I'm an environmental analyst in the NEPA office and I'm here representing EEA secretary, Rebecca
Tepper. I'm here today to discuss the long-term supply NWRA and connection and happy hollow water
treatment facility project, which has been assigned EEA file number, uh, 171, uh, sorry, 17017. Um,
and I do, I just want to check in on interpretation. Um, I think that'll be in a different channel.

Awesome. I think she should be set. Okay, great. I just, sorry, to reiterate, this meeting is being recorded. So, for an overview of the MEPA process, it applies to projects that meet or exceed MEPA review thresholds and also acquire an agency action. We're here today in reviewing the Environmental Notification Form, or EANAP form. He'll be referred to it as that a lot. This project requires the preparation of additional filings with the MEPA office for two as Environmental Impact Imports, or EIRs, because it exceeds a mandatory EIR threshold, specifically the one that applies to a new interfacing transfer of water of one million or more gallons per day or any amount determined significant by the Water Resources Commission. It also requires an EIR because it is located within one mile of one or more environmental justice or EJ populations. It also exceeds the E&F thresholds related to the construction of a new drinking water treatment plant for the capacity of one million or more gallons per day. The agency actions required for this project are several permits and approvals by both MWRN and MassDEP. The project will also receive financial assistance from the state in the form of SRF or state-revolving funding from MassDEP, or which is administered by MassDEP, I should say. The meeting process requires that agencies, specifically the agencies taking those actions, evaluate all feasible measures to avoid, minimize, and mitigate environmental impacts prior to those actions being taken. It's not itself a permitting process, and we do not approve or deny projects. It's really a mechanism to understand what exactly the existing conditions are on a project site, what is being proposed by a project, the impacts associated with it, and again, what measures are being taken to avoid, minimize, and mitigate environmental impacts. The process is initiated by an E&F, and at the end of this process, the certificate will be issued. The certificate is a word we use, but it doesn't close review of the project, and it's not an approval of any sort. It's really a report that will identify whether the project complies with the meeting process or whether an additional review is required. In this case, because the project exceeds a mandatory EIR threshold, it will include a scope that identifies the information that should be provided in the next filing, which is the EIR. If you – well, typically, two additional filings are required for mandatory EIR projects with a draft EIR and a final EIR. In this case, an expanded E&F or an EIR that contains much more detail than you would typically see in an E&F has been submitted with a request to consolidate that process to one single EIR. So there would be only one filing after this. The certificate that I mentioned will identify whether that request has been granted, and either way, it will contain a scope for the next EIR. The purpose of tonight's visit is for myself, agency officials, and interested members of the public to get an overview of, again, the existing conditions on site, the project itself, what's being proposed, and its environmental impacts. There will be an opportunity, I would say, at the end of this presentation, just to keep it organized, to ask questions about either the project or the meeting process as it applies to the project. And again, if you could just raise your hand, I think we can make that work. There's also an opportunity for public comment. Comments for this project will be accepted on and before Monday, December 8th. You can email those directly to me. My email is eva.von, spelled B-A-U-G-H-A-N, at mass.gov. We also have a MEPA public comment portal, sorry, MEPA public comment portal available online, but I am the one reviewing comments either way, so it's really whatever you're more comfortable with. If you do comment on this filing, you will be notified when the next filing, that EIR, is filed in the future. We don't have a specific timeline with that, so sometimes it's the best way to stay on top of projects. And again, that certificate that I mentioned will be issued on Monday, December 15th, and it'll be posted publicly with any comments received on the project following business day. That, we're going to, I mean, we can just always reduce ourselves, and then even up to you for the presentation. And again, everyone could hold questions to the end. That will be good. My name is Dawn Malati, the water superintendent. Hi, I'm Kirsten Ryan. I'm the senior project manager with Kleinfelder. Also joining us on Zoom is Kate Riley, community outreach manager for Kleinfelder. And of course, our interpreter, Alexander Rodrigo, is in the Portuguese interpretation channel. So, good evening, everybody. As Ava mentioned, we're going to have a presentation. I've got probably about 25 to 30 minutes of content, and then we have plenty of time for questions and answers. We did a meeting on October 23rd, which has been recorded and is available on the Pounce Project website. This content will be, aside from the overview of the meetbook process, which Ava just described, I appreciate that, a lot of this content is very similar with perhaps slightly more detail. So, just a really quick, the objectives of the meeting here, we're going to talk about, we'll provide an overview of the Whelan water system, talk about some of the challenges that the water system is facing, sort of the why are we here talking about this project. Then I'll actually describe the what, the details of the proposed project, what the existing conditions are, the proposed project elements, environmental impacts, potential environmental impacts, and what we have done to try to minimize or avoid those. And then we'll finish with schedule, next steps, and then question, period, and where to find more information. And Ava's email, I have that on the very last slide, so that I know you spelled it out, but it'll be, you'll see that at the end with the link for me, but. Okay, so objectives here, Ava kind of gave a summary already, but we're here to describe this major public health improvement, water infrastructure project. And this kind of was covered with what Ava mentioned, but due to the size of the project and the nature of funding and approvals needed, it's required to go through the Massachusetts Environmental Policy Act or MEPA process to provide an opportunity for public comment. So, again, this is intended to give information to state agencies and community members, provide an opportunity for public education and engagement, and let you know where you can find more information and how to provide public comment. So, first, as I said, we'll start with a bit of an overview on Whelan's water system, shown in a map here on the right.
Serves about 14,500 people and has over 100 miles of water means. There are four groundwater supply well fields, shown here, labeled on the map. Baldwin Pond Wells, the Campbell Well, the Chamberlain Well, and the Happy Hollow Wellfields. They have one storage tank that's existing and another tank under construction. So, in summary, the reason for this project is, and we'll talk about it in a few more details shortly, but the system has multiple challenges requiring a long-term solution for public health and safety of the water supply.
