So this is calling to order the meeting for October.
One may walk or may participate remotely with the meeting that can be found on our agenda.
Pursuant to chapter two of the acts of 2025, this meeting will be conducted in person and via remote
means in accordance with applicable law. This meeting will be recorded and made available to
the public on WACAM as soon after the meeting as is practicable. So with that, it's calling to
order is 8.34 a.m. And we are hybrid meeting. So we have three people in person, Karen, Katie,
and Becky, and then David is remote. And we should have Jeff joining us shortly, but he's not quite here
yet. So with that, we have Tom Faye also joining us. I know, Tom, you have some limited time
beforehand. So the question of on Monday, you guys, the select board is interviewing a potential member
for EDC. So David had mentioned that he knew her. So we'll try to connect with her before
Monday's meeting, maybe over the weekend, if we're able to sort of squeeze that in.
But sounds like she's a long time Wayland resident and would be a potentially a good addition. So
we'll try to make that connection. So you guys have some good feedback as of your Monday meeting.

So, Tom, since you have limited time, one of the items on the agenda is a joint meeting with the select board. Is there any more insight as to when that might be? Is that going to be November? Were you able to reach out to Carol Martin, the chair, to confirm what her thinking was. But my bad memory was it was definitely going to be in November or earlier than December of this year. Okay. All right. So I would say if we can meet in November, if we have a new member, there's some question that Val is saying going, you know, sort of as we settle it out and we can, you know, we can talk about the goals, but let's just have it next time. So if we could do it after our November 12th meeting. So kind of second half. And if you have one that's kind of squeezed in there before that and Thanksgiving, that'd be perfect. Or we can kind of do beginning December. Yeah. I recommend you just send an email to Tom Martin and tell her what date, what period of preference, and then she'll
Perfect. Okay. I will do that. Anything else in particular, Tom, you wanted to chime in on? One point of interest I would ask is I think that you have been talking tentatively and I don't know if it's open knowledge who the buyer of town center is, but you've been meeting with them. Any insights as to... It's not public yet. It's what? It's not public. Right. So, but the question is, do we know any, anything about when the closing may happen? Or otherwise? I defer to Robert Hummel on that video. 30 to 60 days. This is still 30 to 60 days, potentially. From today or from when you were talking to them last? It was like two, a few weeks ago, three weeks ago, we talked, we discussed with them, so. Okay. All right. They're moving along. They're going to buy it. They just, they just got to do it. The legal paperwork signed up today. Yeah. It's a typical time frame. I mean, we were thinking it would probably be like the end of October-ish, so. So they're, they're, they're waiting to get this, get started and get their fee rolling, so. Good. Um, Tom, anything that you wanted to add on any of the topics as we, if you have limited time, anything that the select board, um, is focusing on that we might want to be paying attention to or otherwise? Hey, Jeff. Jeff has joined us at. I'm, I'm somewhat encouraged by the ownership, the potential ownership group of the new town center. I think at least one of them is a local person. And I think that's huge in developing a vision for, for the town center that will make it even more successful and more productive. I did stop by and introduce myself to the new owner of the falling ball company. That's the company that replaced the BSC space. And, um, lovely, uh, lovely person. And they seem quite busy over there already. That would be a nice, uh, nice-ass town center. And it's all about footpath, right? That type of space and so on. I think that, I think that is financing. And frankly, my hope is that in a year's time, the entire space will be pretty, pretty, pretty forward. Maybe even with some local businesses, which I think the provision of these new owners, that would be, uh, they'll be wrong. Other than that, not too much to explore, um, economic, economic development. Nice to see some progress, of course, and construction situate businesses. Hopefully it'll be done sooner than later. Father probably has a better handle on the time. Okay. And as it relates, kind of related topic is the sort of playground slash, um, splash pad and, uh, you know, amphitheater type of thing that you guys met. I was on vacation. I did not watch it, but anything that you wanted to relay. I think the question is, what are next steps? Um, you may be coordinating with David and Katie. I'm not sure, but from the select board's point of view, is what are next steps in