I'm going to call this meeting to order. It's 543, the meeting of the Capital Improvement Planning Committee, August 24, 2026. The meeting may be recorded, and the recorder will be made available to the public on WACAM as soon as possible after the meeting. Person to Chapter 2 of the Act of 2025, this meeting will be conducted in person and or via remote access in accordance with applicable law. If this meeting has remote access, one may watch or participate remotely with the meeting link that's been provided. When required by law or allowed by the chair, persons wishing to provide public comment or otherwise participate in the meeting may do so at the meeting location, in person or remote as applicable. Public comment will be limited to two minutes per person. With the agenda, 530 to call the order, 535, public comment, we're going to have the review and approve meetings as the next item. At 540, we'll review and discuss the capital requests submitted this year, as well as outstanding capital projects. With the department heads that are available, at 7, we'll discuss annual report, 720, discuss succession planning, 725, setting time for next meetings, and 730, adjourn.

Next, we will move on to discussing with Mike Fayette the capital requests that have been submitted this year. And, Mike, what I'd like to do is start with the school facilities, followed by the town building project, and then the transfer station to accommodate the prime. So, Mike, I think we've got some time issues. So, either Kelly or Brian, do you want to start because I know you have specific questions? Sure. So, one of the questions I should have asked this question last year might be in the facilities submission, you have no school fire sensor replacement, which is now $970,000. You have been in facilities. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. So, the plan in fiscal 30 at $200,000. Mm-hmm. So, mundane question, is there a reason why that would have otherwise appearing in school submission? It's always been in there. We can move it. I'm happy to move it. It just was always there. So, we went with that. Let's get it. Yes. We didn't talk about that at some point. But, more importantly, it went from $200,000 in fiscal 30 to $970,000. So, it can be more than $970,000. Yeah. write a little bit more color on that description
i had bonds i reached out to time bond which is uh we're using as a
engineer of record for a lot of projects in town um help stop the tower situation and i asked them to go through and ballpark fees and everything else for the uh replacement of all the devices in the middle school um we didn't plan on doing the middle school till 30. we had to move it up because we were informed that notify no longer supports any of the devices that are hanging on the walls so if one breaks if we can't find one we can't get a replacement because of that we have to rewire the school with a modern device and replace all the devices and randomize code all the lines that come back and go so it went from a simple device swap to a major project and the middle school was probably twice the size of the elementary school so the price jumped considerably you have to change the wire and stuff too you know that's a big one it's class b is going to be class a yeah there's no there's no home screen so we have to upgrade it so yeah the panels could luckily we have to put a booster in but other than that we don't have to change the panel it doesn't change obviously what you just said you need so what he needs but um can you just give me a sense on how you track sort of support contracts and it seems to me like you know you've got a lot of support contracts and you've got a lot of somebody somewhere should have known that the support is there an end was there an endpoint to the support or did they go out of business or no notifiers in business they just decide not to support those devices anymore so they're old enough where they just say we're not going to make these devices they don't give one a heads like microsoft gives you and we don't know the installer they wouldn't tell the end user they don't tell that that might be worth trying to figure out well the problem we run into because we're a municipality we have vendors that you know how we evaporating system our vendor is john's controls they are simplex all day long this is a notified panel notify is not going to call john's controls and tell them that they no longer support those devices because john's controls only deals in simplex devices they can buy and notify it but when they go to buy it notify it tells them no we're not doing that so we have different systems from world to town not my favorite thing in the world but this is what we have so you're saying that each of the schools has different systems we have you have more than one system we don't have we have simplex we have notifier and we have a different one of us so we have three different types of systems yes is that all public bidding uh related or pretty much i know that they've had how you're connected to the fire department then they have it's all the same pda they have a it's just the radio it's not the panel just sends a signal to a radio and the radio sends it out so they move to a whole standard