Now, the other water system that we'll talk about quite a bit is the Massachusetts Water Resource Authority system. This is a map showing the MWRA system as it passes through the Metro West area. You can see in this yellow circle, that's where Weyland is, and bordering to the left is Framingham, City of Framingham. The MWRA water pipelines run through Framingham to the east through Weyland and continue on. And, in particular, this area near the border of Framingham and Weyland is where the two pipelines come together, the Holtman Aqueduct and the Metro West Tunnel. They come together at a structure that's called Shaft L that is located in Framingham near the border with Weyland. And I also wanted to just mention that all of Framingham's water is supplied by the MWRA, unlike Weyland. So Weyland has this infrastructure running through it, but it's not currently connected to it.
All of Weyland's town wells have PFAS contamination. This is a man-made substance or chemical with known health risks. And the contaminant levels, if they're not treated, they already exceed, in many of the wells' current Massachusetts regulatory limit of 20 parts per trillion. You can see in the graph over here, two of the wells are shown above this. Well, this is the new federal regulation at four. But, basically, the bottom line, without going into a full lot of detail, is that some of the wells are already over the mass limit and almost all of the wells will exceed the Massachusetts limit, I'm sorry, the EPA regulation, which becomes effective in 2029. So Weyland really needs a long-term solution to be able to deliver drinking water that meets regulatory requirements. In addition to that, we do have a lot of areas of very old water main in need of replacement. So part of this project will be addressing that concern.
And kind of to give you a little bit of the history of the challenges and the process that Weyland has undertaken to date, starting back in 2021, this problem was discovered, the elevated levels of PFAS contamination. Weyland installed a temporary treatment system, a leased treatment system at the Happy Hollow well site. With this system, the PFAS is removed to non-detectable and the water meets regulations right now, but the system is not designed for long-term uses. It's not a fully winterized building. The building is located in a flood zone.
During 2021 through 2023, Weyland undertook a really kind of extensive well-thought-out process to study various long-term options. We looked at everything from installing brand-new treatment facilities at all four of the well sources. We looked at completely decommissioning all of Weyland's local groundwater sources and doing fully supplied by the MWA as one option. We looked into connecting or obtaining water from neighboring communities. I should say also that's not on this list, but we did look at that. Many of the neighboring communities are either in a similar situation to Weyland or like Cramingham, they are already supplied by the MWA. So there would be kind of a high surcharge on top of that if you were just to buy water from the plant. And lastly, we looked at a dual source or treating one or more of Weyland's local wells and supplementing it with an MWA connection. In 2023, we did recommend the dual source on the basis of, you know, being the least costly in the longer term and the least environmentally impactful. And the town did have a town meeting vote to pursue a membership with the MWA. They also needed to construct an emergency pump station to deal with the many water supply challenges in the interim. So looking a little bit more at the long-term supply alternatives that we evaluated. And in 2024, we developed some conceptual design alternatives evaluations. We looked at each of Weyland's well sources for feasibility of installing treatment to last into the long-term for the foreseeable needs. Three of the four well sources for Weyland really quite simply do not have enough suitable land. And you can see each of those pictures talked about one by one. The Campbell source here on the lower left, you can see it is located sort of right within a floodplain area, which is the blue shading. It's got some higher ground right associated where the building is right now. It does need treatment for iron and manganese removal. It would need PFAS treatment. It needs to get a well replaced in the future. And all of this would require basically either filling wetlands and or buying adjacent land. This is really not an ideal situation or a feasible situation. Very similarly, the Baldwin Pond site, which is this picture, lower middle, the existing buildings are here. These dots, these three dots are the wells, the existing wells. The blue and orange are flood zone areas. You can see there's adjacent buildings and property really quite close by. Again, to build a facility that would treat for iron and manganese and PFAS to provide enough space for future well replacements, it doesn't have the land that's required to even do future well replacements, which needs to be much larger than this to have a conforming zone line. So similarly, not really enough suitable space. Chamberlain well, again, you can see the building and the existing well is within the floodplain. This also needs PFAS treatment and there's no space for that future expansion.
Lastly, the Happy Hollow facility is shown in the figure here. This was the only site with enough space, enough suitable space within an upland area to construct new treatment facilities without filling in wetlands or buying any additional property. We also evaluated a new connection to the MWRA at their shaft L. We've been consulting very closely with MWRA through this process. So we found that that would be feasible and acceptable to the MWRA. So in May 2025, the town of Whalen had a meeting and voted to fund the design of this dual source solution. So bringing us up to pretty much the current day, we completed the 30% design milestone in August. This past August, we started the 60% design in October. So we're at the point now where we're looking for agency feedback before we advance to more details.
I'm next going to start walking through the details of the proposed project. As I said, this solution that we're proposing is a dual source. This was found to be the most cost-effective feasible solution would be lowest environmental impact. And that would consist of a new water treatment facility at the Hopi Hollow Wellfield. You'll see this abbreviation, HHWTF, to represent that. This would be a new permanent facility replacing the existing temporary facility located up out of the flood-prone area with approved treatment processes to provide a more reliable long-term supply. It would also have treatment chemistry that would be compatible with the MWRA's water system. The other element, the big element, is the new connection to the Liberty Water System. Connecting at Shaft L in Framingham near the Holtman Aqueduct with the new transmission pipeline running from that connection to a new pump station at Castle Road, Weyland. And then we would need to upgrade the existing distribution system water mains. They are undersized and 90 years plus folded. So again, I'm going to show you maps and I'll show you a large scale map first, then I'll zoom in to each of the particular elements one by one to talk about them further. So on the left here, you can kind of see the locus where we are, this blue line that starts in Framingham and extends eastward up to Old Connecticut Path to the intersection of Route 27 is the project limits. You can see here that's blown up larger. So again, the connection at Embirid Shaft L shown here at the western limits of the project within Framingham and then the pipeline running along the Hultman Aqueduct Easement or Corridor parallel to it. A proposed pump station here at Castle Road, the intersection of Castle Road and Connecticut Path and then the distribution system improvements going all the way up Connecticut Path to near the intersection of Route 27 and then the Happy Hollow Wellfield which is where the new treatment facility would be is shown right here. Again, also needs to be two locations. So starting on the western limits of the project, Shaft L, you can see a picture of that facility as it looks right now. It's near Oxbow Road in Framingham, the existing Mdegere shaft of the building and then on the right you can see a design preliminary design plan showing the existing building right here. There would be a new connection, the Mdegere is going to be designing a connection stub to accept a new connection from Wayland and this pink line represents our proposed water line. This configuration is basically kind of what Mwra is requiring us to do to kind of loop around the facilities that exist there. So this alignment has been developed with close coordination with the Mwra. This would be a new 20-inch water transmission pipeline. And this blue shading that you'll see on some of the subsequent drawings as well is the Holtman Accreduct itself. So we would need to cross over that there.
