June 15, 2026 - Board of Assessors
Um, so at, uh, I've got, uh, 6 0 4 PM, uh, on this, uh, Monday, June 15th.
We're going to call this meeting to order by roll call vote.
Steve click good here.
EG Brennan here. And Doug McNeely here. And Zach Ventress here. Um, moderator, do we have, uh, anyone for public comment? Yes. I see one, one person with their hand raised. It is possible. Yeah. That could be Clovis. Yeah. Hey Clovis. Just joined in discovering the moderator, uh, setup with the meeting. You can hear me, right? Yes, we can. Yes. Okay. Perfect. Uh, good to see you and to meet you as well. Okay, great. Thank you for joining. Um, I think our first order of business is the review of the minutes from June 1st. Uh, I believe, uh, Rob, those are attached in the, um, meeting materials. The minutes will be in your materials on page three, four, and five. I've got no problem. They're okay by far as I'm concerned.
Well, anyone else have any comments or edits? None.
Um, do I have a motion to approve the minutes as drafted? I move that we approve the minutes of, uh, June 1st, 2026, for the Board of Assessors as presented. Do I have a second? Second. John McNeely. All in favor by roll call vote? Steve Clifford, yes. John McNeely, yes. Yes. That's, uh, UG said yes. And then Zach Ventress, yes. Unanimous. Yes, thank you.
Moving on, we have fiscal year 2026, notice of commitment for supplemental tax. Real estate totals $37,384.27. And the CPA component, $560.76 to total $37,945.03. So we have this memo that will be shared with the town accountant, finance director, treasurer, collector. The following page is the, the, the commitment itself, the warrant, uh, for the real estate portion. The following page is the CPA portion. So we're looking for a motion. We're asking, the office is asking the chair to, uh, seek a motion to accept all three, perhaps at once or individually as you like. Could I just ask from, for my education, what is, uh, the cause for these supplemental taxes? Um, we, we are in, uh, a chapter section 40 chapter, uh, six, five, three community, which was voted on years ago by Wayland that allows the assessor's office to collect growth up to June 30th of the following year. So we're in fiscal 2027 now, but fifth fiscal 2026, um, any building that increases by more than 50%, we can go get additional supplemental tax from those projects. So if a building was worth a hundred dollars at the, uh, January 1st assessment date and come June 30th, it's worth 200. That's an increase of more than 50%. We can, uh, seek, uh, real estate tax and CPA tax on that additional value. Okay. Thank you very much. And in fact, Rob, the, uh, the attachments that you've got further down here are the individuals that are showing you what the dollar amount was on January 1st. They completed, in most cases, completed building, usually building a new building on the property or a major innovation and hence the subsequent, uh, uh, assessed value, correct? That's what's links to this. Yes.
Thank you.
You're welcome.
And so do I have a motion to, um, so you had three, three sets of supplemental. So I moved that we accept the, uh, FY 2026 supplemental tax totaling 37,945.03, which include real estate tax and community preservation tax act, followed by two other documents going off to the, uh, uh, to Breton, uh, uh, Marsco collector of taxes. It proved we accepted as presented. Do I have a second? I second. Go ahead. No, go ahead. EG Brennan second. All in favor by roll call vote. Dave Clifford. Yes.
EG Brennan. Yes. Doug McNeill. Yes. And Zach Ventress. Yes. Unanimous. Thank you. Again, this page, uh, six in your package is the overall men, uh, memo that will go to the, uh, directed to the town account and finance director, treasurer, collector. The following is the individual warrant for real estate. And the following page on page eight is the warrant for the supplemental tax component. On page nine, we have the supplemental tax spreadsheet that we worked off of. Um, you can see in column, uh, additional assessment. And then to the right of that column, the percent increase. And you'll see there more than 50% were able to go at, uh, they also must have a certificate of occup, certificate of occupancy. So number one, a certificate of occupancy number two, the building improvement must be more than 50% of the original January 1st assessment. And then it's prorated by days left and, uh, calculation for real estate tax and CPA tax. On page 10, uh, is the accounting, uh, is the accounting that we have done on behalf of the board. Uh, and it goes through the eight supplemental tax parcels. And on page 20 through 28, uh, the individual cover letters going to those parcel owners, um, and telling them how their supplemental bill was generated. A location, the map and lot, the original assessment, the occupancy, uh, issued, the new assessment, the additional taxable value, the percent increase, FY 2026 tax rate, how many days to June 30th for the proration, and then the real estate tax and the CPA tax, the tax, uh, collector will add to this an actual bill, and these will be mailed out probably Wednesday. I'm moving on to page 28, similar to this supplemental tax, we have an overall menu, uh, memo that states if this is the commitment for preliminary tax, 2027, first and second quarters, real estate totals $46,581,994.15, personal property tax of $579,762.58, community preservation act tax $641,972.40, a total for FY 2027 preliminary taxes, $47,803,729.13. The following pages, we have the warrant to the collector for real estate, we, the following page, personal property warrant to the tax collector, and the last, uh, page on 31 is the preliminary for CPA to the tax collector. Again, returning to page 28, the memo giving a total of all three. So, do I have a motion to approve the memo and the, uh, three warrants?
