1037, April 16th at 1037 a.m. We're going to review the agenda for public format, town building slash the Children's Way preschool playground. We're going to discuss reviewing the potential vote to support the school department's request to the Community Preservation Committee of the D.C. We're going to select the one to effectively amend, redirect, reallocate, reach in, and reissue, or otherwise, as the Community Preservation Act of CPA funds previously approved 1025 annual town meeting warrant 516 to be expended at the Happy Hollow School instead of the town building playground. Topic's not reasonably anticipated by the chair, 40 hours. Advance to this meeting, if any, and adjourn. So, do we have any public comment? Nobody's off. Seeing nobody here, I'll move on from that.
Town building, Children's Way, preschool program, playground, Deflin.
I'll see you at Deflin. Great. So, thank you all for coming on short notice here. The town has kind of been scrambling since the school department made the announcement that the Children's Way is vacating this building and moving to the Happy Hollow School. They've been doing a lot of studies about enrollment. And trends and different things that are happening in town. They've made this decision and the announcement to the schools and the teachers and the students that they're moving out of town building into the Happy Hollow School. And things are moving. You know, they have to move an entire school. And when they realized that the Happy Hollow School, the existing playground there is rated for children 5 to 12 years old, not for preschool kids. Playgrounds are generally rated for 2 to 5, 5 to 12. They came to me and asked if we could build a playground. And I said, yes, we can build a playground by September, which is really hard to do, even if you have the money, so there wasn't an idea to move the previously appropriated money, $400,000, which was CPA funded at the last town meeting and kind of reappropriate it to build something new at the Happy Hollow School for the Children's Way. There does seem to be an appetite just in the administration here to make that change. It is possible and legal town council line. There was even talk about calling a special town meeting. They have since determined it doesn't require a special town meeting, that they can simply amend one of the four articles that the CPA has inserted in this town form. And so someone from the CPA will get up and make an amendment at town meeting to move this money. And the chair of the CPA, Susan Weinstein, they're meeting tonight. And Les is on the CPC, obviously. They have asked Leslie and both me, I'll be there tonight, what the rec commission thinks about this. Generally, the rec commission does have. jurisdiction over playgrounds, even when they're shared with the schools. And so I can answer questions about the playground or the move or you guys can all talk about what you think about this. I will say that the town building playground was inspected in late 2025. There were a handful of small repairs that are normal for inspections like that, which we have made. So that playground, if the money gets moved and we don't renovate this playground in the near term, it will still be usable up until the time we can go back to town meeting and get the funds to do so. But it also gives the town some time to decide what the future of this property in this building is before we spend any money on that playground. Since the time that this got approved at the 2025 town meeting, there was some other work that the CPW and the town engineer have been conducting about stormwater requirements in this town. So we got some kind of recommendation that they came up with, which is actually to move the town, the town, the children playground out of the wetlands that are in this building, which is why this project hasn't started yet. Because we were trying to figure out if we want to move it out of the wetlands or how we're going to work that. But normally if something gets approved at town, meaning you go and And so that project would have been done by now if there wasn't this wetlands issue. So I think in some ways it gives the town a chance to assess the wetlands issue and determine if this is OK, Okay. the right way to spend money at this site. That's what it seems to me like it's a benefit. Yeah, right. So there is an upside. There is an upside. And the Children's Way preschool are the primary users, but not the only users of this playground. Like I know when we have weekend activities and evening activities, this playground gets used in the summer by the summer programs that are here. So they're not the only users of the playground, but they are the primary. They don't wanna move it, where would they move it? Probably on the other side of the road, like in the courtyard area. But I think if there's not gonna be a preschool in this building, then I would suggest moving over by the ballpens. If it's- On the other side of the hall. Yeah, like near our thing or, you know. I mean, really if you look at it, there's not a whole lot of room. Options, right. Yeah, yeah, yeah. Oh, well, then you can- I do believe though, by the deed of this property that the town building sits on, there is a requirement to retain a park and playground opportunities at this site. So we couldn't ever just take it out. Oh, yeah, no. I definitely- I mean, from my perspective, that wouldn't be appropriate for you either. So another upside to this is that we had set a 24-year playground capital plan where we kind of scheduled out based on condition and age of the current playground and how we would schedule them out. And there has been some requests in recent years to kind of reorder that. And so if we're gonna change for this project that we could kind of reassess and set the meal, because I know there is an appetite to kind of move the particular ballpark playground up in the order and that we could look at that and do that. Now from this, well, there are a few upsides and I don't know of any announcements. How would that work? So that was one of my questions, so there's- So we're adding to our inventory of playgrounds by doing this. And I know that there's the long- I mean we've- Yep. So it's putting another two year clip into the queue? Possibly. There is a- There is a conversation about adding this preschool playground to the existing footprint of the current HEPA-HELLO playground. And they have kind of one in the back that we call their kind of secondary playground, which I think we could pull out of rotation. So that we would take that offline. It's, I think there's a small, it's small. It's like a set of wings. It's not much to it. It's fine. Yeah. Leave it. Yeah. Well, cause there was talk about this preschool playground occupying that space. So it could replace, instead of adding a 13th playground, it could be a 12th playground. Just in a different way. Kids use it? I mean, I used to. Yeah. Yeah. A couple of years ago. I see. You know, the difference is because in elementary schools, they want to have like a little kid section and a big kid section. And that's a lot in the, in the minds of the kids that they want to be on like the sections pool for whatever age groups they're on. So by taking that away, you're putting the big kids with the little kids and they're going to be like, you know, upset by that. You feel like the current setup, that that's the big kids playground, the one on the back. Yeah. Yeah. Well, yeah. A little bit more freedom because they're, you know, a hundred yards away. Right. So that's the other thing is there is not really right now a conceptual design of how this is going to get done or even if it's feasible to happen by September, or if $400,000 is the right amount, because of 400,000 that we had asked for to renovate. This project was a renovation of an existing playground and this would be a new build. And so there's not really, I have a call with some playground designers this afternoon. So I'll know before tonight if that's the right number. Does it seem unusual that they're going so fast? We don't do this fast with anything. Like a Monday email and a Thursday meeting. Right. We're moving an entire school in May. And I did reach out to a school board member who didn't know whether it was a done deal or not. So that was another question. It might be continued on this playground piece. I don't think they can actually move the school without an appropriate playground. Right. So is the immediate need just the fence and then there's a long-term potential build? No, they need a two to five year old rated playground that has that one. They don't come in at all. Okay. So it's not just the fence. But they are recommending that there's also fenced in. It isn't a requirement to be fenced in. But most two to five year old playgrounds are fenced in because two to five year olds are mobile. Yeah. Would this be exclusive to Children's Way or would Happy Hollow students be able to use the same playground just for- Happy Hollow and the general public. In order to use CPA funds, it has to be open and free to the public, you know, outside of school hours. So it will be, you know, as free as the other playgrounds are, I suppose, though. Where is Happy Hollow currently on the list of repairs? So Happy Hollow, the current playground that was there was renovated two years ago, it was in 2016. And then we added the port to a depot in 2020, or 2021. And there's a separate- A separate back one is actually right now scheduled in 2020. So the town building, potentially the playground would take that spot in this schedule. How long is Children's Way projected to be at Happy Hollow? They don't know. I think they're planning for it to be a permanent, that the enrollment trends are saying that both the Happy Hollow School enrollment and the Children's Way enrollment are trending down and that they imagine that they could cohabitate in one building. They also might redraw the, what's the word? The boundary lines. So more people could get pushed to local kindergarten. So there is like an impact. And there was a time in this town where all kindergartners went to the local school and, you know, the different makeups of how the schools go. And the schools are undergoing a pretty extensive process about like their school building and facility needs right now. What's the closest two to five rated playground to Happy Hollow right now? I didn't look at a map, but both the Hannah Williams playground is rated two to five and part of the town, the Newtown Beach playground is rated two to five.