Now I'm going to move further east to where this orange arrow is pointing. I guess I'll just say like between Shopdale and kind of where the next photos I'll show you. It's pretty much just the open grass area of this Holtman Aqueduct. There's really not much in the way of any environmentally sensitive features or anything there. We'll look at a location that's near Whetland here. Actually that's the next section. This is not right here. This one here, let me show you. So here is an area roughly getting closer to the intersection of where Whetland and the Whetland and Framingham town border is. And the pink line here represents where that pipeline would go roughly. We're facing west in this photo. So the pipeline is on the southern side of the Holtman. And again, we've been having lots of discussions at the WRI to make sure that we're designing something that is constructible and has got sufficient separation from their infrastructure. We've reached a good consensus point there. this alignment, basically the impacts associated with this flood need to be removal of trees. And I'll show you in a plan in a second. Not all of the trees, but certainly a stretch. Certain stretches in certain bits. But overall, the transmission main along this corridor is about 5,300 feet. There are two polar crossings. The more sensitive one, I'll show you next. But our overall design goals through this process have been to avoid environmental impact and obviously respect the sensitivity of the infrastructure that Ender has there and maintains there. So maximizing separation from the Hultman, minimizing impacts to adjacent wetlands, really avoiding them altogether, minimizing true as I said, due to the slope, this is kind of steep slope that goes down from the top of this burn. We do need to clear some trees.
So moving along to the east a little bit further, now we are in Weyland. And this is the area where I would say it's the most environmentally sensitive portion of the project, where there is stream culvert connecting to wetland areas. Our pipeline, the pink, needs to cross over. And that's the pink line is the proposed water line. This dark line is our proposed limit of disturbance. And we are proposing a trenchless method of installation to get across over this culvert top of it. We considered moving this out in closer to the wetland. There is, you know, another alternative would be to do an open cut across this wetland to get through. We really try to strike a balance between Yemdegere's wish for separation, you know, maximizing distance from the hultman and avoiding impacts to the split wind. So we are going to propose an auger bore method and the red boxes that you see on either end is where there would be basically a pit dug with a machine that will tunnel trenchously across here. This is a photograph of the wetland that's here on the south side.
This is just a photograph kind of illustrating what that type of equipment looks like for an auger bore. This will help us avoid impacts to the wetland strength. So we will be in the buffer zone only.
Okay, zooming back out and moving further east in the project, this orange arrow is where I'll show you next, and that is the pump station in Weyland at the intersection of Castle Road and Pump station is necessary to basically move the water along the transmission main from that M.D. connection so that it has the hydraulic capacity to reach the reef seal tank storage tank area for Weyland. We're proposing a 3.5 million gallon a day pump station. This would have two active pumps and one standby pump. We have some artist renderings shown here of
put in a noise damp generator so the noise would be similar to the traffic and that generator is unlikely to run very frequently.
As we move further along the proposed distribution main now we're along old kinetic path where for the most part replacing undersized mains and old mains with new water mains that have
a small section that won't need to be replaced near the high school that was replaced not locked off.
So this portion of the project represents about 7700 feet of new water main in old community path connecting the Castle Road Compestation to 27 and the age and the narrowness of the diameter of assisting pains. Really the impact
here is on traffic there certainly would need to be some single lane closures during construction but all the construction will be within the right of way that are already developed there aren't any wetland impacts along this area and lastly the happy hollow site here the orange star show you that
temporary shelter located within the blue flood zone already the three wells are here in these three dots so what we'd be doing is the wells would stay where they are they are relatively anywhere they were the place 2009 the treatment facility would be relocated to this area red box it would be a permanent venturized building all work would be the only impact in any wetland areas would be a temporary impact where we're getting rid of the existing temporary system once the new system is installed this would help resolve some operational problems too the existing system has pressure differential issues there will be multiple benefits of this project this drawing shows the proposed improvements you can see this blue line is the wetland buffers online so everything we're doing out of that new 4,000 square foot treatment building pretty basic re-engineered metal building would need storm monitor management and backwash pieces which you can see and then improvements to the access road the treatment capacity of that facility is
an example of a similar typical facility same thing it's a preliminary drawing of what it would look like and an example facility of something similar just lastly wanted to mention additional environmental benefits this map here shown on the right is showing the Concord River Basin the Sudbury River which forms the border of Wayland and the wells in Wayland they're all located in groundwater depleted sub basins so this project would enable the town to decommission three of those four sources this would reduce overall pumping groundwater in Concord Basin could benefit strength on the Sudbury River wrapping up here with project schedule and next steps as Ava outlined some of the timing for the MEPA activity the public commentary I believe ends December 8th that's right then we would be looking to file the next MEPA filing the environmental impact report sometime during January we'd be working on design through the spring in May 2026 the town would need to vote to approve construction funding and through the spring and summer we'd be working on our inter-basin transfer approvals through the Better Resources Commission legislative approvals and then followed by formal application to the MWA for admission to join the MWA finalizing our design and looking for the to meet the deadline for the state loan application in October fitting in early 2027 construction starting probably summer 2027 with the two years of duration and lastly more information is available the town has been maintaining a website I've got the link here you go to the DPW website you'll see it all the information that's been prepared to date posted there I believe this recording will be posted there the prior recording from October is posted there and then you know information on how to get more information from DVW Tom Holder's email here and then below to comment on the filing Ava's email is shown on the bottom hand so with that I'm happy to answer questions thank you again I think raise the hand function will be the easiest way to do this and if there's any questions it's about the project or the needed process it applies to it I've got a few questions of my own but just out of respect for folks' time especially this being an evening meeting I just want to give anybody in attendance in person or online the opportunity to ask questions first I don't see anyone raising their hand online currently all right well feel free to interrupt me also if anyone online is having difficulties can you send me an email I don't know if it's just in case the chat function isn't working so you said three of the well sources are going to be taken