With that, opening the meeting and review and approve minutes of the February 24th, 2026 meeting.

Well, we were planning other ones, but the things we were going to do.

So I just wanted to give you a minute to, you know, introduce and we can introduce back, whatever. I would love that. I actually have a very high opinion of you. I've watched you in town meetings for several years and stood next to you. at the pro mic for the 212 Kikichewit Road vote, which was starting to get annoying for me, and you calmed me down and said, this is just going fine. Cool your jets. Did I share my... That was an optical vote. You may recall there were 10 or 11 people at the pro mic and four at the con, and our moderator did a good thing. Anyway, I'm excited to be here, and I worship the ground Mary walks on, and I'm eager to get to know Mike and Jacqueline, so this will be great. Good to have you on board. I'm totally thrilled to have you on board, because the select board has been woefully underrepresented for many years. Cherry Carlson was very active at the beginning, and now she's off doing other things. She walks on water. When I'm 1% as smart as her and 1% as active as Cherry, I'll feel like I'm killing it. Just out of curiosity, what is it you do with your time outside of town stuff? I run a small medical device company. We make an anti-cancer vascular access product that I very much hope you never need, and right now, for about the next 12 days, I am monomaniacally focused on the Whelan Festival, which is on Saturday, October 3rd. If we have good weather that day, it will be the best festival in 10 years.
It's
really exciting. We have 120 tables. We have Grammy nominee-level artists. Yeah, that's right. Thank you very much. We have 120 so far. That's up 50% from last year, and as the wonderful Fran Pollitt likes to point out, we actually have room for 170, so. And where is that taking place? That is taking place on the Town Green in the town center, where there will be an SL100 stage. Returning star of the Dwayne Higgins band. New star. I love this gal. She is just smart and beautiful and plays the violin contagiously well. She's just great. Kathleen Parks, who you may not have heard of, but her previous band was Twisted Pine, which was pretty big in New England. Yeah, great. And if you come, you can get your photo taken in a fire truck. There's a touch-a-truck and disgusting amounts of food, as befits any American festival.
And if you come to the 250th
table, you can answer a question about what things will be like in 100 years. And it'll go in the time capsule. That's fun. Oh, that's fun. So, I'll get in touch with you separately, table-wise. I'm curious. Oh, good. Please.
I'm on
the table committee. Oh, you are? I just figured I could bring some Metro West suicide prevention stuff. Sure. Send me an email and I'll get you on the list. Well, I wasn't done. There are two sleeper things in it that have turned out to be really fun. You should come just for this. Although, to have a picnic and listen to those bands on the town green is really going to be great. But I just want to mention, last year, somebody got the silly, boring, tedious idea of having a parade. And it seemed like a yawner, thus my adjectives a moment ago. And it turned into a very exciting, exciting event. And it's going to be even bigger this year. And likewise, I think when people first mentioned having tables, they thought there might be tan and they'd be sleepy affairs with a few flyers. And it was really fun last year to walk around and see the table, see what people are interested in, watch a robot deliver a donut, bump into somebody at a table who was taking the place of early suffragists, in costume, by the way, who would accost you about voting rights and do you understand the Constitution? And it was really fun to walk around. So come early, late, just great. Was the person wearing white?

I don't remember. I have photos, but I don't remember the color. The color of what? The suffragists. Yeah, they were white. They were white. It was it was. They were similar to the 1920. I think the lavender lavender ish skirt and a green top.
And you'll be able to ride your bike easily
this year if you want the the new town center owner, who's terrific and has been keeping his promises, has opened up the rail trail and it's a much nicer situation now. Thank you. You and Mary and not me, but Jackie maybe? I don't think so. I came in, I think, during the pandemic, right? Like right before that? We've been on it a long time. So, and any other questions for us, Chris, as a group? I will say that we've been a little frustrated with how slow things go. Yeah, I am too. Yeah. It's a combination of market conditions that don't allow us to have access to buy properties as well as just the bureaucracy around. Around RFPs, around the 12 Hammond that we're trying to get built. It's just, it's torturous. It's been years. Caught up in land court now. You know, we've got a great partner in Habitat ready to go. They've been incredibly patient. We're trying to move it forward, but we'll get to that in a second. It's the status of that and what we're trying to do there. But we have a good group. We have access. We have capital. And we're trying to bring more affordable housing to Wayland. So, hopefully you'll be able to have that. Well, I applaud your toil and I share your frustration. Yeah. I do have one question. So, the big aching checkbox on my agenda for tonight was to do what you just did. So, I'm grateful. That is get the annual report in because I was advised when I joined the select board that there is real agony involved in missing that deadline. So. So, I don't know if there are any comments in there. Thank you. Thank you. My question is, when is our next meeting? After this? Yeah. Because I have some stuff I want to propose. Yeah. So, forever we did monthly meetings. And then we had less and less to do because there was no real projects for us to invest in. And one project that we are trying to get off the, you know, into construction is just, you know, is just caught up in the legal quagmire with the land court so um you know in theory our next meeting will be in october but if we don't have anything pressing we will not have a meeting
but if there are things that you would like to meet about we can have a meeting
uh i would i may ring you guys and get the lay of the land and then i can meet almost any time in october after october 4th great okay um all right let's move through the rest of the agenda and then we can set a date for the next meeting thank you uh okay so the next is reviewing and approving some payments um we as part of this land court and condo docs and everything we've had to do to get habitat going we needed to generate condo docs including plans of the existing structure at 11 hammond um we hired act two architects because a they could do it in a timely manner and the other quotes i was getting were well over thirty five hundred dollars um so i'd like to move to approve their bill for twenty eight hundred dollars for the architectural condo docs for the existing structure at 11 hammond we have to identify which source of funding susan for these bills uh uh that was for 11 hammond yeah both both these bills whatever it is um
that would be from community preservation funds okay thank you
i'm confused though because the the i thought the things that were attached were the lawyers
there was one bill from act two
you know 21 sewer bill for the 2490 and then i had also sent around a legal bill for the land court process to get approved which is going to be brought up under matters not reasonably reasonably anticipated so i'm looking for a second on the act two bill for 11 hammond um i move we oh i moved it already oh all right and jackie seconded great roll call vote chris hi susan yep mary yes jackie yes and mike yes great uh next bill is the wayland commons bill of 2490 um susan you want to walk us through that one uh yeah we have a fund that we've designated in a project process for people who own affordable units who need support in making extraordinary repairs for health safety something and if it's up to a certain amount than it's a grant if it's above that then it's a no interest loan um and so we got requests with regard to
decommissioning sewer is that what it is
so um Mike, how do you describe the work?
It had something to do with their sewer and septic systems over there
and an assessment that everybody got.
But we went through that back in January as to did it fall under the category
of what that fund is set aside for up to, I think it was up to $10,000 per request. And we decided yes, so this was just a matter of waiting for the bill to come in and then approving the bill. And I'm confused because I thought it was going to be basically, the original request was $2,610.40 each. So I'm not sure that I'm reading this right, that it's $2,490 as a total for the three. I thought that was $2,490 each. I don't know. I haven't reviewed those or dealt with him.
I would be happy to move that we approve.
There was an email. Yeah, and it says, as a follow-up, the total net amount owned by the three 40B units is $2,490.
It doesn't make sense to me that it went, they expected it to be,
whatever it was, a piece, $2,600 a piece. And then the total would be $2,500.
So I would ask that we approve whatever $2,490 times three is.
And then I can clarify whether it's a total of that amount or whether it's just the $2,490. But I read it as being $2,490. $2,490 per unit. Okay. Do I have a second? I think that's 7470. Where are the funds coming from? I'm sorry. The funds would come from non-CPA. Because these units weren't built with CPA money, were they? No, I don't think so. I think that was part of the town center development. Yeah, and we didn't put any money into that. Okay.