so like they had zone control essentially the old systems are all like one big line it's all one like you can have 20 devices on one wire now it's an address like everything else but they changed that like 25 years ago yeah i said that's the industry i used to be in so yeah it's a big big deal yeah it's on a terrible price for what that sounds like actually no it's amazing not um and like i said it's this is the engineers you know that's engineering the whole thing yeah set of drawings how old is that system leslie yeah uh the piano is probably eight years old so it's not bad um which is it's in great shape it's the um just the infrastructure yeah so that 970 doesn't engineer the instrument that's not an actual bit right correct right yeah i just found out about this before thank god before we did this because i moved loker out loker was going to be the next one i'm going to change so i moved that one out and brought the middle school up so from a just a risk perspective are you at all concerned and off topic a little bit but you're saying if the sensor fails we've we've acquired a couple of different devices what we found on the internet but i'm it's becoming more and more difficult either so i'm starting to get a little nervous yes but the middle school is the most concerning at this point it is yes i can still get the other mechanics it's a middle school so for now

nope um and you say that you and it says fire safety in front of it well i had a related question you say you consciously shifted loker out like fiscal 29 and i guess our discussion last year when we were talking to schools about this they had fire alarm systems when you were there get out a little bit further and we said geez we'd hate to have something happen and and we hadn't advanced it in the budget and so we kind of pulled forward at least in our recommendation we pulled the alarm systems forward whether it's just pilot for others that the local school is now pushing the fiscal 29 yeah and see the clip it's the bottom here we could ourselves revisit that as we did a couple things last year yeah i mean
ultimately i want michael to tell us of those priorities right can those other ones wait are
they okay it's you got to tell us what we're doing you know i i wouldn't be if i wouldn't be pushing out if i was comfortable doing it there's two reasons why i think it's going to be a i can only do one a year i have two months and summertime before the kids come back so to try to do two schools two five systems over summer would be it would be insane and and the middle school is the priority right now and is the system in local different than it is it's a simple system so we have simplex and all three um mega schedules and we have a siemens at the bottom stage um we're cars an Remember school here because we're setting our sights here right now we're not creating another schooling here and we have the same at the middle school and we have citizens at the bottom centric school at the school environment quakity single one and we have free weakness students live here now three years so three years earlier and self compost all our weight and our school i also ran an hour in a from my favorite at the high school and we have notifier at the middle school
well i suppose the good news of having diversity in that is a one-stop support in something that's
not affecting all of them at the same time i suppose but yes it seems like a lot of deep crack at um kind of ran through i'm pretty sure there's been some ceiling repairs and just the point i think went up a little bit yeah that was um 250 went up to 300 right it was an eye-opener we ditched the movement of furniture that we didn't account for we thought our staff could do it um but as luck would have it we lost four custodians please between retirement and just leaving school so we didn't have staff to do it so my office actually went down in jeans and moved all the furniture out so we could do the same project so i put money in there so i could hire more of us to take care of that next door yeah
and then the um this was my water heater
high school high school yes it was in fiscal 30 at 450 000 but now we only need a hundred thousand right so what we did was we re-engineered it a little bit we didn't need the amount of hot water it was producing it's a smaller boiler right now it's bypassed and it's blending along so that's why it got moved up number one number two yeah we did get a better price for it so
it's an adorable thing to listen to our audience i really appreciate that

useful life of the water either i mean i think high school is not that old
basically well it's just you know it's the water it's the biggest its biggest killer the biggest killer of any kind of equipment like that than the actual water quality not that the water is bad it's just well water like we have water heater, which is rugged, rusts them up quickly. As a rule, 10 to 15 years, but if you have hot water, you know, very quickly. Especially with that kind of volume. Yeah, anyway.
And the roof in 2031, roof replacement from $1.8 million to $4,250 million
in district line. What's the one I have up there? Roof replacements. Yes.
So one is for Clay Pit, an extra following year for $4 million, correct? Yep. Okay.