online is that all of them besides the campbell well happy hollow well it's the one where we keep online and treat so the campbell chamberlain and well would be deconitioned after so you're keeping the campbell well as an emergency house out I mean that's something we haven't really discussed fully with the town but it might be something they would want to consider is that correct yeah and what portion of the water supply is currently coming from the happy hollow wells it's about 500 gallons a minute right now so sorry no it's okay like probably more than a child right yeah on an average day yes average day demand is roughly 2.6 it's capable capable of 1.3 yeah but it's it's kind of cut in half right now yeah okay so I guess I'm going to try to read through the the ENF but kind of I mean it's described originally as a as a redundancy uh supply uh or a supply to achieve full redundancy but it seems like at least in the summertime you'll be using MWA water on a daily basis most likely yeah and do you have an estimate of how much withdrawal that will be um yeah I think your max day yeah your max day is more like 2.6 or so right yeah 2.6 is yeah I think we're thinking that it would probably be like 30% maybe someone is raising their hand a little louder Tristan I don't know if you can hear me can you hear me yes yes oh great okay thanks um yeah thank you for the overview that was uh very helpful I do have a question about the the transmission line I think it was um the line that you're you're going to be connecting the pump station right directly to the Reeves Hill tank is that correct I mean there's already a pipe that connects to the Reeves Hill tank this will but from all right so but the MWRA connection would be going directly to the Reeves Hill tank would there be services off of that line oh no there would be services yeah we'd be pumping into the distribution system at the castle okay do you have any plans then or can you elaborate a little bit on what kind of compliance you'll have with Wayland being a chlorinated system and the MWRA being chloraminated yes the plan is to match the water quality from MWRA we have done an evaluation during conceptual design we are going to target pH of the Huffy Hollow facility will be I believe it's eight or it's something around eight it's much higher than those currently so that would match MWRA's pH and
have at the moment I apologize if it doesn't show my hand being lowered but I don't think it's still right thank you thank you thank you so what kind of coordination have you done with the WRC at this point regarding the information transfer yeah we have had a couple of consultation meetings with WRC just to confirm you
we talked about the fact the town is hoping to do a single EIR we've also talked about there was a lot of discussion through community meetings here in Wayland about keeping all the sources versus converting fully to MWRA that kind of help those discussions with water resources commission to guide us towards the dual source solution just understanding that it's not really able to decommission all of your sources if some of them are useful so yeah we've had some options so it's been very helpful I don't want to speak for WRC because I'm not it's a complicated process to me still but so is there other sources that were
part of that being the cost of land but were there specific areas that were looked at for purchase or investigated for feasibility or was there always to not use any new service well I guess I'll say that in our alternative analysis need filing we do discuss the possibility of drilling a new well that was evaluated conceptually we looked at mapped areas of aquifers within the town the areas where there's mapped aquifers are the areas which already have those and all of these wells have PFAS so it was like we're going to drill for a new well we have uncertain yield we have uncertain water quality but it's likely to have similar levels of PFAS we experiencing so it's likely to be in a wetland area that needs filling so that we did rule a new
financial analysis of what it cost to potentially purchase those products but the new water treatment facility will provide PFAS treatment oh yes absolutely and also it would make these and iron as well no it's not going to need that yeah no that source does not have high levels of iron and and so I guess and I'm sorry I'm sure this is discussed in the ENF I believe we do it once at this point but if the new water treatment facility will have the capability of treating PFAS why I guess did you evaluate connecting your existing well sources to that water treatment facility to minimize the amount of water transfer yeah we did that's a good point I didn't really flesh that out in this particular meeting but let me go back to here's the
one thing we did look into was I think piping so here's the size of the source as you can see happy hollow is the second largest 1.35 baldwin is 1.51 so yeah if you were able to you know treat both baldwin and happy hollow you'd have enough water the problem is you'd have to pipe you don't have
it you know in the alternatives analysis I don't know the top of my head oh yeah sorry 4D right yeah so it is pretty far it was extremely expensive and then as you can see Campbell and Chamberlain not even far and small yeah yeah and it seems like you're doing you've designed this so far to really try to put the distance between yourself and the aqueduct but with the sort of a different town but with the aqueduct being a historic linear district once you see very old pump stations things like that is there
together so along the mwra corridor we're not touching any of their infrastructure except for the actual connection at so there wouldn't be any removal of any historic structures and the only removal of any structures will be again as Don mentioned at the happy hall of site the existing infrastructure there which is like circa 19 so yeah we did not start with mass historical already yeah so we have that Vanessa can you hear me yeah great thanks I just had a question about the max day request so in the EENF said you were looking for 3.5 million gallons per day but then earlier in this meeting you mentioned the max day that Wayland has typically been using is more like 2.6 so can you explain how you came up with the demand of 3.5 yeah that really would be in a scenario where happy hollow has to be offline and the tank has to be offline so we wanted to provide some sort the agreement I believe that the plan is to structure the agreement with MWRA not that we're going to be asking for you know 3.5 MGD for purchase but we wanted to go through the Interbase and Transfer Act sort of in the conservative scenario if that makes sense yes and what do you think the average day will be average day demand from MWRA yeah I mean I think during the summer it would be probably something like 0.5 MGD okay thank you I might have those numbers wrong but I can definitely confirm get back with them and I guess I mean just looking at your timeline do you have generally we'd like to see when people are around them ask to be at about 60% design but it doesn't look like that will be happening until after you intend to be filing the EIR and I'm just asking mostly because mostly looking at the
facility just don't order design plans things like that if you do others sorry I don't think I'm looking at the right but here yeah I can show it on the screen I mean I would say we've provided them 30% deliverable blood we feel like we're actually currently already a little farther along here it's on the screen thank you I can't see it very normal so I think we are not changing the book right like we our goal was we're going to establish our limit of disturbance at this point and then it will not change will there be any tree clearing on this site very minimal I think you can see the tree line here and the squiggly line I think they will be on this site that's a big field yeah this is all open like here you can see all the infrastructure is going to be open grass there's going to need to be some new piping going to the wells but really that's just like a very narrow corridor any fill within BLSF associated with that temporary alteration of the frame yeah the temporary alteration is related to the removal yeah and then you said I'm sorry I'm just not familiar with the agrobor method specifically usually we see horizontal directional drilling are those similar or it's not my specialty either but I believe I believe the agrobor actually has like a you know when you directional bore you're kind of forcing the mud through the dirt that makes sense weird oh and then what changes are going to be implemented to address the you can't talk a little bit more it seems like you're having a lot of problems associated with the difference in pressure in operating pressure what changes will be implemented that will address that yeah good question the new treatment facility happy hall