your mind, just making sure we're on the same page. Well, I won't stick with the board, but we can certainly discuss it when the two boards meet in the upcoming weeks. But, great to have David and Sarah came with us to talk about the ideas. So, uh, I guess, uh, uh, our private collaboration, uh, uh, the big business plan that we're not interested. So, uh, uh, uh, uh, the second level, uh, the critical network, uh, questions, So Katie you were at the meeting David did we have anything that we needed to check in with Tom about as far as like next steps I kind of feel like the ball was perhaps with the select board um so David I don't know if you want to follow up with Tom or yeah I think yeah I think I think we um how I understand we landed and Tom feel free to correct me but we want to follow up and basically have a sit down at least as a group especially with the health department included or town manager and really address that item number one which is any potential concerns there and how to proceed with within the restrictions that might be present on the Raytheon side. And then number two was really trying to find through the planning board and you know the town manager's office the right um way to sit down potentially with the new owners of the plaza and have that discussion. So Tom that's how I understand it and I think you know EDC will do you know exactly or anything that the select board you know would like us to proceed and move forward with um we're we're just trying to help in any way and uh you know we'll take the guidance you got. So um all right so um all right so I'll reach out to the two of you um over the next day or two I'll also connect with the select board chair and town manager um to continue the discussions may be prudent even though he doesn't complete new town center home they may be interested in still sitting down on some of these ideas so let me look into that and and let's connect to the next two or three days. Okay I I am just FYI out of office um or out of country next week so I think Katie would um maybe you'd be able to take the lead on on that side and just keep it moving. Yep sure thank you and I guess um Tom just to follow up on like one more point um any insight or um any way to kind of move the needle on if this would need like a town vote um at town meeting? I think it depends for example it really depends on the vision of the new town center home if there's a need or desire to have a land swap the answer is yes. But if you know you tell central owners want to do things on their land not in town then unlikely that a town meeting would be needed there's certainly an expenditure of money needed for projects on town and that would likely need a town. It kind of depends on on the aspects we think you're thinking about. Okay. You would need to go back to the planning board to amend this the master special program. Same plan for the town center problem. So isn't it recreation that's in the town green? Why would recreation? Because it's part of the whole master special program concept. The decision the big settings on page decision. You have to go back to amend that. You have to go back to plan board to that. Or anything on town green? I mean if you can change it at all. Remember the sea away we had to go back to sea away and amend that decision for that too. Right. But that was a built structure and it's it's a building that needs building. It needs to change the contract to the decision so. Okay. Yeah, I think, Robert, I mean, we'd heard a net mention, you know, some aspects around that with like a two acre rule and a prior, you know, bylaw that had been issued to that extent. So I think, you know, much of what we want to do on the EDC side is just try to understand what those barriers and roadblocks might be to execute something like this. So, you know, if you could maybe send a note out to us as, you know, if I could request that and, and, you know, share what you feel are, you know, the current bylaws in place. I think that would just help us understand what we're working with here. Also, the, there might be some. togetherness because I know the, the, the town center or potentially want to do. We would like to also see a play, potentially a playground on that green. So there is like, I feel like. You might have to wait a little, just a teeny bit longer until they get out of place. Because I feel like they have a vision and you have a vision. It's like, but we need to together. Made to like one vision that we cannot work together and not highlight court. I'd have the, the, the town staff and the town or on this path. It's like we could work together. We could work together. So once, once everything kind of slows down and they sign a contract, let's pretend to like bring you guys in and have a meeting. Yeah. Potentially. Well, one of the key things is the environmental, which regardless, we need to know that. And we should know that by the time we sit down with them. So I would say that's