That might be the only one.
And I think if we were gonna do some sort of renovation here, town building in a different location, I would probably do what we did at the beach where there's some section for two, to five, some five to 12 just to make it more versatile. How far would they need? So they don't, they can be on the same, you know, anywhere. plot without um even sensing in between it's really just how you use them but like the two to five-year-old playground is usually lower to the ground lower impact design for early childhood development and then the five to twelve is um you know you can get some pretty good height and different kind of play elements you find that perhaps your experience is that there's much migration between the two if they're if they're in the same base well it depends like at the beach we get families with some kids in one age category and one of the other but the kids just generally not naturally gravitate towards what feels comfortable to them so and so location not set yet at the happy hall of school yeah and it's not like i said this is brand new information like breaking this week so i don't have a design i don't have no it's not a new yeah yeah it's making it tough to ask um because that's uh it's in sharing sharing with folks that this conversation was happening so quickly obviously one of the questions was field use so those fields how much use are they getting from like a soccer and you know softball using it we've been there for that how much do you feel yeah i think the playgrounds would be done outside of these existing things but we don't have any spring permits at happy hollow right now at all should well we requested them wow um i have a question about the wetlands issue here who's who has the issue are we talking about like conservation are we talking about animals or are we talking about for kids all of it uh conservation um at some point i mean that playground has been there longer than i've been alive but at some point obviously it was granted to be an exception to be in the wetlands literally in the wetlands so i think conservation would like to see um you know a new playground i have to go through the permanent of um you know a new playground i have to go through the permanent uh two years including however there's just one year more than i would like maybe i'm not able to go to have to go through the permitting process i think we'd be hard-pressed to put the board in place rubber at that playground given its proximity to the weapons um every spring right around this time we have to close the playground because turtles find their way in and nest and we have to wait for the turtles to hatch and leave before we can use it so it is a little too close to the wetlands i would say um and then like i said there was the storm water initiative that looked at the town as a whole and we're looking for ways to improve the town's storm water initiatives and for whatever reason these experts have recommended removing that playground if i remember correctly uh when we renovated and built the soccer field here uh private soccer field was closest to wetlands and could not have uh irrigation it had to be in water and then the closest to the that's the best there's no irrigation and that's directly related to the pressures with the conservation yeah it's well within the 100 foot buffer maybe within the 30 foot i think it's 20 feet from the wetlands yeah yeah we've definitely grabbed some balls out of the way we did take them out though they're not still there absolutely quite a lot something um so the summer users how will they be impacted do they i mean do they if if there's no improvement to this or there you said there was some some tidying of of some issues yeah like we made some repairs to the fences and replaced some broken equipment that needed to be replaced not not huge capital expenses and we have like a playground maintenance fund for that so those happen and happen annually um we also uh put in wood chips at all 12 playgrounds that have old chips um each spring so the maintenance costs are minimal but actually this summer i don't think we have any programs in the two to five range scheduled in this building so they wouldn't be using it is there a reason why we don't when we do cpc funding requests why we don't just list all the potential playgrounds yeah i think we learned from this that we probably should yeah what's next on the list if there were 400 000 be put um so i i would say we would go back to the drawing board and redraft the list but when when we first created this list there were high priority playgrounds that needed to be renovated at the clayton hill and the happy hollow school um and the town beach which were all um you know over 25 or 30 years old and in disrepair and so those kind of became first priority and then the next four on the list were all about the same age and in the same condition and so we kind of prioritized them based on what we thought was best at the time and now you know four six years later um with better information i i would recommend that we kind of reorganize those four like i said there's an opportunity to bring the digital ballpark up further in the schedule which was scheduled in 2032 but now we could do it as soon as 2028 um which so that i would recommend that one is next but in 2028 it was the the side playground the local school so then we would have hit local school happy hollow and clay pit all in the same you know cycle um the one thing about this schedule is that mostly these playgrounds are funded by cpa they don't have to be funded by the cpa but they are and the cpa is resistant to making a five-year or ten-year capital plan they work in one-year increments and so every other year we have to go and ask for the money and it's not guaranteed that they'll approve it and they don't always improve
and so if they don't then we have to work it into the town's capital plan
which is strapped right now with other things like drinking water and
now it's in the cpc or cpa

their ability or willingness to fund this recommendation the funding that they have
available so the ask right now is just to take the money that they've already approved and the town meeting voters approved and move it to a different site so the money's there um so that was approved
but the question is basically do they approve playground renovations based on
a partial based on the amount of money that they have in the street yes right some years they get you know like an influx of requests and that they have to paper how they're going to plan the playground in some years because they do this in one year increments like we don't know we're up against them i mean my concern is the knock-on effect this is going to have on the other schools you you take out a space at happy hollow and then you know maybe next year more kids are going to loker and spanish immersion is growing and maybe those elementary skid kids children's way now want to speak spanish and you know and it just it just seems like we keep pushing from one to the site to the next one site to the next and this isn't like a long-term plan but i don't know that we have to care about that because i think i mean we just want to worry about whether money can be used for the playback playground that it's needed for and how how we shoot our applications going forward yeah i i mean that's that's what kind of hit me is this timing thing and and that like that pulls right into it where we can't this is really fast and we have no answers and we're not being able to be thoughtful about this it might this might be the best bet and the right thing to do but there's a lot of questions that we haven't even been able to deal with so i mean is this school committee is is this going to a vote and then like can we do you know pending the approval of this plan then we will provide our you could probably do some kind of contingency like that from here this is like i said just like um an advisory recommendation to the cpc the cpc would have to approve it um and then make a motion on town meeting foreign town meeting voters would have to