was going to reach out to you she was very interested in doing a post-permitting survey to figure out you know once somebody has made it all the way through a building and permitting process what worked what didn't work what was you know where were the sticking points etc um so she was going to reach out to you just to get a better understanding of the permitting process um and so ultimately i'm happy to sort of help in the background and david is quite interested um i believe that might be something that you're interested well as uh and as well i'm going to try to figure out how we make the our waylands permitting process um a little bit smoother um the working directly with developers that's kind of we do it on it as as is basis i mean like terrain and duncan karen katie and i worked on so as they pop up we can definitely do that and ali that's great um to be able to uh do that as well and so we'll we'll kind of keep that uh in mind without a doubt surveys um all the rest of these are pretty logical surveys it's always been kind of karen and katie um at the helm needy is very interested in doing that as sort of a data person um so it's great that we can plug her in there katie still be involved i can help in the background but the three of you will be a great brain trust um email updates um kind of doing those regular emails or you know sending out infographics etc um karen you've been sort of the helm on that and has been great and katie helping out in the background um so ali on the database of interested residents you had checked that one was there something in particular because that one's sort of an ongoing um but it was there something that you wanted to plug in on that just kind of help yes i i deal with a lot of data so i thought it would be you know if anybody needs help on you know merging things exploring or adding more to that i'll be i'll be happy to help okay terrific um and other than that facebook social media kind of stays the same infographics being katie at the helm and karen and i and i we can absolutely plug in ali um needy is actually working on the uh one right now the next one for some of the economic growth basics um so i should probably have her on there um so we'll just you know with certain infographics we'll kind of pick the logical three people to be working on it so ali we can definitely plug you in uh news articles we kind of talked about that's a lower ranked so liaison at this point um we talked last time and these are old notes so the south landfill visioning committee is now david um the finance committee was karen but i've been kind of working with them um the planning board zba we should talk with david because david was game to be sort of that liaison which is great um but ali you you also have a strong background in that so when david's back we can kind of figure that out how to um how to best liaise with those people who were dealing with different boards and companies you know i can just help them i don't need to keep them on sometimes i'm just happy to answer questions like you know if i need to read over or comment and i'm happy to do so okay and conservation commission was katie i think because katie's who volunteered ali the conservation is also like you're used to doing a lot of the wetlands issues i assume yeah okay so especially the visuals and also when you go through the communication and these keep in mind some of them i added myself because i have access to stuff right so if you know i don't need to design the info bracket but if you need help on photoshopping stuff like laying out things and all that because i also teach i have like lots of different set of tools and stuff so um like i said i'll just help whenever you need to okay excuse me so i think part on the conservation commission specifically um there is some overlap with some of our topics and some are just completely unrelated um but it's great so sean fair used to be on edc and now he he thought he was stepping down his chair but he might still be chair um but just sort of every once in a while checking in with him um and seeing you know what they're looking at just looking at their agenda is there anything that is sort of economic development related that may need some assistance or otherwise um and sometimes when we have things that come up for helping out a certain project there are conservation questions um so that'd be great to be able to uh kind of make that connection with uh conservation commission be able to have those conversations and figure out how we can help those help those parties in any way so katie are you did you want to still helmet are you fine with ali kind of being the connection with conservation commission it's up to you and so like i said i'm happy to be wherever you are i mean maybe we could tag team it and like i can attend and like zoom wake in the meeting one month