So the thought was the year before, we would pick another school, similar size as Clay Pit, or maybe do the middle school over, because both of those failed. I had a roof study done. How old are they? What's that? How old are the roofs? Oh. Clay Pit's old. Middle school's coming up on 20. So it's that time. And the middle school's a lot larger. So I'd put 4.5 in there, I think, and we could even do the middle. And if we couldn't afford it, we could do one of the smaller schools. Well, the first one in 300 on ceiling repairs, I'd certainly want to do the roof. Yeah. Then take it the long-term building projects, as I recall. Our next study is, those are 10, 15 years out before any of that ever happens. I know they moved up their study to this year, the 28th. They're looking for too many doors. Right. To be able to get in. Right. But the cable build is... Understood. Right. Yes. And what they're going to build is still an unknown, but I know of. So. And so this money, your view is, it's kind of like the town building. At some point, if something's going to happen 10 or 15 years from now, you've still got to deal with it then. Well, it's a 20-year roof. If it's 15, you get most of your money's worth, right? Yeah. But it's, once again, middle school, I don't think is going to change. I think it's more of the elementary. Right. But kind of pushing those out a little bit as well. Well, and the middle school, as you're saying, repair budget, the middle school has been leaking in various places for years. But not from the inside. It's from the inside. They have unit ventilators. Oh, I haven't said it.
Which is why we're also, we're going for about $1 million grant to change a lot of that school.
I've been asking for monies for middle school this season. To move it out of the ceiling? Move, take everything out of the ceiling. Rework the ductwork. There's enormous return issues in that school that need to be addressed. When they built the school, they had a lot of open concept. And when they decided open concept wasn't a thing, they built walls. And they really didn't take care of the HVAC when they did that. Yeah. So. But they built the walls after the fact, so the flow of the HVAC doesn't work. So, the return here really doesn't. Yeah. Got it. So, and the leaking is from the, if you walk through the middle school, you'll see condensate lines under the ceiling that run across and then down the wall. We're trying to fix all of that. So, that's, so if, if you have an HVAC question about the middle school, that's why I'm asking for all this money. We are putting, we are going for the grant using Amarasko as a guide. So they've been through this. So, but as you said in the, in the plan for what they're looking at feasibility wise, all of, all of the scenarios still had the middle school building being there, whether or not it was expanded or something else went on the site, that was staying. So, yeah. And what we're going to do, I mean, we're looking into geothermal, we're looking into different, different options. I mean, with $1.1 million, we could do a lot of good things. We've got school, so regardless of what kind of school it becomes after, it'll still be. Yeah, it's still the infrastructure. It still needs the infrastructure. Yeah. Well, I guess this is up there. So you also moved the high school building improvements. So the combination of those two moved from fiscal 28 and fiscal 29. Yeah. The $900,000 item, which was $200,000, we were talking about before, had been fiscal 30. So at least as the fiscal 28's use of funds, you've kind of offset those two items, but pushing them one year. Right. So that was just kind of take a sting out of them. But now 29 is overstated compared to what the plan has shown. And in any event, there's $700,000 more in the overall plan for the reasons you stated. Yes. So then this, this half million would go kind of with those grants? Is that what this money was? Or was it just something different? Was this the actual rooftop? No, that, that would be, that would go with the grants. That's the pairing. Okay. Right. That's great. What's the grant for? Yeah. It's a green community. We became a green, or I forget what we call it, and we are eligible to apply for $1.1 million worth of. Right. That's a great use for it. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. And are they, are they reimbursable type grants, where the town has to appropriate the money, spend it, and then you ask for the money back, or do the money have to show up? And the, the money, well, I believe they are reimbursable. The $1.1 million, I'm assuming it's reimbursable to help at the ... Yeah, see, you've got to text ... Right. So, I don't know the particular, we haven't been able to apply for it yet. So ... Okay. And then it's not mine, here, but the,аш؟ Yeah. Kelly asked the last meeting, maybe you can ask me offline, the $2 million high school subject project. Yes. Do you have any idea if that's underway? I know they're moving forward, but yes, as far as I know. I'm not in any of those. I can handle the ball field. At the moment, it's still sitting there, albeit $200,000 more, and you wouldn't know why that got pushed up by $100,000. Maybe just because it's Christian. The field itself? Yeah. Yeah, they should just add him for it. There's some discussion. He had the number 10 years ago. Well, the 2-5, they had it in fiscal. The 27, which was a part of the town boarder last year, was taking that 2017 report and rolling it forward. So they're giving it two more years. Right. And of course, Pine Time Law did chime in, and they did give us a tighter number. Oh, did they? Yeah. Yeah.
Somewhere last year, the city council was told that the athletic director was hopeful.