approve it again for this to go forward i know that the school has been working on long-term plans for a long time and i know that the school has been working on long-term plans for a long-term plan for a long-term plan for the future of their school buildings and and that's all those have all been public meetings that are you know the information is widely available i i'm not that privy to their plans um but it'd be customary for them they're asking for our phones to come talk to us about it so i was invited to the cpc uh tonight's meeting i don't know that anybody from the school department has um excuse me i would i um i just don't want our students to be in the building for a long-term plan because i know they're going to be short on time and so i'm going to have to have a little bit of a discussion about that uh now um and i just wanted to add to that that we have a couple of questions about the school committee's decision to move the school i think it's more of a an approval for if there's a need for the kids in the playground in this side that we want to move by the funds for those people but i think asking us to approve the children's way move is a different question that i don't think we're going budget to support the playground product that we have we're adding another one up without potentially without being able to be thoughtful about that roster and how we treat it and so from this you know the agenda item you can discuss review on a potential vote to support you could choose to take no position on this that maybe you don't have enough information to take a position on this request um what happens to the funds uh if they're not utilized it says within 36 months so they go back into the community fund and what then they would be available to be reapportioned or appropriated to other products not necessarily playgrounds not necessarily but the way that cpc works they have different kind of pillars of their mission and one of them is recreation and there's some stipulations on that like it can't be used on turf and it has whatever their spending on has to be free and open to the public so playgrounds is a good use of that money um so i i i think it could be spent from other playgrounds in the future but it's strictly up to cpc um does it make any sense to try and evaluate a higher priority like chichuit like playground if like we said you know we don't think happy hollow is where this money should go right now we think it should go to abc place because it's not like it's lost forever necessarily based on what you just said but also there's 400 000 earmarked and we know there's needs based on the plan that you already have so you could make it more flexible so safety maybe you could see town building or happy hollow or town building or happy hollow or another playground but once that appropriation happens
i don't necessarily have a decision gets made i guess it would be
a recommendation from this board on what order it gets spent um sure and then the other thing if this money doesn't get approved to town maybe to be spent the happy hollow school for the children's way then potentially the children's way doesn't move out of this building and then we do need it here at this time potentially so it's children's there's a potential for children's way not to move i don't know i don't know i haven't had direct conversation with the school committee or i think the school needs a two-to-five playground in order to exist if we actually know that this has to be they couldn't do it anything they could right this is just a recommendation or
see about what you all think in addition about what the city of movedtown thinks and you might be able to say like we don't we don't want
to take a stance on this and these are our concerns have a whole agenda tonight i guess i'm just curious like how did they decide to move into happy hollow like what what went into that decision like if i like i also don't i feel like when did we make those decisions in our local community like how does attendance fluctuate in our public housing facilities like if i like i like what's going on yeah i i i don't have an answer to that just a moment um demonstrated by yeah so basically in the city of movedtown i like i look at it just like no you know having kids that went to children's way doing high school drop off and everything like that if you don't hit like a 808 to 815 window you're stuck in 25 minutes traffic getting to high school now if you have an 830 drop off for children's way it's like happy hollow drop off finishes then you have children's way drop off you're like they're gonna drop off at the same time so if your family are the first grader and a kid in children's way they're gonna pay for that sort of thing you can just add like the extra load that goes into that yeah quarter like between that hour it's just it's not insignificant i'm just curious i know why moving to happy hollow seem to like seem to be such a quick i think because of the the enrollment trend of the happy hollow school is why that one that particular school was chosen and i know that there are parking and drop off changes being made to accommodate this move but i don't know the details of that i'm going to see if i can get some answers for us i think you know i wonder with our you know feelings of like this feels like it's you know rushed and and maybe not the best answer like there must be enough other people who also feel that way so that possibly the children's way could go to another site and maybe if we want to be able to allow for playground improvements at any of its potential sites down the pipeline maybe we have to just be more fluid with our application to say you know or additional site for this purpose yeah loker has a two to five rated playground already none of that oh none of them okay it is just a funny i mean this is like the business guy but it's a funny call on capital to like i could i couldn't imagine us calling the school committee and being like hey by the way we're running rack events all weekend long you're gonna have to open up the bathroom for us thank you like no yeah they won't do that right so it's an interest like you could never do this in the real world instead of calling someone's already earned funds um what what do you i mean ballpark what is the project cost we have 400 000 i i came into this meeting thinking they were just like asking for fencing and so now if they don't have a what right and so for example the 400 000 that i recommended for the renovation of this playground included a renovation the addition of some court in place walkways um and just new equipment it didn't didn't include fencing or anything like that because we we were going to use the existing fencing um building new is different and i don't know the total scope of that until i have the call with my playground designer this afternoon like i said i might have better answers than the cpc yeah but your call chef is the playground designer who would make that have a design available to us for moving that playground to another spot
yeah i think he would be able to tell us a if this visa would get done this year because a lot of
our students are in the community and we're trying to do our best to make sure that we have those summer projects lined up um and then potentially like what what 400 000 would get us a beautiful school and if it's going to be worth the investment because i know that the happy school committee and the happy hollow school the last time we went there elected to do um you know corner to corner important place surfacing to make it beyond the minimum standards of accessibility um and that was a big chunk of the cost is important place it's like the equipment cost and so if they're going to decide that they want fence and port in place all of that like i i i'm not sure i'm amongst the 400 000 that's going to get you there then
do that to do this in terms of a quarter plus they do this do they move the existing flavor