that's totally fine and again it doesn't happen a whole lot but um it'd just be good to have that connection um and then beyond that the south visioning david's going to do and that's really sort of beginning to wrap up i think um and then the new capital improvements planning committee so david was interested in that i actually had reached out to um oh i'm blanking on her name uh kelly lapin who used to be on fincom who's now working on that committee um so as they they're just getting their sea legs so ultimately as they get ready to communicate a little bit more david and i can reach out and then the last one information materials for fast casual and coffee shops we do still need to get this one out um so if we can focus on that in the next 30 60 days so i'm happy to kind of step back from that one um but ali the the genesis is we did pass the zoning last year we want to be able to just have a one pager that's very easy to give to prospective tenants um as well as brokers but it's usually like the tenants who just need the quick information and understanding what it is so it gives you that tool that we can give to potentials and that brokers can give to potentials um and then the last one needy was actually very interested we weren't we didn't rank it as highly but information materials for benefits of investing locating it in wayland um so we'll have needy at the the helm of that one um but katie you can assist and um see where that one see where that one goes as it perks so i think that will probably be as time allows so i think ali you know a lot of what you wanted to get involved in i'll mark these in green um going up i think it's perfect segue to kind of bring you into these smaller kind of not even working groups are just you know kind of tasks and certain tasks so uh you know as you get your sea legs and as we get into very specific things particularly in the route 20 whatever happens with the task force i think things will kind of come into focus a little bit a little bit closer so does that kind of work for everybody what you're seeing yes with any other boards just so just for the record okay so yeah exactly you don't have any right now so you're kind of helping you want to just sit on the bench for a little while

thankfully all right i'm just thinking about uh sharing these design um let's see where we are here okay i joined fincom meeting that we had um becky did you just want to review what we talked about with them and the next steps sure so we kind of we re-met with them um we were trying to get some data before that follow-up meeting we need some data from brian keveney to really understand what that we're looking for so that 10-year window and seeing what taxes are going to be and then we can kind of interpolate you know no growth low medium high growth um just to see what those numbers look like so i know that phil is kind of pursuing that with brian um i think that we need a little bit of guidance and i think some of those numbers will start telling it right so we're a little bit of the chicken and egg of how much growth do you want uh will suggest what kind of triggers that you pull um whereas if you just want to pull every trigger you know it might it may not be something that we want to do so i think fincom members were looking for a very specific recommendation from us while we were asking them for what's the the amount of growth that's needed so we're going to try to bring those two together um and come to a little bit better understanding of what it is um what was really interesting in that meeting was brian had noted most towns have two to two and a half percent new growth every year and we were looking at adding maybe five hundred thousand dollars in new tax revenues a year but two to two and a half is more like a million seven to two million dollars every year it's huge so most towns have significant amounts of growth and we just don't so it was it was very interesting that the number that was sort of floated around of half a million dollars of new tax growth per year you know may may not be enough and i think some of those numbers will start to show some of that so as we get those numbers hopefully within the next couple of weeks then we can start formulating that with the fincom questions do i'm meeting with select for the starting uh advisory board goals and next steps we are meeting with them becky we have a date don't we in february it was suggested i don't i've not gotten a date yet all right but we do need to have that follow-up with them sorry you actually just go back really quickly um so becky i know that i think that that's great that we're trying to come up with like a target of like what our goals for for the town and bbc and that's very important and i know like the main idea that we have is like these townhomes which again i don't disagree with but i just wonder as a group if we would ever consider brainstorming other ways to bring in revenue to the town i.e maybe a solar field over the dump would is there like to some historical commission of wayland are they ever like looking to open up a museum and not to bring in more revenue i just wonder again not taking anything away from the townhomes but should we think a little bit more creatively especially with ellie here who maybe has experience with urban planner are there things that we can do that would bring in revenue um just an idea i wanted to toss out there yeah we should definitely still keep throwing ideas in there um you know ellen tone is great the solar fields are definitely a point of revenue um and i think they're looking at them but ultimately you know any of these ideas it's not like our list is fixed and it's you know we should just focus on those in as much as there are other ideas we should absolutely continue to keep adding those without a doubt so when is the sorry i was just gonna say when is the appropriate avenue for us to do the to do any legwork to talk about that like when is the appropriate i'd say right now if there are new ideas that we want to add as we're waiting for some of this financial data now sort of the perfect time to be looking at some of that stuff so on the if there are other ideas like the solar panels just reach out to ellen tone um and she'll be able to give you she