It would be. It would be lights on the project, and that likely wasn't included in the cost, but it probably was not. It wasn't, but then I heard it was going to be like another half a million or a million dollars for lights. Yeah. Well, it's trenching. There's a lot of work for it. It's a long way to go. Don't forget, the further away you go, the bigger the cable has to be to carry it. Yeah. We're going to do it the way we do it through the farm. When we go to work at night, you just bring the truck out. Yeah. I said it's going to be like a dozen trucks for that. Buddy Park on the side. How involved was Kirstein in reviewing the school capital budgets with you? On the facility side, we discussed it once I'm done here, and we have final priorities. I'll say that they're in both ways. And it hasn't been to the school committee. It hasn't been. I don't know. Well, they saw them last year. So I think they, for whatever reason, they focus on, at least last year anyway, I don't know about prior, but they focused on just fiscal 27. The one year? Yeah. We need to try to encourage them. Particularly, they're in the mode of long-term. Right. Absolutely. They're part of the process because they seem to be fairly late to the process on the ball fields last year.
That's what I had at the moment.
Well, this whole stuff, people have everything. Yeah. Did we talk about the district-wide repair replacement of the driveway and sidewalk? Yes. Two million and 2032. So, I mean, 2032 is the new year in the plan. I just wanted to talk about changes in the existing five-year, and then on that year, we're adding, right, just a little bit of why, you know, those. So, the priorities, we only added, for the schools, we only added two items. So, it's the two million for the district-wide roads, the driveways, and. All the things at the bottom.
Oh, right.
That's not the highway. Yeah, yeah. You got the high school elevator. And then the. The driveways, and then the. Big pit roof, district-wide HVAC. Middle school. Well, there's more. Sure. Plane holders. They have them right now, right? But, yeah, the driveways, I don't know, middle schools, I'm going to try and fix that drive in the actual roadway in, just because the outbound side is, it's less. Loker needs a complete do-over. Yeah, that's pretty good. So, that's, but that's 2032 for those? Right. Once again, I'm waiting to see what they're going to do with the elementary unit. Even if they have to, even if they just give me a plan. Like, we want to, because I don't, if they're going to tear a school down, if they're going to move a school, I don't want to dump, you know, three quarters of a million dollars into a parking lot. I can patch it, you know what I mean, here and there, and keep it up and running. But middle school, once again, it's not going to, high school is, I'm assuming, isn't going to go in there. So, those two. So, middle school include the, sort of, a surgical. You know, you've got to leave a parking lot. He's like, I'm not touching that. I'm not digging up here. You're not digging, I mean, even the roadway itself is within the, it is within the area that's being studied. Yeah, but we won't, I'm joking, we won't dig down the new units, but no, I wasn't going to touch that lot. You're not getting into the dirt, you're just getting right up to the blacktop.
So, deciding, so the 2032 numbers, would you say those are largely placeholders?
Three, yeah. Yeah, it's, we can fine tune them as we get closer. But, you know, the $2 million. Those are $4 million, but, you know, those will, those will do a bunch of projects, more than average. And last week, we saw, you know, $8 million for conceptual, subject-related, sewage-related concepts. So, the total number of 2032 is becoming daunting. Yeah, especially daunting when it's five years out and almost always the number goes up as the year goes on. It's only five years. It's only five, right, projects? As it pulls forward. And I think, ultimately, that's a long-term planning aspect of this committee, because, you know, shouldn't stop 2032, is the answer. Well, and that's, that's why we're asking. So, Michael, as we, as we get further, right, last year, we, we were, we got started, our committee got started late, right, it's newly formed this year. We're trying to, you know, move the ball forward a little bit on how we do this. And the go forward is... You know, getting a better understanding of the out-of-years, less, I don't want to say surprises, but more like, okay, a fire, a water heater lasts 10 years, we put in a water heater, we should expect we're going to have to put a water heater in, in 10 years, and