here to another site in at here in this in this facility here and be able to do a port in place that would that cause a problem in the conservation yeah i don't think you'd get port in place here just because which is why i think the main pathway was going to be four in place which is the minimum standards which would be outside the wet end of the but i don't think you could go this is 45 minutes for a fee you wouldn't be able to do that within the 400 000 or within the weapon but it's also you were saying like this player here basically has to stay based on this building and it either needs to stay in its way right it either needs to stay in its place or move you know across the street to the courtyard or do something there so it seems like it's if they end up moving to happy hollow it's inevitable to be it is a 13 playground it is like an additional so i guess i'm curious to know like if we take 400 000 that was supposed to be able to work this move it towards like reallocated to a happy home what happens with this and like is this like oh we need another 400 000 to be able to help fix this up or move this like it's not like it's like taking you know apples to apples it's like we're going to do this but then we also need an additional request for this well i think it depends on how the design goes about happy hollow like i said there's that the two playgrounds there but potentially that they could with this four hundred thousand dollars eliminate the back playground and add the two yeah or if the the older kid element that that hangout area in the back is important to them and they might find another way to do that um i haven't seen enough in a bit but the the back plate there's not much to that back playground it's not a 400 000 that's back there so i think that it makes sense to try to keep our playground inventory at 12 which i think is you know a good sized playground per capita in this town but it's the right amount potentially more than this town needs um you know what portion they're going to portion off of happy hollow like the part closest to the east or towards high school or there's been no discussion about where our office is going to happen so i know i know that the children's way teachers requested this collaboration consolidation and we went to happy hollow and saw the space and from the school committee's representatives said they were happy with what it was but i don't know it's just it's just i mean i'm thinking of a three-year-old like aren't they still sleeping midday with the school bell ringing disruptor nap schedule i just don't know how it would work but it's not for me i guess i wish i had more answers i literally found out about this when you all did and the allocation decision ultimately lies with the cpc subject to what they're offering so cpc can make their motion at town meeting if they so but the voters in town society are careful about their Holz and when they want to come up with supporting

cpc have to amend it or could you amend it and can technology democratically don't always get voted in you never know and so the cdc has to amend it or did you amend it or canace the cpc chair usually makes the motion on the cpc or the cpc is meeting tonight at 6 30 via zoom and it is a public meeting which you all could attend if you want this voice your concerns or leslie and i will be there to do it on your behalf i am going to be meeting i'm actually not there at the county healthaben you are actually including the senator i want to introduce you to the first time word if you would who will of aging section so i talked about just six so i was like just come in and sit there so i'll be in the building at least from my perspective like the money is in hand and like should be directed to some playground like rather than just reverting to the fund if we can and you know it sounds like we might not have it today but we could you know in the near term have like a reordered priority and you know say constituents at the top but give yourself the flexibility and spending the funds without necessarily recommending any particular place right at least right now um i i i must have missed it but is there is a specific reason why this has to be determined yes so town meeting is on may 4th the morons is already done there it is um time like when this first started there was a theory that they needed to call a special town meeting and there was a 14-day that happened i think they determined on monday night that they don't need a special time meeting but um in order like town council has been involved in this like this needs to be buttoned up essentially before may 4th so there's timeline i just did have a message with the superintendent who might be able to walk into this room and answer some of your questions if you want to hang on for a few minutes
so if we've done improvements at town building already have we already drawn down some of those
funds no we have um playground maintenance funds and so some of the repairs to the fencing and the equipment came annually we have a certain amount of money to spend off the grounds for the known maintenance that we have every year the wood chips you know bolts things like that um and so i would say in the last four or five years i think we've probably spent about 30 grand on this playbook between the fence and the quick grass mat there is need to have accessibility at this playground and without the ability to put order in place we ordered the rubber masks that go underneath the wood chips um and so we spent a little bit but they're movable so if this playground had to move or i think the mats that we the ones that clay did move you can move them so it's not it's not false so if they were moving i know there was some thought about moving in the before or whatever but it's that gotten any traction because we're moving the playground
no this is the first time i've had that conversation with folks i know it was brought
out by the stormwater people initially on a list of like a whole host of recommendations town-wide um you know moving the bus parking things like that dr place

we are a lot all right i'm glad i picked up your message okay glad you're in the building i'm glad i didn't too perfect timing just finished a meeting so we have a one agenda item here on our recommendation dinner which is um to discuss reviewing potential votes for the school department's request to the cpa tpc has asked the recommends to opine on this request got it that's what i am happy to answer questions is that what i should be doing or i i know where to start what's the most important question yeah i know i'm like i like questions so i don't i'd rather listen than talk yeah so i mean i think our our concern has been that you know we just learned about this on the eighth and and we have a rapido meeting to to discuss and and you know as kids in element we've kids in the elementary school system and and i think our first thought was well there will be a knock-on effect to the other schools and and and just possible kindergarten buffer zones changing,
impacting the locur.
I just, my, all right, I'm speaking for the group, but I shouldn't be. My personal concern is if, as it seems very new,
it also feels like it could change.
And if we're approving funds to be moved to Happy Hollow, I personally feel like it's not roughed up enough that I know that those, that's where the funds are gonna go. That, I mean, I'll take it from there. Yeah, I think there is, it's a quick ask.
And I think there's a lot of variability in, you know,
where the, to your point, how the schools are allocated, the buffer zone, enrollment's down at Happy Hollow, but we've got a mechanism in place in town so that we can, you know, as people move around the town, you can also reallocate placement of students that are new to the town. And so, you know, as we think about transferring a $400,000, $500,000 capital availability to another school,
I think right now,
we just feel like we don't have enough answers to really- When you say answers, tell me, are you worried about like enrollment questions? Cause it's something we, you know, we gave a presentation, we gave a presentation to the school committee recently. And, but I think that-
That's your question about the certainty.