right now the well pumps just are pumping through the treatment that is trouble and then that you said the existing PFAS treatment is a least facility I've not seen that before so I'm assuming a permanent pilot like it's a full scale pilot yeah I know we constructed it very quickly when we discovered the PFAS here in town because we wanted to get something in place to put it as possible but then we started to run into these pressure issues and we get 500 gallons a minute out of it so yeah Kristen hi Ava yeah the piloting is very common across the entire state and a lot of systems actually lease the facilities until they're done with piloting so there's still a pilot study report that would be required in another

Awesome. I think she should be set. Okay, great. I just, sorry, to reiterate, this meeting is being recorded. So, for an overview of the MEPA process, it applies to projects that meet or exceed MEPA review thresholds and also acquire an agency action. We're here today in reviewing the Environmental Notification Form, or EANAP form. He'll be referred to it as that a lot. This project requires the preparation of additional filings with the MEPA office for two as Environmental Impact Imports, or EIRs, because it exceeds a mandatory EIR threshold, specifically the one that applies to a new interfacing transfer of water of one million or more gallons per day or any amount determined significant by the Water Resources Commission. It also requires an EIR because it is located within one mile of one or more environmental justice or EJ populations. It also exceeds the E&F thresholds related to the construction of a new drinking water treatment plant for the capacity of one million or more gallons per day. The agency actions required for this project are several permits and approvals by both MWRN and MassDEP. The project will also receive financial assistance from the state in the form of SRF or state-revolving funding from MassDEP, or which is administered by MassDEP, I should say. The meeting process requires that agencies, specifically the agencies taking those actions, evaluate all feasible measures to avoid, minimize, and mitigate environmental impacts prior to those actions being taken. It's not itself a permitting process, and we do not approve or deny projects. It's really a mechanism to understand what exactly the existing conditions are on a project site, what is being proposed by a project, the impacts associated with it, and again, what measures are being taken to avoid, minimize, and mitigate environmental impacts. The process is initiated by an E&F, and at the end of this process, the certificate will be issued. The certificate is a word we use, but it doesn't close review of the project, and it's not an approval of any sort. It's really a report that will identify whether the project complies with the meeting process or whether an additional review is required. In this case, because the project exceeds a mandatory EIR threshold, it will include a scope that identifies the information that should be provided in the next filing, which is the EIR. If you – well, typically, two additional filings are required for mandatory EIR projects with a draft EIR and a final EIR. In this case, an expanded E&F or an EIR that contains much more detail than you would typically see in an E&F has been submitted with a request to consolidate that process to one single EIR. So there would be only one filing after this. The certificate that I mentioned will identify whether that request has been granted, and either way, it will contain a scope for the next EIR. The purpose of tonight's visit is for myself, agency officials, and interested members of the public to get an overview of, again, the existing conditions on site, the project itself, what's being proposed, and its environmental impacts. There will be an opportunity, I would say, at the end of this presentation, just to keep it organized, to ask questions about either the project or the meeting process as it applies to the project. And again, if you could just raise your hand, I think we can make that work. There's also an opportunity for public comment. Comments for this project will be accepted on and before Monday, December 8th. You can email those directly to me. My email is eva.von, spelled B-A-U-G-H-A-N, at mass.gov. We also have a MEPA public comment portal, sorry, MEPA public comment portal available online, but I am the one reviewing comments either way, so it's really whatever you're more comfortable with. If you do comment on this filing, you will be notified when the next filing, that EIR, is filed in the future. We don't have a specific timeline with that, so sometimes it's the best way to stay on top of projects. And again, that certificate that I mentioned will be issued on Monday, December 15th, and it'll be posted publicly with any comments received on the project following business day. That, we're going to, I mean, we can just always reduce ourselves, and then even up to you for the presentation. And again, everyone could hold questions to the end. That will be good. My name is Dawn Malati, the water superintendent. Hi, I'm Kirsten Ryan. I'm the senior project manager with Kleinfelder. Also joining us on Zoom is Kate Riley, community outreach manager for Kleinfelder. And of course, our interpreter, Alexander Rodrigo, is in the Portuguese interpretation channel. So, good evening, everybody. As Ava mentioned, we're going to have a presentation. I've got probably about 25 to 30 minutes of content, and then we have plenty of time for questions and answers. We did a meeting on October 23rd, which has been recorded and is available on the Pounce Project website. This content will be, aside from the overview of the meetbook process, which Ava just described, I appreciate that, a lot of this content is very similar with perhaps slightly more detail. So, just a really quick, the objectives of the meeting here, we're going to talk about, we'll provide an overview of the Whelan water system, talk about some of the challenges that the water system is facing, sort of the why are we here talking about this project. Then I'll actually describe the what, the details of the proposed project, what the existing conditions are, the proposed project elements, environmental impacts, potential environmental impacts, and what we have done to try to minimize or avoid those. And then we'll finish with schedule, next steps, and then question, period, and where to find more information. And Ava's email, I have that on the very last slide, so that I know you spelled it out, but it'll be, you'll see that at the end with the link for me, but. Okay, so objectives here, Ava kind of gave a summary already, but we're here to describe this major public health improvement, water infrastructure project. And this kind of was covered with what Ava mentioned, but due to the size of the project and the nature of funding and approvals needed, it's required to go through the Massachusetts Environmental Policy Act or MEPA process to provide an opportunity for public comment. So, again, this is intended to give information to state agencies and community members, provide an opportunity for public education and engagement, and let you know where you can find more information and how to provide public comment. So, first, as I said, we'll start with a bit of an overview on Whelan's water system, shown in a map here on the right.