probably has the numbers right because i think they've been looking at what it is for the landfill you can't you can't do this one right now i was gonna ask that yeah so what is the zoning in the spring for the solar well technically yeah it's one time meeting there's this protocol there's not going to go in time meetings this spring because i mean we can help them write it right so it could be we can put offsets to large parcels or specific areas that we know it's hard to clean up and repurpose for this but like we don't really even have an inventory of based we could be available we don't feel like the private property so private properties i mean so what i typically when i want that and take for bringing you know it's actually a little valuable discussion these kind of stuff is really helpful when the town first lays down those things so people know like where they could do that right sometimes that i work with it's completely open like hours in this case and then when somebody wants to go then it's a big mess because people are like okay what's going to happen like should we allow it should we not allow it sometimes are smarter which we could follow they do the due diligence themselves like a quick thing of if you ever pass a law that allows let's say solar farms or solar battles um in let's say single-family residential zones what are the thresholds like the lot should be minimal so this is that's what they've written that's exactly the buying world rose it's a small medium small medium large you should get into with jesse new baron who wrote it he's excellent perfect and a bunch of people who's at a state level trying to understand parameter i will connect you because the reason is when somebody wants to let's say i own a land and i'm okay renting it out to a solar company right so typically the solar company does the application on behalf of me to the buying lords the zoning commission to the town and then if there's not something in place they walk away because yeah it takes like two years and thousands of dollars and well there's but now there's nothing in place so you can't do it you can't you cannot bring in there now because that was the reason why we put that in place and also to put out a process through this so especially for the landfill so the town can actually do something plus one else can do something on a different property so it's it's in motion i know how does that read tomorrow but we've brought back to put what you said it's a way it's easy what you can do in any property what uses your commercial residence property that is that is the the guy like i was saying this was loud was not allowed by special rent follow the law okay yeah probably not um yeah that's also one of the reasons why i mean i know david's in it too but i feel like you should have some kind of liaise to the planning board i think that is but i would definitely definitely connect with jesse yeah it's an opportunity to think about other things too i don't know what those other things are but like like i don't know how can we make that happen we should probably make an inventory of what is owned by the town like so what they're waiting for they said because we don't even know right that's right so we've already been able to report about that it's a wrap up one um we do ali i'll send you that yeah they did a whole story about that what other property and one of these properties that ran out of the scenario is that it's uh it's on an ocean lane it's called holiday holiday something well where the address i don't know what the address is there's a property owned by the schools since nobody's using the school's not using it now and actually could be could be down almost there so i think theoretically looking at the rapid part we will see what parcels are available found and then by looking at the parcels what things potentially i mean the creative ideas will come in handy when we look at them on a map i don't know like literally frame like a large map and then put all those and maybe categorize them like small medium large accessible not accessible hasn't the infrastructure doesn't have infrastructure right all those kind of things fast since we don't have like centralized sewer and all that stuff a lot of things change what you want to do but sure i think that's a great idea like it would help developers they will have potential tenants they will have people who wants to do business at wayland when you have something in place because they typically this costs money right i mean they do feasibility study and when you start a business it actually is the money that no one must spend so if we can do a little bit of that beforehand for that it will help like like i said for specifically solar a lot of companies when they don't want to do it like robert explained if there's nothing in place and it's all blank they typically their finance guy will look at it and say oh we have to pay rent for two years and do nothing not visible so it just gets worked out yeah i'm i'm not against writing regulations and adding one to the zoning as long as like it needs to be easier until you're a lot of people so they can say okay this is a yes or no right gray areas you train art or somebody's clothing thank you would we ever have like a meeting in the evening where we print out a really big map open to the public and maybe someone like jesse from the planning board comes and we have a big map and it's kind of like a collaborative meeting maybe there's other people in town that would be like jean milburn like maybe um the guy that owns the