start having that longer understanding. Same thing I said about fire alarms, right? If all the fire alarms are the same system, and the company said, we're not supporting anymore, then you've got a big nut to crack at some future. So just kind of get a better, yeah, we're just, yeah, we know, like, it's not a surprise, you're going to need a roof, 20 to 20, I mean, if you're lucky, you can go longer, but 20 years out, you're probably going to need a new roof. It shouldn't be a surprise in a capital plan. Right. You know, in terms of being placeholder, again, it ends in 2032, but if we had two more columns at 2033 and 34, say with that $2 million item, would you have spread it out amongst the following? Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. I think it depends on what project they actually would be part of. If it's a high school parking lot, that's easily a $2 million, you know, rip-off on your budget. So it's a lot of luck. So, but if it's not a high school, if it's a couple of the smaller schools, then sure, you can separate any proportion of them. For high school parking lots, I mean, that's the condition of everything you have, so it's... Well, okay. It is. It's separate. It's separate. It's separate. Please and lay. 25 years. It's like five or six years from now. Yeah. About five or six years from now. You're right. It'll be... Yes. Yes. You know, I was going to ask you a question. My friend has asked, do you foresee that any credit at $2 million in any sudden way a year from now being requested in 2030 or 2031? No. I think I've asked for some... I have some sidewalk repairs, so there's a couple of years. That's how we work. About 70, right? Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. So that would be concrete work. But right now, we've got lower, that entire entryway is... The grout lines are higher than the stone from all the rock salt. It's a trip-ass, and so I have to do something. Yeah. We have some money this year to take care of it in the back as well, but going forward, like the middle school, that needs a bunch of work. There's starting to pop all the concrete around the high school. It's starting to pop, which is scary because that's a new school. Yeah, that shouldn't be happening. But there were issues with that concrete when it was built, right? It pitted almost immediately. It didn't even make it to winter, and it was pitted already. Well, I wasn't here for that. I can tell you it's not very well. Yeah. Well, 31 looks like... I mean, that's probably the concern, right? Other than the one project. Well, yeah. Except there's... Thanks. Thanks. Thanks. Thanks. We had 1.8
in the plan. For next 31? Yeah. There's just going to be you all already know we're looking at seven, eight years. Still not quite clear what's going to happen in fiscal 28. Things have been trending in a more positive direction than I would have expected. But 29 through 36 are still looking like heavy duty deficits in the operating budget. And I think Brian Kennedy's presentation I think everybody's in tune with the fact that capital leads to debt service, which leads to impact, unless it's excluded debt, of course, leads to an impact. So, yeah, it may be that the stock board bends the thresholds from $4 to $5 million to something lower. But that's different. Guidelines matter. Subjects for the other night. But anyway, I appreciate you taking this one out of order. The only other thing while I'm here, I believe in 25 minutes, but the town building, I have one specific question before you talk in general how you approach this, but the town hall wastewater tie-in, is there something that's occurred that you felt like that has to occur?

was the only engineer in this year for that solar installation. Was there any other project that you think happened that was more than a significant, significant task? Or was it something that you thought was more than a significant task? We've had lots of successful projects that have been done for the past 10 years. I'm not sure if that's something that's been done for the last 10 years. But I think that's something that's been going on in the past, and I don't know if it's going to happen in the future. But I think that's something and something else is going to be built there, normally what is going to be built there is going to hook up to the sewer system. This is probably a worthwhile investment. Well, if the thing that's being built there is a municipal property. The property is holding, I asked that question, according to DPW, that property holds that slot, and the slots are full for this treatment. Oh, for capacity at the treatment facility. Right.