Serves about 14,500 people and has over 100 miles of water means. There are four groundwater supply well fields, shown here, labeled on the map. Baldwin Pond Wells, the Campbell Well, the Chamberlain Well, and the Happy Hollow Wellfields. They have one storage tank that's existing and another tank under construction. So, in summary, the reason for this project is, and we'll talk about it in a few more details shortly, but the system has multiple challenges requiring a long-term solution for public health and safety of the water supply.
Now, the other water system that we'll talk about quite a bit is the Massachusetts Water Resource Authority system. This is a map showing the MWRA system as it passes through the Metro West area. You can see in this yellow circle, that's where Weyland is, and bordering to the left is Framingham, City of Framingham. The MWRA water pipelines run through Framingham to the east through Weyland and continue on. And, in particular, this area near the border of Framingham and Weyland is where the two pipelines come together, the Holtman Aqueduct and the Metro West Tunnel. They come together at a structure that's called Shaft L that is located in Framingham near the border with Weyland. And I also wanted to just mention that all of Framingham's water is supplied by the MWRA, unlike Weyland. So Weyland has this infrastructure running through it, but it's not currently connected to it.
All of Weyland's town wells have PFAS contamination. This is a man-made substance or chemical with known health risks. And the contaminant levels, if they're not treated, they already exceed, in many of the wells' current Massachusetts regulatory limit of 20 parts per trillion. You can see in the graph over here, two of the wells are shown above this. Well, this is the new federal regulation at four. But, basically, the bottom line, without going into a full lot of detail, is that some of the wells are already over the mass limit and almost all of the wells will exceed the Massachusetts limit, I'm sorry, the EPA regulation, which becomes effective in 2029. So Weyland really needs a long-term solution to be able to deliver drinking water that meets regulatory requirements. In addition to that, we do have a lot of areas of very old water main in need of replacement. So part of this project will be addressing that concern.
And kind of to give you a little bit of the history of the challenges and the process that Weyland has undertaken to date, starting back in 2021, this problem was discovered, the elevated levels of PFAS contamination. Weyland installed a temporary treatment system, a leased treatment system at the Happy Hollow well site. With this system, the PFAS is removed to non-detectable and the water meets regulations right now, but the system is not designed for long-term uses. It's not a fully winterized building. The building is located in a flood zone.
During 2021 through 2023, Weyland undertook a really kind of extensive well-thought-out process to study various long-term options. We looked at everything from installing brand-new treatment facilities at all four of the well sources. We looked at completely decommissioning all of Weyland's local groundwater sources and doing fully supplied by the MWA as one option. We looked into connecting or obtaining water from neighboring communities. I should say also that's not on this list, but we did look at that. Many of the neighboring communities are either in a similar situation to Weyland or like Cramingham, they are already supplied by the MWA. So there would be kind of a high surcharge on top of that if you were just to buy water from the plant. And lastly, we looked at a dual source or treating one or more of Weyland's local wells and supplementing it with an MWA connection. In 2023, we did recommend the dual source on the basis of, you know, being the least costly in the longer term and the least environmentally impactful. And the town did have a town meeting vote to pursue a membership with the MWA. They also needed to construct an emergency pump station to deal with the many water supply challenges in the interim. So looking a little bit more at the long-term supply alternatives that we evaluated. And in 2024, we developed some conceptual design alternatives evaluations. We looked at each of Weyland's well sources for feasibility of installing treatment to last into the long-term for the foreseeable needs. Three of the four well sources for Weyland really quite simply do not have enough suitable land. And you can see each of those pictures talked about one by one. The Campbell source here on the lower left, you can see it is located sort of right within a floodplain area, which is the blue shading. It's got some higher ground right associated where the building is right now. It does need treatment for iron and manganese removal. It would need PFAS treatment. It needs to get a well replaced in the future. And all of this would require basically either filling wetlands and or buying adjacent land. This is really not an ideal situation or a feasible situation. Very similarly, the Baldwin Pond site, which is this picture, lower middle, the existing buildings are here. These dots, these three dots are the wells, the existing wells. The blue and orange are flood zone areas. You can see there's adjacent buildings and property really quite close by. Again, to build a facility that would treat for iron and manganese and PFAS to provide enough space for future well replacements, it doesn't have the land that's required to even do future well replacements, which needs to be much larger than this to have a conforming zone line. So similarly, not really enough suitable space. Chamberlain well, again, you can see the building and the existing well is within the floodplain. This also needs PFAS treatment and there's no space for that future expansion.
Lastly, the Happy Hollow facility is shown in the figure here. This was the only site with enough space, enough suitable space within an upland area to construct new treatment facilities without filling in wetlands or buying any additional property. We also evaluated a new connection to the MWRA at their shaft L. We've been consulting very closely with MWRA through this process. So we found that that would be feasible and acceptable to the MWRA. So in May 2025, the town of Whalen had a meeting and voted to fund the design of this dual source solution. So bringing us up to pretty much the current day, we completed the 30% design milestone in August. This past August, we started the 60% design in October. So we're at the point now where we're looking for agency feedback before we advance to more details.