the building that owns a paper but we have a collaborative meeting with a big map and kind of brainstorm something some of these ideas i think robert were you the rap report was before your time right correct yeah so there was definitely a committee that pulled together all the data and then the thought process was to be able to have that as a baseline for conversations just like that um so a lot of the sites once you take a look at the sites a lot of them are constrained in some way shape or form or they're large enough that they may be used for town uses things like that once you once you get your arms around it um there aren't that many sites you know it's not as if we're sitting on this this huge amount of developable land a lot of it is conservation land etc so i would say you know if you're interested to do that take a look at the rap report and you can look at it with jesse i mean sorry with ali and kind of think through that because some of the thoughts have happened before um i think that kathy steinberg would be really good to talk through on that because bill was on the he was on the rap report um there are others who are on it and i think you can kind of talk with them in the background and see because they probably had a lot of thoughts while they were going through the process so it'd be interesting to kind of figure those out yeah you're brand new and like just just you know fresh set of eyes yeah yeah yeah yeah i know david was really yeah interested in getting this hands up the rap report yeah it is it's online but i'll send you guys a link so it's easy to find yeah um so robert actually speaking of um kathy steinberg she did mention when we were meeting with the fincom she said when you guys did the all the study for mbta and you were looking at the largest sites in town you had a map with all of them identified like all the sites that were more than five acres yeah can you can you dig that out and and uh and send that to us is that in one spot uh i guess i can see if it's ever digitally i might have a photograph of it but i haven't i have a paper form okay yeah that'd be great to pick it i don't know if it's actually digital i think maybe just be a sort of a picture of it that's okay as long as you know there's something baseline we can recreate it yeah i can donate that as well it's all public information right we have our cells we have like actually we've set over that so we could do our own queries when we like know what we want

you have other ideas and the question is you know sort of is it is it high medium low right um will it really move the needle or not but ultimately you know every idea we should be putting on the table so in as much it should be sort of a it's not a static list it's one that can grow uh clearly over time so if there are you want to really find out from ellen tone about proceeds from any solar or start you know getting some more ideas and putting them on absolutely and ali as you get your feet wet again fresh set of eyes yep yep okay great great awesome so you want to hit the last yeah the last item some of them we've talked about already but just making sure that we're hitting hitting them for every 20 wayland center corridor playground amenities at town center you know center news next step this in corridor conditions clean up strategy average property owners right there's like a lot here did you do you mean to dive into each one of these no just making sure that we hit them so playground amenities we're sort of on hold right until the select board says that we can talk with recreation and dpw so that one's kind of on hold we've had the meeting with um with jesse kind of talking with him offline i've also sent him a few referrals by the way of just like businesses other folks like i haven't heard back from him um and i know he's very busy um the there's a rest there's a bakery and uh wellesley called the pitiful that a friend of katie and i's had reached out to us to say hey love this place and then he connected with their owners and we're all the three of us are on a group text um and they were sort of saying well we need we would be interested in looking but we need to build out bakery we need a location that's like bakery ready for us to just plug into and i was like no so i was like well there is a restaurant right there's to par which is exiting its current space that restaurant's not a bakery um but i i so what i suggested is you know can i connect you with profito directly even if wayland isn't a fit for them right now i mean they how many properties does profito manage right it's like dozens so um but then they just said can we can we have a call instead so i'm going to talk to them i think on monday they haven't got back to me yet um and just kind of have a chat with them get a sense of what they're looking for and i can share a little bit obviously about more about all the momentum in wayland and train coming in across the street etc etc um be able to build out bakery but i definitely think it's worth the conversation between the two of them okay and as you were saying that katie we should remember the ice cream people that we met in waltham yes yeah we should connect them with with jesse you still have their contact information yeah yeah the ice cream ladies awesome because i know that they'll be looking for an ice cream place maybe they already have somebody in mind but if not they might be a great match um so i know the rest of them quickly so town center sale we were just talking about that shared streets um i actually have an email into jesse but