Why don't you, I mean, you ask the question, I'll respond. Well, we all immediately had like concerns. And, you know, some of those were discussed in the meeting about school start times will be staggered and there'll be a separate entrance. But it also, to me, feels like a consolidation of assets and maybe a restriction of assets. It doesn't give Happy Hollow the ability to grow. It doesn't give the children's way to grow. And now they're kind of confined in a shared space that neither of them can be their full capacity.
And I worry about, you know, if this is a,
I don't know, the numbers of children, the ages of children and what's coming through the pipeline, which I'm sure you have much more information on, but, you know, what if there is a bigger year coming through in Happy Hollow? Then that's gonna flow over to Lokar, which already has the burden of Spanish immersion, which is very popular and possibly growing, but I don't know about that either. And so I think it's just going to keep having a cyclical impact on all the schools, unless like the children, it has its own kind of standalone outbuilding or, you know, maybe that would be the next step. But it, it, to me, it just feels like a reduction. I know, I know it's sharing assets and it will be helpful to have all of the, you know, access to, to Happy Hollows amenities for both kids and teachers and staff. But it also feels like a restriction. I'll take it. And your decision is about a playground, right? So there's, I'm trying to think of, I'll try to talk about the playground, but these are like community questions. It's really about, you're asking about the school, it comes down to the $400,000 investment to add one school, one school to have new products who are like, we're having trouble managing and now the certainty of, okay, we've made this $400,000 investment that we had to leave inside of 48 hours. Absolutely. Just not smart. Yeah. And so, so the question here, obviously, if you put it here and the kids aren't here, you know, that's a challenge obviously, because the kids are happy. Number one, Happy Hollows. And, and the teachers at the children's Ray really, you know, they've asked us, we'd love to be part of an elementary school. And, you know, if you look at our long range facilities plans, every most preschools, early childhood are in elementary schools, unless they're large districts like in Newton, where they have 20 classrooms and it's like another elementary school or like in Wellesley. So from an educational perspective, there are many advantages. We only have, you know, four teachers here. They're isolated. We have to spend money on a nurse here. So in terms of the financial savings, we're reducing an administrator and an administrative assistant and a nurse, which is in the town payroll ledger. So we're saving over a quarter of a million dollars a year, just in staffing. Could you use that over to your period or does it be playground? No, here's why. Because we right now, the preschool doesn't, it's making up for a deficit, you know, because there's a result revolving. It's a great question. So it's helping us balance our budget. Also the nurses in the town budget and things are so tight. But we have, we've looked at our enrollment projections. And right now, Happy Hollow just has lots of empty space that isn't getting used. And so the advantage is the students in the preschool will have access to things like mental health. There's not a psychologist or a social worker because the school is small and isolated. There's not art or music that many preschools, have so there are many advantages to it in the buffer zones, which I've been very familiar with having used in another district. They allow us really to manage students really well so that we can control the number of kindergarten students and where they go. The other part about Happy Hollow is that next year they have two kindergarten classes the year after they could actually have three because the population is just going down. I mean, you all read about the, the birth rate and where it's headed. And so our job is to manage our resources given the decline in the birth rate and having empty classrooms in a school is incredibly inefficient because what that means is Happy Hollow will end up having a lot of part-time staff people because they can't, you can't have full-time art, music and PE teachers with a small elementary school. So staff gets divided, they become part-time and it's a real negative influence on the school, which is why the, the Happy Hollow principal actually wants this change. She suggests it like the teachers here want this change. We want this change. And in terms of the playground, which is I know under your jurisdiction, the sense is that this playground would get used much more versus a playground over here, because if your children are watching soccer, you're not going to leave them alone. We're at Happy Hollow. The sense is from them, this would really become a vibrant part of the community. I mean, it's what they're, I hope one section of the Happy Hollow and which, which playground are you looking to improve? Is there, is it like the section of Happy Hollow that's nearest the high school, or is it like the East wing? That's just, we're just kind of where the gym is. I haven't been closest to where the kindergarten, if you know where the classrooms are, there's a separate entrance for the classrooms. And so they, they see that as having, you know, playground close to there. So the other thing about Happy Hollow is that there is an entrance, you know, if the students are coming and go and just, I know there was one question about timing. The preschool TCW would have a separate time that would not start at the same time as Happy Hollow, which makes total sense. Their hours are different. And in terms of transportation, it's just easier. And that's not uncommon. Most preschools that are part of elementary schools have different hours. What about if they have a first grader and a third three-year-old? Can they? First grade and third graders would start at the same time. First grader and a three-year-old. It would be, it's still easier than what it is now. Right now they have to come here and do it. So it would be no different. If you're a parent here, you know, there are different hours. So that would be true at Happy Hollow as well. They, well, so we're, we're children's like that. Sure. And so I don't have some kids. Or current or former. Okay. Okay. We had three go through the system. And so, it was, there, there were drop-offs with kids that were there earlier. And you're right. I couldn't manage it. So I would drop off like that and then come here. But there were some families that I would see that. I mean, children's way offers early drop-off that I would imagine people would be. Right. I mean, actually you're bringing up another issue is really helpful is that base can be expanded at Happy Hollow. So there are more base opportunities. So all of these things have been, if there is a whole, this has been thought through for a while, and this was the plan. It was just moved up because the decline in the children's way enrollment combined with Happy Hollow has made it really hard to run because the children's way is now, you know, the decline in the birth rate and enrollment is actually having an impact on children's way. And so the teachers think would just be really stronger educationally. Yeah. And the playground they think would get used more as a community because Happy Hollow was a place where people go and bring their kids in and play. So playground or the back playground would be the children's way playground. The I'm trying to get my geography, Catherine and the one what's the newly renovated one with the port in place here. And then there's kind of a footprint back here with some equipment. And so I don't know, if the plan was to renovate this into a children's playground or just like attached to the, I don't know that they find that's something that they're, they would work on with the, with the designer, but there's certainly, there's certainly room to do it. This commission brought up the point. If we're adding a 13th playground to the town's inventory of playgrounds, that changes the landscape across the whole town versus renovating and existing inventory at 12. Okay. So renovating, existing right. So putting a new playground would be the 13th playground and renovating the back playground there would keep us at 12. Okay. But we don't want to lose the back playground because it sounds like it's a different demographic that uses it. Right. I mean, this is just kind of expanding the aged age bandwidth. Yeah. But I, but I tell you that there's a lot of positive energy in the district and certainly from our school committee on, on making this change. It's part of our future vision, which is having TCW part of an elementary school. And so we're just doing this a little bit earlier because right now, what, if you walk into happy hollow, you see kindergarten classrooms that aren't, you know, being used and there's a real desire to to use them. And I think parents have been pretty positive too, actually, you know, current, and there's a lot of students moving to kindergarten, but there are certainly some existing parents too. Yeah. I don't know if you guys have questions. I can run through mine from the start. So the location still needs to be worked out. I believe so. I am not like, that's like not my area. Like I think about the educational aspect of it as opposed to the playground. I mean, that's, that's the honest. Yeah. That is your jurisdiction, right? So, I mean, I, I, Catherine, you know, more about kind of playgrounds. And I know that that usually, I, I, she's not the answer. It's yeah. I think part of it is that that has to be, I'm there are people who know a lot about playgrounds and that would have to be, yeah, that would have to be planned. And that, that I understand is under your jurisdiction, but it seems like a lot of your questions have been educational. And I hope I've answered those. Yeah. Just go ahead.