So that's, we pay
now to hold our slot, and every year we pay a fee to hold that slot. So we wouldn't really be... The annual budget doesn't see a benefit. Oh, no, I got you. I hear what you're saying. So regardless of the use of the town building, well, aside from it being open space, what you're saying is... Someone would inevitably need the hookup, so it would be a value. There would be a value associated with that. As opposed to where you have new roofs or... Because the septic there is basically It's working. It's working. It's older. Okay. But what that does is, to your point, it frees up more usable space for building. Because now you get this reaching field and your septic tank's out of the way, and it goes down to a five foot by five foot. Where are the town building stuff? Is it on the... Well, yeah. The town building septic tanks are right next to where the HVAC is. So, you know, with the two patches of grass I remember back then? Yeah. The one closest to the gym is nothing. The other patch of grass is all septic. I assume any pieces capacity to the building can be limited by septic or not? Like how many people can be in the building? Correct. So if you were to build a conventional, right, you would have to size it to your septic. Whereas you'd risk the town the first name. It gives you a lot of versatility. I think the only issue I remember with all the town stewards connections is that you, to be able to connect, you still have to build evidence that you could run your house facility with a Title V system, if my memory's searching correctly. Well, I don't know about that. I don't. So I'm not sure if someone could necessarily build over what might need to be a leach and kill. Even a hospital apartment had to put a leach and kill behind you have to be able to maintain. Even if we have even if it's connected. I believe that's state law or something that in order to be able to connect. I don't know what the reason is other than if the sewer fails. If the federal government or state pulled the permit for whatever reason, and you can't operate anymore, people have to be able to. So, but I don't think you have to worry. You can always drive them in the down
drive or in the pocket area
because it's all accessible by manhole and then your leachy field will never go away as long as they keep the field, which is the soccer field. Thank you. Okay. So anyway, how about big picture? It looks like you, other than in our summary, we have 5.4 million, which is Brian, can we get buried below the table in the in-house report? And also top of, yeah, yeah. So, and I told him that I thought we agreed that we were going to take it out of this and we were just going to do the as needed projects going forward until we, the committee decides how it comes out. So we did, we did it. And then it went back in, right? And it's sort of, yeah, no, I was under the same assumption that it was going to end. We're going to do it again. I think we're going to take it out again. And I'm okay with that, but you know, right now it's roofs and there's some engineering dollars in there for the bigger roof is about, if we pay lump sum, it's 12.5. If we pay in time, it's like 16,000 just to get the engineering so we can repair all those roof joists. Yeah. We'll be doing the flat roofs this next go around, which are the flatter sections. We'll get those all done and tightened up. It's actually a little bit less than it was in the last year. We've done a lot of the I think the
I know you've got the way elevator upgrades.
Two point five. Yeah. I can't get no interest, but Joseph's way has moved out, right there, but you still need to get. Right. So, the upgrade is. in part because it's literally full of it's there and then you control it for the town building side. They're obsolete. Once again, they don't make parts for them. So we were lucky, the elevator board gave us a little bit of grace period, but we really need to, and one of them doesn't have firefighter recall, which it needs to have. So we have to upgrade fire alarm, firefighter recall on the town side, the controller, everything else with the other elevator is in decent shape. We're even toying with the thought of not changing the cab over because the cab's in decent shape. The town hall one, unfortunately, you can't reskin it. It's the box is the actual elevator structure. So we have to take the box apart and put in a normal box with a hangable, but it'd be nice when it's done. And it'll work, that way we won't get stuck over. But we'll have to change it otherwise.

Not long after the building opened, the basement floor deep, because there's a river running underneath it. Yeah. Because they put a basement in a building that sits next to a river? Over a river. The water supply plant at the time, I asked the architect, should you put a little extra rebar in just in case? And he said, nope, not needed.

No, they're pretty straightforward. I mean, not that a lot changed on this one. Any other long-term surprises do you think are coming on this one? With 33 forward, something to keep in the radar? Well, in 33 we'll start, we'll be close to maybe starting the HVAC cycle again, if they keep some of the schools with some older equipment. Right now it's not so bad, but it'll become older. We're gonna start to do the second boiler and all the, and the elementary schools kind of slowing down on that until we find out what the plan is. Right now we have one good boiler. So all the backups are kind of- So the backups are the old ones. But we have one good set of condensing boilers in every elementary school. And the middle school has six of them. So they're in really good shape.