it was just uh yesterday so i heard from somebody else that they were having a hard time reaching him he might be traveling because usually he's pretty good about getting back so he just may be out um out this week so we'll figure that out but yeah with shared streets we definitely want to get that um bid redone re reauthorized and be able to get that done so um any other big town center following up from last time with jesse he's he was saying that he was going to be sort of having an announcement he was saying sort of january february it'll be interesting to if we have any insights into when when's that happened time yeah it's it's time it'd be interesting to see what they say hey you guys want to do some kind of math or something like that today but i saw an email from you but it no no big deal and i think we can kind of i was just curious today but also the business they wanted to leave like the chamber of progress so that's another way to give me something you know no no let's just like let's just hold until we i think let's chat with jesse because we really kind of want them to like he needs to be part of that process um okay and then free order pick up window overlay district finalize the graphic for potential tenants for first um so we do need to finish that one pager katie had you and jeff a member jeff gave you some data did we get to a draft one pager we still haven't yet so used about this but i thought that that wasn't in regards to the pre-order pickup window i thought it was just more about information for brokers in general the other thing right it was kind of it was kind of combined it's sort of like you know why is it good to be in wayland and then i'll play you know like a small box of it explains the new pre-order pickup window so it's all kind of part and parcel things that the normal person might not understand so so so okay so it's really about like why it's really the wide way like what we're kind of talking about for 20 um town center area uh and um also we have this pre-order pickup window overlay right right because i think jeff had given you data remember we had that just that ton of downloaded data that was just a you know truly a data dump and it was really figuring out of those what is the most interesting intriguing things about our demographics about you know number of people how many traffic count you know things like what are those what are those data points that are interesting to a prospective tenant yeah so i had kind of written a draft i sent it to jeff we were kind of like waiting to have jeff weigh in on the latest iteration of it the pre-order pickup windows was not a part of that but i am happy to add that piece in if we think that that's helpful okay i think because it would attract i mean our surrounding towns don't have it so it's definitely something that's unique to us so i don't think it takes over the whole thing but i think it's like a small little box um that's kind of an interesting tidbit and um i thought that we had decided that it wasn't pdf that this was just a short bulleted email that we had sent you know people don't open pdfs it's just a quick hint of information so it wouldn't be a box about you just had a couple bullets yeah whatever format it takes just so we have whatever it is that we're going to forward to prospective tenants like the ice cream place or the bakery you were just talking to karen or you know like what what is what are the essential things for these people who are considering wayland to know yeah yeah i think i think that we were thinking about working through the broker perspective right what's that like i guess there's two so i guess there is two scenarios so we're going for this that bakery and wealthy right like you could send them something that's like here's why wayland and then we're not going for a broker they're just freewheeling um but there are other times obviously where we can you know proactively send these to brokers in addition to that uh and they and they could provide it to their clients right right so it's whichever way whichever way it appears yeah like i do think we need one i think we need text for the email that's like four bullet points where it's like short and sweet and then something visually attached if they want to like learn a little bit more can have you help um we can do new stuff that we've already yes
so and i think yeah just like the idea of terrain coming in owned by urban outfitters just big

yeah i don't know about you guys but i was just shocked when i looked at the actual theater place and how
much the commercial marketing is brought to the rail so i think to share it enough with people how little how little yeah yeah how little it could speak um i think it's just part of our mission should be to share that information with people um and then i think what this was needy's ideas about how it compares to other towns yeah yeah so each other is just a little more okay so it's lost from the the one thing on this katie is like i i visually i don't think it's the best way to represent i get a lot i get a little bit lost you know that circle graph within that's how we would move on as a circle graph we have this huge blue slice that's like residential then it's like gray that's like i think that's a better visual representation i'm lying on this stuff yeah yeah maybe this current year something circle and then these are like past years because i think that that's why she did the graph system she wanted to show that it's shrinking that actually is for me to just put it in context i guess the