one thing that absolutely should. I mean, David, you've always been saying that's, that's a go or no go. Right. Can't do it. We can't do it. So that's on us to figure that out. So we absolutely should do that. And then we'll be ready to have that meeting. Like whoever actually actually controls the playground was the property that that sends you to figure out a little later. Is there any part of this proposed on the private land? This is all on the town green, right? Uh, correct. That's what we've looked at. Yes. Right now. But it might be. Right. And they have, they have some ideas on their own land potentially too. So. Yeah. It makes perfect sense. It's, it feels like to, to have this deal go through and then connect with them. It sounds like they have energy for this, but number like the Raytheon, uh, we need to get our arms around that. Yep. What would be the, what would be the steps to do that, Becky? Well, so Tom, it sounds like you'll meet with David and Katie and then, you know, sit down, maybe it's like McCall or whatever, just to really sleuth out that issue. And we have a good understanding of that. It's like, we're not going to talk to Raytheon yet, but it's just understanding, you know, maybe a quick conversation with Ben Gould or digging up your paperwork, et cetera. But just so we understand that, you know, we know, and if there is an environmental concern, maybe we do encourage them to put it on the private land. You know, there's, that is really one of the key drivers here. So if we could resolve that in the next month, that would be, that would be ideal. Are they allowed to do it on private lands? If there's an environmental restriction? No, Raytheon restrictions would, would be in place regardless of private or public, um, you know, owners. It's, it's purely just, they have their own restrictions. They have to cover liability. They know what the site past history was. They, they own that going forward in terms of any potential issues with it. Can we just get another site plan? I know it's been somewhere out there in the past, but showing the private versus the public. In town, in town center. Yeah. Yeah. I can send you the document just so you see it. Yeah. I'll start that around. So it'll be a good reminder. It's a good idea. Yeah. Okay. It's Becky. It's also available from the GIST database. Is that right? Like you'd be able to see ownership levels on those parcels. Yeah. Yeah. It feels definitely show that you can see it online. If you just want to map map. Uh, but then there's also like almost like a really condominium document of who is on. Yeah. It's like a site plan. Yeah. Yeah. It's like a site plan. Yeah. It's like a site plan. It's like a site plan. Yeah. And it's like, we're going to have to remember. And I think there's obligation for the owner to be taking care of the green. Hmm. Even when it reverts. So that'd be good to kind of check out that one as well. So. Just so we all have it. It's just good to have in here. I think the last thing to add, and I'm not sure if this was said already, but you know, as it pertains to all the other potential avenues, Robert, like you were talking about for, you know, the site and if it's town overlap or, you know, independent ownership of the Plaza. Um, you know, there's other groups that are interested in that area, like the dog park group. Yeah. And I, you know, it's worth just if the planning board can help facilitate and select board can help facilitate bringing all these parties and discussions together and really finding the right fit for everyone. Um, you know, I think when it comes to the ideas of, of a land swap, there may be some pros and cons to consider. Perhaps if we did a land swap, does that limit the town usage of a pavilion and amphitheater for concerts and other events? Um, and how we would manage that. So I think it's just, it would be worth the discussion at a high level. Um, before, you know, we get too far in any of those other, um, plans. So, thank you. So it sounds like we, oh, sorry. Can I just, yeah. Don't want to belabor this. I know we've been talking about it for a while, but one quick thing to mention, um, is the splash pad is something in terms of environmental funding, maintenance, all that sort of stuff is maybe on the back burner TBD down the line. But I just think when we talk about this project, we should probably not call it a splash pad. You just need to name it something that's maybe, um, like called recreation area, something like that. That's a little bit more all encompassing of, um, the stage, the, um, amphitheater. So Tom, just as we're talking about that, something to note, um, you know, maybe a more wholesome term that kind of incorporates all these different things. Um, it's a great point, Katie. We'll work on the brand. Yeah. Yeah. We'll, we'll come up with a good, because I think a splash pad definitely puts an image in people's minds. And for a year, I was thinking, oh, don't we just go down and touch