With the hot water system we're doing there,
we can actually tie into the boilers as a backup. So if we lose the hot water boiler, we're gonna lose all the boilers. Right. for the school we can bypass some of the hot water and heat that heat exchanger and pick it up really smart of doing that and the same thing with you know that's the question about the breaker is that is going to be their housing place for any kind of emergencies if people lose power and they need to place the shelter and things like that so we're trying to make that as redundant or as as highly as possible for just that reason so we can make hot water now at an alarming rate we have if you have 200 people in there and i want you to shower you're going to need a lot of hot water makes sense yeah yeah i mean i guess that i mean it's just interesting right like town building decision school's decision when it's going to trigger beyond those projects like okay what are we now going to go fix that we were holding on that's a big outlay that we don't know yeah i think maybe they're talking about how it works out and things can be but the debt projection right one thing's one transaction what what their guideline is for what you can be at from a debt service standpoint is really important i mean any of these projects depend on more capacity the high school doesn't free up that you know high school doesn't free up until i mean yeah 20 30 something um but that was that again every array um i know it doesn't i know it doesn't necessarily come out of the same pocket but it comes out of my pocket the same way although they they ignored the finance committee on their recommendation to do the two million dollar high school set that just excluded that yeah and uh we got a different plan for that but um they're funding out of the debt i was going to be right proposing to fund it on the debt of the capital stabilization fund so the annual debt service um and um and that's from the debt service out of the capital stabilization that requires tell me yeah every year required two thirds so to take the money out uh but that was just like this past spring all of a sudden why aren't we doing more things because they realize that the levy budget is exaggerating with operating deficit i mean again
right i i get it it's just a different overhead that's all

fine we were asked to take it out of the facility and well we may we may not necessarily may do the same thing again this year until we know okay what the plan is but we just wanted to see if if there was any further thought or updates because you recall you might think about a million eight in your budget way out in the 2031 but tom had 450 000 in the near term 450 was for the zone not knowing what they want to put there um is the question and that's why we last year we decided so just kind of take a look at it and see what they wanted to do yeah and there's some inconsistency here i think i said this to michael mccall last year there's two pieces of inconsistency i would like resolved um one is it wasn't designed the way that tom had put it in he said it was a prefab right that was going to be a prefab building for 450 but my consistency my other consistency point is we're inconsistent across what projects going are ending up in your realm and what projects are ending up in dpw even though they're facilities projects i know it's i know they're dpw facilities but there's like a mixed bag of when it ends up where the reason we we said pull it out last year was because it was in both places right so i still and this isn't for you michael i'm just telling you because i'm not going to be able to tell you because i won't ask my little call again like i think we need some consistency on who owns a project might not be the user of the project right i would argue you're not the user of any of the of the projects that you oversee but we need some consistency on who owns it from a it's on their it's on their budget line and then my preference would be that when we do facilities it's facilities dash what facility it is right ten building schools dpw and then that's the way because we lay out a capital budget to the town versus well we put the you know the town building and the library on yours we put the dpw buildings in dpw we put the schools and schools except for the fire sensors which we put in right just so i'm going to ask that question again of michael right what can we just pick a way to do this and be consistent so i think in just the answer we've done that this year okay except for dpw so dpw and i have to stop and just hash that out okay libraries i've taken schools i have facility wise i won't do curriculum that's yeah you should not um so rec library schools facilities dpw buildings you know yeah like physical buildings yes i don't disagree that should be and so i'm going to discuss this one it should be in a facility line of them i'm not under their purview yeah so i you know there's an enterprise fund but i didn't really understand who was gonna pay for the building you know what i mean if it's gonna be the towns and comes by it depends what it depends what waste water is different right waste water is different because of the enterprise fund but dpw like you know you know move a foot to push that back but the dpw building and the salt shed and all that are not right no no that stays that that is all good but all their hpc and these and things like that are in my line items yeah the physical building of that building um should be i think it should be with the director of buildings which is my violence yeah i think it to me and tom grace me it sounds like we need to have a conversation you're proposing because you know clearly there has to be responsibility for the project yeah we're seeing it getting done and mostly sounds like facilities related or you are you but on the other hand um because we had decisions last year with the ball field where tom put that in his budget aboard the board of works school committee they have they should have some say in the project and i think it's i think it's kind of that's the broadget's why we're being able to make such a decision it's not gonna be just that you know this a the board