What's the current status of this with the school committee or
with you all, is it approved? Is it pending approval? Yeah, no, we what's the process. Our plan is just to, you know, we talked to the school community at their meeting. They've they've heard as we've gone along that kind of through visioning sessions, not necessarily public meetings, that this is something that we really want to do. And I would say it's because of our current enrollment situation, we're doing it ahead of time. Also, there's a tight, we really want to be sensitive to the town's finances. And when you have a nurse that serves like very few kids, but we have, I have to have a nurse. It's like financially, it's like really running this honestly is really financially. There he is. Uh, I was just saying how running our preschool is very financially, like we're, we're about kids, honestly, but like I have to be sensitive of, of finance and it is really financially inefficient to do what we're doing. And I would know we're going to be super tight on time. Okay. Um, so location, if you determine the status is what I was kind of wondering, what's this, what's the process to get this approved? Is it approved? Yeah. I mean, the school committee gave us the school committee gave us the green light. So it's done. Yeah. Um, we need to buy September.

I mean, I, I don't know how long it may be a little bit longer timing. I mean, it could be longer. We, we, we do not know that, you know, that, that has to, would the school, the children's way school open in September, absent a playground. We would hope to and do something temporary. You know, we want to do something terror temporary. I have been a part of mid-year moves in there. Challenging. Um, I also think, you know, as we think about resources, we would not want to have to have an administrator here for two months and hire somebody in a nurse that would not be kind of efficient. So we would kind of make it work. The enrollment is very small next year at TCW compared to this now, because there's, there's so many students moving to kindergarten. And I'm sure David explained to you because they are not within a school setting, we have to have these additional costs. The town covers the nurses. So it's a cost on the town side as well as costs for the school department. And just being here, you know, we know it's here. I it's now muscle memory. I stop at the crosswalk and stop, but if the children's way isn't here. And I, I know why Catherine, that sent me a text. I was stuck in a meeting. I wanted to be here for this.
I'm sure you're aware of this.
If this children's way is not here, that's not an ideal location for the playground. There is some language in the original trust that gave the land to the town to have town operations here. That says there has to be a playground. I think we maintain that one there, but ideally you would want something on this side of the field because I'm here at night and you can see, you know, I've had more than one child and you have one playing soccer, over here. You can't let the toddler over here. If you're with the toddler, you can't see your five-year-old scoring the goal. So ideally, if we're going to do some significant improvements there and the children ways are here, I think we would want to look to how do we incorporate it over here. In the safety and the safety issues. I don't park back here because of the safety issues and we're vulnerable to the parking. Yeah. Go ahead. And sorry to jump in. I know. Please do. I can be hostile at a time. So as children, white families, I actually appreciated that discipline that our children had to have so that crossing the street, I haven't heard of any real actual issues over time. I might be wrong, but that sort of discipline meeting there's preschool kids in the city that wear a vest and tie each other together and walk through the city. I mean, the danger is the mom's back. And we actually had a couple of moms get hit out. You had some people get hit last year. We had an, we had a grandmother, we had a grandmother get hit. It was kind of a kid. Yeah. And you know, your dad's a drug to him and so, and then that was the other, I am, but it's just because it's so fast that we need to process, but the load of totally agree. Maybe playground over there would be amazing, but now we're going from 12, 13, uh, lab, you know, a little bit of 14 here. And as we're, I mean, we've spent a lot of time working through, like what the cadence of the renovation schedule is together. And, um, I think that's just the load in our inventory, um, is what's another concern. So there was strategic reasons that I think, uh, David and the school committee couldn't share this. A lot of this unfolded in the last two to three weeks. We looked at calling special timing. So we had always realized that there was some challenges. We had a lot of issues operating the children's way here, and we've been working in collectively to figure out how to conserve resources because of the finances that are going on. And I, and I applaud what they were doing here because of it's not an ideal set. Um, so happy to be involved, but you know, if we want to look at what we do with the playgrounds, I will just want to address the wording that we've asked CPC to look at was or happy home. Which means maybe it doesn't go. Maybe it does, depending upon the transition, the timing, and they wanted to just hear what your thoughts were. I, I think by saying, or happy hollow gives them the flexibility. If they're able to get there in September, if everything is ideal, they do it. It doesn't not taking it off. It just gives they're committed to doing this. I support what they're doing. Um, it came to me at the last minute. I've worked very closely with them. There's Brenna on this. Um, I w we have to keep a playground here because the, my reading of the trust. And I think the select board wants to look into that. Are you saying you, I assume when you're talking about 13, the total number of playgrounds in the town, but I think we always have to maintain what, but I, my understanding is you would be modifying the one over a happy hollow to accommodate. You'd have to accommodate for the preschool. It's true, right? And so I just want to say, first of all, I know this is very fast for you. You know, we, we, our jobs think about the education and we even thought about that, like for the last six months, when do we make this change? And what happened was the numbers, you know, we got back our enroll. We live by enrollment reports and projections and the projections came in and we realized we can actually do this. And when we know we can do something that we think is in the best interest of kids and teachers and saves the town resources, we felt we compelled to do that. My thought about amending, you know, the CPC article is why not be more inclusive to all playgrounds, which would give us more flexibility for, if you know, play pit needs a new slide, then we would be able to use that. Why are we just limiting ourselves to one playground at a time? Well, I think the intended beneficiaries of this specific town building playground were the children that attend the children's way. And it's the younger children. And in order to, in order to facilitate the move, there has to be an age appropriate playground over there. So we could always go back to CPC and ask them say in the next year to look at a, uh, an article that would address all the playgrounds and need something like that. If that's what you're saying, but this we're not looking to change the general wording of the, it's a $400,000 for the, the renovations out here for this specifically. And it's my understanding. It was really could be the intended beneficiaries to be the children that are at the children's way. So if we move the children's way, we really just need to move that article to that location. I think too, in my experience, if we go to CPC with kind of vague articles, like we need $400,000, we're going to spend on a playground that they like, you all want to see more detail. So they want to know where it's going to be spent and when it's going to be spent. And which is why we came up with the schedule of 12 playgrounds based on their age and their health and their condition. Which I do think does make sense to plot it out that way. But like I said, there were four kind of rated in the same way that kind of could be reorganized. So it does give us an opportunity to reorganize the four and the kind of in the middle of the rotation.