I'm next going to start walking through the details of the proposed project. As I said, this solution that we're proposing is a dual source. This was found to be the most cost-effective feasible solution would be lowest environmental impact. And that would consist of a new water treatment facility at the Hopi Hollow Wellfield. You'll see this abbreviation, HHWTF, to represent that. This would be a new permanent facility replacing the existing temporary facility located up out of the flood-prone area with approved treatment processes to provide a more reliable long-term supply. It would also have treatment chemistry that would be compatible with the MWRA's water system. The other element, the big element, is the new connection to the Liberty Water System. Connecting at Shaft L in Framingham near the Holtman Aqueduct with the new transmission pipeline running from that connection to a new pump station at Castle Road, Weyland. And then we would need to upgrade the existing distribution system water mains. They are undersized and 90 years plus folded. So again, I'm going to show you maps and I'll show you a large scale map first, then I'll zoom in to each of the particular elements one by one to talk about them further. So on the left here, you can kind of see the locus where we are, this blue line that starts in Framingham and extends eastward up to Old Connecticut Path to the intersection of Route 27 is the project limits. You can see here that's blown up larger. So again, the connection at Embirid Shaft L shown here at the western limits of the project within Framingham and then the pipeline running along the Hultman Aqueduct Easement or Corridor parallel to it. A proposed pump station here at Castle Road, the intersection of Castle Road and Connecticut Path and then the distribution system improvements going all the way up Connecticut Path to near the intersection of Route 27 and then the Happy Hollow Wellfield which is where the new treatment facility would be is shown right here. Again, also needs to be two locations. So starting on the western limits of the project, Shaft L, you can see a picture of that facility as it looks right now. It's near Oxbow Road in Framingham, the existing Mdegere shaft of the building and then on the right you can see a design preliminary design plan showing the existing building right here. There would be a new connection, the Mdegere is going to be designing a connection stub to accept a new connection from Wayland and this pink line represents our proposed water line. This configuration is basically kind of what Mwra is requiring us to do to kind of loop around the facilities that exist there. So this alignment has been developed with close coordination with the Mwra. This would be a new 20-inch water transmission pipeline. And this blue shading that you'll see on some of the subsequent drawings as well is the Holtman Accreduct itself. So we would need to cross over that there.
Now I'm going to move further east to where this orange arrow is pointing. I guess I'll just say like between Shopdale and kind of where the next photos I'll show you. It's pretty much just the open grass area of this Holtman Aqueduct. There's really not much in the way of any environmentally sensitive features or anything there. We'll look at a location that's near Whetland here. Actually that's the next section. This is not right here. This one here, let me show you. So here is an area roughly getting closer to the intersection of where Whetland and the Whetland and Framingham town border is. And the pink line here represents where that pipeline would go roughly. We're facing west in this photo. So the pipeline is on the southern side of the Holtman. And again, we've been having lots of discussions at the WRI to make sure that we're designing something that is constructible and has got sufficient separation from their infrastructure. We've reached a good consensus point there. this alignment, basically the impacts associated with this flood need to be removal of trees. And I'll show you in a plan in a second. Not all of the trees, but certainly a stretch. Certain stretches in certain bits. But overall, the transmission main along this corridor is about 5,300 feet. There are two polar crossings. The more sensitive one, I'll show you next. But our overall design goals through this process have been to avoid environmental impact and obviously respect the sensitivity of the infrastructure that Ender has there and maintains there. So maximizing separation from the Hultman, minimizing impacts to adjacent wetlands, really avoiding them altogether, minimizing true as I said, due to the slope, this is kind of steep slope that goes down from the top of this burn. We do need to clear some trees.
So moving along to the east a little bit further, now we are in Weyland. And this is the area where I would say it's the most environmentally sensitive portion of the project, where there is stream culvert connecting to wetland areas. Our pipeline, the pink, needs to cross over. And that's the pink line is the proposed water line. This dark line is our proposed limit of disturbance. And we are proposing a trenchless method of installation to get across over this culvert top of it. We considered moving this out in closer to the wetland. There is, you know, another alternative would be to do an open cut across this wetland to get through. We really try to strike a balance between Yemdegere's wish for separation, you know, maximizing distance from the hultman and avoiding impacts to the split wind. So we are going to propose an auger bore method and the red boxes that you see on either end is where there would be basically a pit dug with a machine that will tunnel trenchously across here. This is a photograph of the wetland that's here on the south side.
This is just a photograph kind of illustrating what that type of equipment looks like for an auger bore. This will help us avoid impacts to the wetland strength. So we will be in the buffer zone only.
Okay, zooming back out and moving further east in the project, this orange arrow is where I'll show you next, and that is the pump station in Weyland at the intersection of Castle Road and Pump station is necessary to basically move the water along the transmission main from that M.D. connection so that it has the hydraulic capacity to reach the reef seal tank storage tank area for Weyland. We're proposing a 3.5 million gallon a day pump station. This would have two active pumps and one standby pump. We have some artist renderings shown here of
put in a noise damp generator so the noise would be similar to the traffic and that generator is unlikely to run very frequently.
As we move further along the proposed distribution main now we're along old kinetic path where for the most part replacing undersized mains and old mains with new water mains that have
a small section that won't need to be replaced near the high school that was replaced not locked off.