Okay, I move that we accept the, uh, FY 2027 preliminary taxes. For real estate tax, $46,581,994.15, personal property tax of $579,762.58, and finally, Community Preservation Act tax of $641,972.40, for a total of FY 2027 preliminary taxes of $47,803,729.13. As presented, plus the two, uh, uh, three accompanying, uh, memos that go with it. Do I have a second?
Doug McNeely second. All in favor by roll call vote. Steve Klitgord, yes. Doug McNeely, yes. E.G. Brennan, yes. And Zach Vetchers, yes. Unanimous, thank you. So, beyond the, um, yeah, beyond the warrants and commitments, if we go to page 32, um, this is the tax generated through accounts receivable, showing the totals. Page 33, the totals as well.
So, we have the totals for real estate, personal property, and CPA as a backup reference for the board.
Uh, that takes care of correspondence and documents, review, and or signatures. Uh, we didn't slate anything for director's review and update of office activities. So, moving on to the next item, if there are topics not reasonably anticipated by the board, uh, we can note those now and discuss, have them on the agenda for the next meeting.
Um, yeah. I think we're, I'm, I'm good. We've got the eight o'clock joint session with the select board. Well, we have an executive meeting after this. Yes. Yeah. And then, yes, eight o'clock joint meeting. Will you let us know if they're not running on time? I'll do my best. Oh, okay. Yeah. Sure. Uh, uh, do we have a quorum for that meeting? Doug, if I'm able to attend. I have a different board meeting tonight, starting at seven. So, will it be over at eight or no? Uh, hard, hard, hard to say. There's another one about an hour and a half to hour 45. Okay. Uh, Yiji, are you available? Uh, I actually wasn't sure what it was about. Um, but yes, I am available. Yeah. It's a, it's a specifically, we're, we're asking for the select board to, uh, support filling the open seat. Okay. So, um, that, that is the focus of the, uh, the agenda at eight o'clock. Okay. So, yeah. I can be there. Yeah. Thank you. That, that will be helpful. Yeah. We need a, we need a quorum to ensure that we can hold that meeting. No, I, I presume, uh, Zach, that we don't actually do much except present as a quorum and, uh, they may ask us some questions or Rob, is that your understanding? I think Zach can answer that question. Yeah, I think that is correct. Yeah. They're, they're taking a vote. It's, it's their appointment. Yeah. Um, so we're, we're really presenting a candidate that's come forward to, to fill that, uh, which Clovis had joined this, this meeting. Um, and so, yes, that is correct. Fine.
Um. It should be relatively brief, I presume. I, I, I can't imagine they have any real issues. Yes. Um, that would be the assumption. Yeah. So, Rob, at this point, uh, should we adjourn via roll call vote and enter into executive session for the purposes of complying with, uh, general law, chapter 59, section 60? And general law, chapter 214, section 1b as permitted by purpose seven of general law, chapter 30a, section 21a to review and discuss the following topics, which is a review of the minutes of Monday, June 1st from our prior executive session. And then, uh, we will, we will adjourn and not return to open meeting at this point. Um, so let's adjourn by roll call vote and then rejoin the executive session. Steve Clifford. Yes. E.G. Branda. Yes. And Zach Ventress. Yes. I will see you on the executive session. Thank you. See you in a moment.
EG Brennan here. And Doug McNeely here. And Zach Ventress here. Um, moderator, do we have, uh, anyone for public comment? Yes. I see one, one person with their hand raised. It is possible. Yeah.