Is there a requirement that I,
I believe you invested, but it's a requirement that, that playground that exists here now, it needs to exist because of the deed is for people. If you ask certain people, I think Ms. Lewis from the planning board, Ms. Hanson and conservation, they've talked about the original document sits right on my desk. I can go get it. If you'd like the intent, the purpose intent of the donation of this land here is for the benefit of the residents, children of Whaling. And one of the requirements is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is, is. Is it is. It's always be a playground here. Some people have questioned whether, you know, we had, this was once the high school, some people question whether. You know, is the town building recreation? Well, we had this recreation. It comes up from time to time when people ask, can I find a new location for town hall and turn this into housing? And then that's usually when I hear from planning board conservation say, well, I don't think you can because there has to be a recreation component here in a playground. So I think we would still operate. a playground here, even if we would be required to, if the children were willing to go over there, but the monies would be to renovate that playground, we would still have to maintain something here. Not necessarily one that ensures a particular move. So that's why I'm saying in the future, if we were going to overhaul this, we might want to look at where, if there's a better place of property and make it a little more inviting. If you have an older child, I think this is, it doesn't have the full swing set and the monkey bars or whatever we used to call them. And that's the advantage of an elementary school now is that if you have a preschooler and a third grader or a second grader, you can bring them to the school and everything gets done, where here you cannot in the evenings. I don't see anyone besides children, way students using that playground. I think that would be different if it was an elementary school, I think. Is that a long term, like a projection in terms of TCW will be at Happy Hollow until? Good question. So we right now a pre-K to H facilities planning group. And I've written about that to parents and actually had some community newsletters in. And our plan is to have the pre-school TCW in an elementary school. So it would be in Happy Hollow until we're not going to have a building done. building done for many years in terms of a new building. So our goal would be to keep it there until there's some kind of change. If we go to two elementary schools, you know, Happy Hollow is, we need to get work done on Happy Hollow. On the other hand, Michael's concerned about this building too, and the future of this building, you know, in terms of accessibility, you know, stairs and special education students. So I think we're dealing with older buildings that we don't know how that need a lot of work, whether it's here or at a school. If housing situation changes and becomes more and more global and our population in the schools goes up, would there be a situation where then we would be constrained at Happy Hollow? That's possible. Right now, our projections, you know, we have 10-year projections and we're not seeing it. The other thing we know is the birth rate, if you think about it, the birth rate is down for... Quite a number of years, but it has an impact. So the issue is this, like we may, like in the future, we're going to only have two fifth grade classes at Happy Hollow instead of three. So what that means is there's more work for the younger students because this enrollment decline has an impact over 10 years because the oldest students are in elementary school are 10. And that means if the birth rate's down, you have 10 years of small elementary school population. So we're going to have small elementary population for a minimum of... 10. And I actually just saw some birth rate info. It's even lower. Yeah. And so unfortunately, we're actually worried that our population is going to get too small in some of our other schools because that's happening in some districts with school closures. So this is a way actually to get our schools full, which we're actually worried about. Yeah. And the articles I've said, regionally, New England is actually more affected than other areas because we tend to have an older population. It's not as many younger people. Well, TCW moved to Happy Hollow. If there's no two to five playground? If there's no two to five playground, that would be a real challenge. I mean, we would have to do something very temporary. We would have to rethink staffing because right now we're reducing positions in our budget. So that would be really hard if down the road, we didn't have a playground there because we need to move TCW there. We don't think they should stay here. And the number of teachers has also gone down here. There used to be five teachers here. Now we're down to like three and a half with one person doing testing. So the numbers are really dropping, making it very difficult to stay here. Can you explain a little bit about how the playground impacts the staffing? It doesn't. Well, what I'm saying is keeping it here makes it hard because the staffing is going down. That's what I'm saying. So keeping it here makes it very inefficient. The playground doesn't impact the staffing. But the playground obviously helps us move to Happy Hollow to have a playground that would be really good for the kids. Okay. Because the current one that's there is five to 12. And so is TCW, they say we cannot use that one? If we're at Happy Hollow, we can't use? I think the four-year-olds can. It's really students enter preschool at different times starting at age three. Yeah. I've had three go through the building's way. It's the three-year-olds. More than the four-year-olds that are the issue, right? You can get away with a four-year-old. You know more about this, but. Yeah. And like I said, I'm meeting with the playground design folks later today. And they can talk about some of the justifications. I mean, the equipment is totally different. It's designed for kids, like in an earlier developmental stage. So some of the equipment right now that I know is at Happy Hollow is too much for a three-year-old. Like they wouldn't be able to use it effectively. Not that they couldn't walk around there, but it's just, they're not going to have the same play experience. In most cases, the playground is part of the educational experience. So they're not going to have the same overall education experience as someone, a student that has a playground that's right for them. I know there's safety concerns too. And although there's nothing on the immediate horizon for this town building, because the new capital planning committee asked us to hold off on some of the repairs we're making here. The select board's supposed to be putting together a task force or a working group to look at whether we fix this building, buy a building, say one of the industrial buildings over near Sudbury Line, or work with the new town center owners, see if we can at least build something over there. And if we were to leave, I can't tell you what would happen with TTW in this location, because the thought process would be, we would try and do something, put this out to bid and have it converted into, you know, senior or, you know, senior building. Part of our housing authority property. And that was one of our, you know, Michael, you had us look at that place over there, you know, a potential site. 14 West Plains. 14 West Plains we looked at, and that wouldn't have had room for TCW. You know, so part of our issue is that it's very uncertain here at Town Hall what's going to happen. And so we felt like the elementary school was more certain. If we were certain here, that might be a different ball game, but there's not certainty here, and that poses a real challenge for us. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. From my perspective, I don't see how we could endorse.