So this portion of the project represents about 7700 feet of new water main in old community path connecting the Castle Road Compestation to 27 and the age and the narrowness of the diameter of assisting pains. Really the impact
here is on traffic there certainly would need to be some single lane closures during construction but all the construction will be within the right of way that are already developed there aren't any wetland impacts along this area and lastly the happy hollow site here the orange star show you that
temporary shelter located within the blue flood zone already the three wells are here in these three dots so what we'd be doing is the wells would stay where they are they are relatively anywhere they were the place 2009 the treatment facility would be relocated to this area red box it would be a permanent venturized building all work would be the only impact in any wetland areas would be a temporary impact where we're getting rid of the existing temporary system once the new system is installed this would help resolve some operational problems too the existing system has pressure differential issues there will be multiple benefits of this project this drawing shows the proposed improvements you can see this blue line is the wetland buffers online so everything we're doing out of that new 4,000 square foot treatment building pretty basic re-engineered metal building would need storm monitor management and backwash pieces which you can see and then improvements to the access road the treatment capacity of that facility is
an example of a similar typical facility same thing it's a preliminary drawing of what it would look like and an example facility of something similar just lastly wanted to mention additional environmental benefits this map here shown on the right is showing the Concord River Basin the Sudbury River which forms the border of Wayland and the wells in Wayland they're all located in groundwater depleted sub basins so this project would enable the town to decommission three of those four sources this would reduce overall pumping groundwater in Concord Basin could benefit strength on the Sudbury River wrapping up here with project schedule and next steps as Ava outlined some of the timing for the MEPA activity the public commentary I believe ends December 8th that's right then we would be looking to file the next MEPA filing the environmental impact report sometime during January we'd be working on design through the spring in May 2026 the town would need to vote to approve construction funding and through the spring and summer we'd be working on our inter-basin transfer approvals through the Better Resources Commission legislative approvals and then followed by formal application to the MWA for admission to join the MWA finalizing our design and looking for the to meet the deadline for the state loan application in October fitting in early 2027 construction starting probably summer 2027 with the two years of duration and lastly more information is available the town has been maintaining a website I've got the link here you go to the DPW website you'll see it all the information that's been prepared to date posted there I believe this recording will be posted there the prior recording from October is posted there and then you know information on how to get more information from DVW Tom Holder's email here and then below to comment on the filing Ava's email is shown on the bottom hand so with that I'm happy to answer questions thank you again I chamberlain and well would be deconitioned after so you're keeping the campbell well as an emergency house out I mean that's something we haven't really discussed fully with the town but it might be something they would want to consider is that correct yeah and what portion of the water supply is currently coming from the happy hollow wells it's about 500 gallons a minute right now so sorry no it's okay like probably more than a child right yeah on an average day yes average day demand is roughly 2.6 it's capable capable of 1.3 yeah but it's it's kind of cut in half right now yeah okay so I guess I'm going to try to read through the the ENF but kind of I mean it's described originally as a as a redundancy uh supply uh or a supply to achieve full redundancy but it seems like at least in the summertime you'll be using MWA water on a daily basis most likely yeah and do you have an estimate of how much withdrawal that will be um yeah I think your max day yeah your max day is more like 2.6 or so right yeah 2.6 is yeah I think we're thinking that it would probably be like 30% maybe someone is raising their hand a little louder Tristan I don't know if you can hear me can you hear me yes yes oh great okay thanks um yeah thank you for the overview that was uh very helpful I do have a question about the the transmission line I think it was um the line that you're you're going to be connecting the pump station right directly to the Reeves Hill tank is that correct I mean there's already a pipe that connects to the Reeves Hill tank this will but from all right so but the MWRA connection would be going directly to the Reeves Hill tank would there be services off of that line oh no there would be services yeah we'd be pumping into the distribution system at the castle okay do you have any plans then or can you elaborate a little bit on what kind of compliance you'll have with Wayland being a chlorinated system and the MWRA being chloraminated yes the plan is to match the water quality from MWRA we have done an evaluation during conceptual design we are going to target pH of the Huffy Hollow facility will be I believe it's eight or it's something around eight it's much higher than those currently so that would match MWRA's pH and
have at the moment I apologize if it doesn't show my hand being lowered but I don't think it's still right thank you thank you thank you so what kind of coordination have you done with the WRC at this point regarding the information transfer yeah we have had a couple of consultation meetings with WRC just to confirm you
we talked about the fact the town is hoping to do a single EIR we've also talked about there was a lot of discussion through community meetings here in Wayland about keeping all the sources versus converting fully to MWRA that kind of help those discussions with water resources commission to guide us towards the dual source solution just understanding that it's not really able to decommission all of your sources if some of them are useful so yeah we've had some options so it's been very helpful I don't want to speak for WRC because I'm not it's a complicated process to me still but so is there other sources that were
part of that being the cost of land but were there specific areas that were looked at for purchase or investigated for feasibility or was there always to not use any new service well I guess I'll say that in our alternative analysis need filing we do discuss the possibility of drilling a new well that was evaluated conceptually we looked at mapped areas of aquifers within the town the areas where there's mapped aquifers are the areas which already have those and all of these wells have PFAS so it was like we're going to drill for a new well we have uncertain yield we have uncertain water quality but it's likely to have similar levels of PFAS we experiencing so it's likely to be in a wetland area that needs filling so that we did rule a new
financial analysis of what it cost to potentially purchase those products but the new water treatment facility will provide PFAS treatment oh yes absolutely and also it would make these and iron as well no it's not going to need that yeah no that source does not have high levels of iron and and so I guess and I'm sorry I'm sure this is discussed in the ENF I believe we do it once at this point but if the new water treatment facility will have the capability of treating PFAS why I guess did you evaluate connecting your existing well sources to that water treatment facility to minimize the amount of water transfer yeah we did that's a good point I didn't really flesh that out in this particular meeting but let me go back to here's the
one thing we did look into was I think piping so here's the size of the source as you can see happy hollow is the second largest 1.35 baldwin is 1.51 so yeah if you were able to you know treat both baldwin and happy hollow you'd have enough water the problem is you'd have to pipe you don't have
it you know in the alternatives analysis I don't know the top of my head oh yeah sorry 4D right yeah so it is pretty far it was extremely expensive and then as you can see Campbell and Chamberlain not even far and small yeah yeah and it seems like you're doing you've designed this so far to really try to put the distance between yourself and the aqueduct but with the sort of a different town but with the aqueduct being a historic linear district once you see very old pump stations things like that is there

right now the well pumps just are pumping through the treatment that is trouble and then that you said the existing PFAS treatment is a least facility I've not seen that before so I'm assuming a permanent pilot like it's a full scale pilot yeah I know we constructed it very quickly when we discovered the PFAS here in town because we wanted to get something in place to put it as possible but then we started to run into these pressure issues and we get 500 gallons a minute out of it so yeah Kristen hi Ava yeah the piloting is very common across the entire state and a lot of systems actually lease the facilities until they're done with piloting so there's still a pilot study report that would be required in another