commercial aspect yeah you could have the pie chart that kind of shows it graphically how big and how little the commercial is and then you could have a little side that shows and maybe it has to be over 15 years so that you really see it that it used to be 4.8 percent was the commercial tax rate and then or tax base and then it went down to three and a half and now it's 2.8 and then it shows because they're relative to each other how much it's dropping you know what i mean it might be two graphics that you get the pie chart so current town and slices and then if you want to feel or whatever your credit whatever of you know and it's only but it only is showing it's only showing so you just watch it go down it's those lines and lumbar are uh how do we compare to your dad yeah i like this idea a lot i was curious i thought it was interesting that you guys started with the low to high instead of high and low that i don't know it wasn't what i expected really but uh that just goes through the top which i mean it wasn't part of our period uh it's not a big deal it's i and i like i like this music i like it as well like only two cents of that is should it also be a good graphic that has some scale so the larger numbers appear it doesn't necessarily need to be like a bar graph like on the top yeah i don't know maybe there's circles that will make you know and the books like are the size of that like a tree bar graph

specifically just sit down that doesn't sound like public homes i think what she's she's just explaining increased density what that means more tactical space but it says can be achieved through more commercial development doesn't say residential correct and then the example of that is there's how we're addressing this tell that would sound that would sound like they're contrasting each other commercial development and then you're putting the residential you know what i mean the point here is forecast this business and then it could be achieved through more foreign development should be residential development and that's the idea of this i'm not saying that's what it should be there i'm saying that doesn't make sense to us you know build down things i don't want to open and those yeah yeah we want to say why this happens before we explain the solution is there something like that like yeah can we just say i don't know that i might be off but a good amount of our land is conservation so we can help and then i don't know but i'm just making up the numbers right now 80 of our residential is single family yeah i love this this is good so we can we can basically educate people and say well i'm pretty sure you know that we'd be opposing things oh we don't want a home commercial we don't want to come on so at least we can just say well it's not really a choice these are the options and we're having to negotiate with everyone about like what needs to come right it's kind of getting down to that same map right of like what's you what's not what what zone for what and like what's the reality yeah because we have a lot of i mean if we are sold out but we also have a significant amount of inferior bonds creaks channels which is you know they're great to have but they're not going to generate right yeah money so yeah thank you right i kind of ties into the thought that i have this i feel like we need to add in why so like why does this matter to me um but if i have just commercial taxes are low homeowners there are more taxpayers like why do we need to care about this yeah exactly um yeah well i think it's like we have a title and i think maybe we need a different title but there's something that's like maybe the title is like why are taxes so high it's something to get people attention you know it's like where do our like now where do our taxes go but like who's like where do we have like what are there no where our taxes go is also important some people look maybe a lot of people would know how this system works but you would be surprised to figure out how many of you don't even know like i met people that don't even have a clue that your tax actually pays for the schools some people still under the impression not even but i see people like i've had schools receive a lot of funding from various events and i'm like not necessarily yeah so yeah i think it's i think it'll i think this creating this data set it will be shocking for people to like see at a glance and then i also think providing information about like again it's kind of both sides of the point where like here's where we're at here's where it's coming from here are the reasons why are we in this way because there are we do problems that we all know et cetera um and putting it out there and it's like wow you know people need a framework again and back to that map online you know that kind of visual for people to understand it so it creates this space for people to be able to make decisions for whatever and not everyone will read it but once we have this it's like they'll be like oh well you know it's actually what's happening you know like i'm watching here's what's happening so yeah okay so just so that i understand that the one point we had um so i don't have like the why but then conservation that's 80 percent single family homes you know the significant amount of trees and plants what would we call that section that is the i mean it is part of the why but that is it is fire for a lot and i would just leave it a little while i mean it's inventory but if we do this second section we'll be too technical people tend to read very well so i i try to catch them