I clearly don't want to lose the 400,000 dollar that we have.
It's already been permitted.
But unless we come up with some type of recommendation, we would endorse.
I mean, you could not endorse it. And then that recommendation would go to the CPC. And they can take that and decide one way or another also. I imagine that they're going to have a lot of the same questions that this body had. It'll go to town meeting. I think people will get up at the mic and ask also some of these same questions. So if it doesn't pass the town meeting, and it's not endorsed by this board or the CPA, then we have 400,000 dollars that we can only spend right here. And what we're hearing is that that might not be the best use of the money. So we could turn it back to the CPC and say, we're going to give you this back. But next year, we're going to recommend it for a different thing. Yeah. And go through the normal cycle that we do. So you could choose not to. You could choose to endorse it. And it can still follow that same course. Or you could choose to take no position and to say you don't have enough information and that you had all these open questions and provide those to the CPC. And then see if they can ask those same questions. I think they're going to be asking me those same questions. This is probably a good test run. I'd say Dr. Fleishman will attend that meeting also. I mean, he can articulate better than I can. He's been in the back enrollment. They have been saying this for a long time. I mean, it sounds like the committee has made their recommendation. They've made the decision. They're going like, it sounds like moving TCW to Happy Hollow is happening. Done. And even if we don't endorse the playground or make a decision, they're going to have to create something temporary anyway, just to be able to keep that afloat. I mean, I do feel like it's still like very rushed in there. To your point, I think when this gets brought up, there's going to be a lot of town-wide questions about so many different aspects that are beyond just the playgrounds.
I guess I'm okay if the language is like the and, or.
But I would also say that if they're going to do that and that involves construction of a new playground that's there, like the $400,000 goes to Crimson, then all of the other playgrounds, we should have the ability to basically re-prioritize and restructure where everything else is because that means this one gets moved down. This one's less of a priority. That one becomes less of a priority because it's brand new. They'd probably be able to fix anything else at Happy Hollow. So that changes that priority level. Yeah. All of these things would be in... So I'm fine with adding the and, or with the ability to be able to re-evaluate prioritization of the others at the same time. I have to add this really quick. I don't mind adding the money if it's used at Town Building or if it's used at Happy Hollow for this purpose. The worst thing that could possibly happen is if we give this money back to CPC, they will not use it for what we want. And I almost... Oh, my goodness. I'm going. Happy Hollow, Petituit.
Because we want to keep this money and we want to use that.
And they're in control of this money. And I wonder if they would vote for it so that possibly we could get some other issues resolved that we had asked for last time. The motion at Town Building would be to spend the money at Town Building or Happy Hollow or any other playground. Or any other playground. That way, the money is actually being used. Yeah. We can't use it. We can't use it. We can't use it. Like, let's say they not spend one. Let's say they spend 300. We should be able to use that 100 somewhere else. I'd say a prioritization schedule. Like, it's for this purpose. It's for that purpose. But otherwise, if it's not used, we want to use it for our other playgrounds. Would this playground be relocated? Could it be relocated? Or do you have to start from scratch? Which one? The one here. The one that's here to move it somewhere else on the land. I don't think... The equipment is older and... Playground technology has just come... Right. I wouldn't recommend moving it. It doesn't always survive on the main either. We have moved pieces, like newer pieces before.
There's not much to this playground.
Like, if you talk to the Children's Way teachers, they've been begging for new playground for quite some time. There are some newer pieces that you might be able to salvage. But in general, I would say there's not a lot of savings here.
TCW is not here.
And you've got money allocated for this. Playgrounds use it to build the new one where it's more ideally located. Yeah. Like, if this can pass a town meeting and we have $400,000 to spend here, we would have to rethink what we're doing with this one. But the playground that you would... My sense would be the playground that you would construct here would be one that would serve all the kids. Right. Yeah. Yeah. Not for... For both age groups, if the money can stretch that. Yeah. So this was 36 months running from last... town meeting, last May. And right now it's like playground equipment, if you order it today, you're looking at like 16 weeks at least to get it in here. Plus we have to go through the bidding process, because it's like a long six-week process. Is this the reality that if...
So TCW is moving to Happy Hollow.
If the CPC funds are not available, school committee is going to figure out something to construct whatever playground they need to construct? It would be temporary. I... It sounds like it would be something temporary and then they would basically be going back saying, we can't survive with just temporary playground. We need to be able to create more funding to be able to help support this and do that. And then if one, it becomes an additional playground that's like maintain... Like maybe going back asking for additional funds. Additional tax points. Yeah. I don't think there's a pot of money that they would be able to pull from to solve this problem. The town, there's no one. Beyond the temporary, whatever they do. I don't even know where they would pull it from temporarily. There's nobody. Like they're making cuts. Like there's... I mean, that's about your CPC money. I mean, it's already taxed off. Yeah. But it's not additional. If you have...
That Holiday Road Hospital school site
is many, many years away, right? We're talking... Then you're gonna use Holiday Road as a school site. It's probably in the cost of... Coming down 3,000 feet. How's that come? It's 150,000. I mean, a million, one billion out of zero.

And the town does... They're looking at the financial landscape is showing that there's the $30 million water project. We're looking at overrides. Like there's not losing money. No poor ground to do this type of thing. Okay.

is that we don't give the money back. Like that money that's allocated there needs to be able to go towards projects that we haven't engaged. So adding... If their idea is like adding it as a town building and or Happy Hollow, I would also... Say that we add language that's like and or Happy Hollow or other read or redistributed amongst needs for other playgrounds with a review of prioritization for needs or something like that. I just... English is like my eighth language right now.