I get to keep it in the I get to keep it in the account. Right. Perfect. All right. Great. And then under matters not reasonably anticipated by the chair. So. I was late in getting an invoices from the attorneys who are handling, they handled the condo docs for us and they also are handling the land court, D registering of the land. The bit. The invoices. Mary, did you get those? I believe you sent them out. Yes. Like in your. Yes. Separate emailed everybody. Right. Yeah. So. So I'd like approval voted on, but I'm reserving the right. I'm still working with them because we received an original quote for the entire scope. And, well, we haven't quite hit that. These invoices would push us over that. So I'm subject to some reasoning that they haven't presented yet. I'm not intending to pay the full amount of the invoices. Does that make sense? How much would you like to pay? I did not calculate the actual debt of what is still owed under the contract. And I'm waiting because they might have some extenuating circumstances which would justify them getting paid. So I would move that we pay the firm of Alcock and Marcus LLC no more than $1,231.50 at this time for services. And that's out of. Community Preservation Funds. Great. Do I have a second? Second. The condo plans are ready to be recorded. The condo plans are ready to be recorded. It's all just coming down to the deregistering of the land at Land Court, which is now over a year and four months of trying to get this done.
Land Court is notoriously difficult.
I've dealt with them on my projects in the past. But there's also I don't know what's going on. This is beyond reasonable. So the attorneys told me yesterday that they were sending somebody physically to Land Court to find out what's going on. Like, to me, that's crazy. Like this day and age. But I will continue to follow up with them. As soon as we get the land deregistered, things will start moving quickly. And any miracle, we could still be in the ground this fall. But I'm anticipating more next spring. May I ask the chair for a 60-second detour? You absolutely can, Chris. Is the delay due to a conflict? And if so, in 60 seconds, could you tell me what it is? Or is it just due to incompetency? Yeah, thank you. Administrative incompetency by the Land Court or the law firm. But I've signed the documents. I've seen the deregistration. I've done deregistered land myself on my deals in the past. So I'm going to put this on the Land Court. Thank you. Thank you. Lost? So the original one did. Yes. And we resubmitted another one. And the attorneys are just being told that it's in process. It's in process. And I don't know what to say. But it's definitely very frustrating. So that's the status there. I don't really think we have any other prospects that we're looking at. Or, you know, I'm looking at the market all the time for my company. And I'm not seeing any opportunities out there. Does anybody know what the status of 212 Kachichewit is?
It's the hottest project on my radar screen.
It's the thing I want to chat about with you all in the October meeting. And the RFP for it, which was produced painstakingly over the summer, should have gone out. Today. However, the people. The RFP is for what? It's for a proposal to build housing on the property and then run it as a group home for people with cognitive disabilities. Great. And that's all they're going to do on the property? Yep. Is one group home? Well, it's not. It's not insignificant. As group homes go, it's sizable. How many square feet are units? Well, the select board's got to decide that, which is why I left the number out. But it'll be. So for that property, there's just going to be one structure, one group home, and that's all that was decided on? No. So the property is approximately four. Four acres. And there could be two or three dwellings on it. Excuse me, I just misspoke. There could be two, three, or four dwellings on it, ultimately. For example, if there were two main houses, because there's R60 zoning there, and then each had an ADU, you could add up to four dwellings. Or they could put two. Technically, they could put one, but I doubt very much. I think everybody agrees they're not going to do that. But is there still talk of a part of it being sold off to market rate developers? No. Okay, good. Oh, good. Okay. So Chris, for the October meeting, give us an idea of how much time you've been, what you want on the agenda, or you can let Mary know what you want on the agenda.