of works we're gonna put in that there's gonna be a lot of work uh work that they want to do in the fiscal year and it's not just something that we're doing for them it's not just something that they want to do for us and it's not just it's not just you know that this project is not just a project that they're doing for them over budgetary and there's a difference right between being a product owner and being a stakeholder or a shareholder project right and I absolutely agree if you're building a field DPW should be involved in the process because they're ultimately the ones that are going to have to maintain the field and they know what is or is not working in our current setup but that's different than being the project owner manager which is spend two and a half million dollars to do this that's the school committee because it's a high school JD ball field so I think getting those concepts kind of worked out but for now I think right now it looks like we're pretty consistent since we're tracking a five year plan so let's figure it out for our report and be consistent going forward we don't have just variance it's just they call it you know just make the preparation these kind of reports so much simpler because the facility one would expand considerably but it all leaves one place all the buildings so my question when we're talking about it maybe I didn't hear it but there were three items on last year's approved plan small items that I didn't see I'd line these up unless I screwed up the lining them up and they were the happy hollow and loker basketball courts were 50,000 each and it goes off yep can I say happy hollow the basketball courts are getting done with the new playground and going forward I had to talk to Catherine other playgrounds are going to get upgraded over the next years to come and we'll do the we'll do them at that time so okay and do we have any playgrounds in the school district? in the Faggert plan though? we don't we're going to have to start at 32 I told her that that it's just because we didn't they haven't been in the plan we're going to start at 32 and work our way out CPC has playgrounds every two years we're hoping to I want to put it on I want to put it on something just in case we don't get the CPC money but it should be it should be a submission it should be a submission on here even if it's CIPC even if it's CPC funds the agreement in the capital policy in the CIPC policy that we put together the capital policy was it goes on this list regardless of who's paying for it so whether it's grant funding whether it's CPC funding doesn't matter it goes on the list and then if in the form there's a place to say we're applying for CPC we're applying for an energy grant but every project should be on there so if there's any that we have planned out we should add them and then public safety building building management system time yeah no we just did the chiller this year and we had enough money left over the HVAC the air conditioning I know it's logical but so but we had some we had enough extra money because we went to our Amoresco so we're doing it now as part of the other project so we were able to get that money back right and we can do that even though we didn't approve a project I'm not I mean it's great that there's money left over but when we went to town meeting and we asked them for money it's all part of the same system yeah HVAC it's HVAC this is what controls it got it I don't know enough about it no that's okay I just it's a piece of it but it's piece it's connected yeah right okay and there's one more or no no those were my three those are the three that had come off so I think my request would just be if we were if we're planning for playgrounds and we're planning to go get CPC money for them we should add that I'll set the cash on the wall yeah and if there's anything else that we want to do and you're planning to get a grant for it should go on and then we should note that it's if it's not on here that it's we're seeking for air funds and I think on the treasure station we partly left it off because it was in both places but we also partly left it off because they were yes interested in doing the study again that study's not yet completed and there could pressure for some because of the operating budget particularly if we were for something to push it back in the general funds that the whole thing just gets shut down in the x3 in case you wouldn't need a new garage and you know Tom Holder's view is at a minimum you should have a recycling type facility but I just think it'd be helpful to kind of again understand where you talk about what's needed and what the dollars are without necessarily feeling the need to put it in a particular year and just pass that info along sure and we could end up putting it in the same bucket we put it last year what do you think of the new form easier worse better it was actually you know Nikki and I sat down unfortunately we were in a bit of a crunch to get it done yeah everybody I would love to get to a place where, like, no, it's on the plan, on a replacement schedule, and nope. It's still working. Push it out. Well, even, you know, even a tractor, it's $65,000. It's not the biggest item by far, of course. But so you have to tow it, put $3,000 into it, and it can last another five years. Yeah, it depends on the tractor, what they're doing to it. Yeah.

Now that I already have it consolidated, what I'd like to do is be able to feed the consolidation over the biggest, the hardest part of using that spreadsheet that did the exhibits was things would shift, and I'd have to manually go through and be like, oh, they moved this one out, this many years, they changed the order. For the most part, because we sent them submissions in one order, most of them didn't change the order of them. They just changed the information and added at the end. So it should be a little easier, but I gotta just play with it a little bit and get it. That'd be cool if that works. Yeah. And there's a couple things now that I know how to do using AI that I can improve in that that I had to do manually because it was beyond my basic skill. So I think I can get that all connected.