a fire engine, but it's really. Yeah. Festival. Right. Well, it used to be just touching a truck. Yeah. Yeah. Yeah. Okay. All right. So next step is. So maybe call it like recreation area or something. I don't know. Yeah. We'll figure out, figure out a rebrand. So Tom, you're going to reach out to Katie and David. Katie will pick up the reins while David's out. Um, I'll circulate around the documents. I'll copy Robert. Robert, if you can tag on. If something happens on that town green, something will happen on that town green. What would it mean in terms of approvals needed from the planning board? Yep. Yeah. Awesome. The only thing I'll say, Becky, is. Yep. Um, it sounds like the vision of your committee is to make town green more active. Yes. Or have activities that would draw more. Yes. So if you have examples of studies that have been done from other communities, the state of the parts of the country. Yes. That might be helpful. Because it would. Provide. In addition with the will. Your argument. That. It looks nice. Now, but it could be more productive with. With. Yeah. Go ahead, David. Yeah. Go ahead. I think we, we tried to, I know the memo was quite lengthy that we, we did send out. Um, back in September 4th. And we included use cases there that did more or less, I think, uh, show, uh, the variability of success and using these different elements. So, you know, some of those being like the rent them outlets where they put a playground really in the middle of the outlets actually, and it was plaza owned and they saw a significant pop in activity. And that was a directly a quote from common, the playground vendor who, who did the project. Um, we've also looked at other plazas or other areas like the Acton site and then down on Trapelo road. So I think we tried to highlight those in the memo. If you have any questions on those, um, you know, please feel free to just give us a buzz. And then our, as far as the other use case justification, uh, what we provided last Monday, I believe it, you know, two Mondays ago, when we did the fast tax map, we were working off of national parks association and other websites that were showing, you know, the percentage increase that you would see in, in property valuation, uh, due to that foot traffic, uh, holds. So eight to 20% generally would be the commercial landmark appraisal value change. But we went on the, on the very, very low end of that at 3%. And then on the residential appraisal within a certain distance, it was, um, uh, two to 5%. And we went even lower and just said, let's call it 1%. So I think we've got good basis, good justification. And, and we can try to consolidate that. If that's the request and make it easier. Um, I'll, I'll look at that again. And so. We have another one coming in for moon nails on Monday, which is, we'll be there, but it wasn't scheduled by us. They scheduled it. They had one last night, which was also they scheduled their own. They were kind. So. Um, I mean, you guys turn out to rain is closed. Finally. Why? Yeah. Yeah. Yeah. You can look at the information, uh, the architect has already come in. Um, um, and he's ready to come in and discuss the first, the first piece of property on the, on the front. Mm-hm. And again, the attorney for instance, as soon as possible, getting that started. Yeah. All right. And then what's going on with planning board these days? Is anything happening with. Um, Route 20 or anything? Uh, when I was a little busy with, uh, the Copic church and the Carol school. So there was a big meeting the other night. Uh, yeah. We had 105 people. Yeah. So we're popular with that right now. Um, no, it's the Route 20 thing is still going on. It just, we have a big projects to like require an attendant. And so. And the, the Carol school. So that's not the one that's on one 26. That's the road. It's different. They're, they're expanding. People aren't happy on that. Uh, it's different. The two projects are completely different. One's about like, oh, traffic and height. And then one's like traffic from Lincoln. We were mad about traffic from Lincoln. So it's mostly open. We're going to get a little. Want to see some like something done. Which can be done. We just have to be able to kind of just flush it out. And figure out what makes sense for me. If there's mitigation or whatever that is. So I know they want all the mitigation done. And like wants to know. They call me like, what, what, what, what mitigation plan. We're going to have, like, given the public here. I can't speak for the plan. We haven't had the public here. Has any other good open yet. And then no discussion. So. So there's multiple. So. How does the Carol school go in terms of like the town? Yeah. Yeah.
Revenue. Do we get much from. Nothing. Because it's a five, one, two, three. Yeah. So this, this, this discussions offline. Or the, the time managers preparing the discussions offline. To, to reach out to both of those organizations. For our pilots. So the payment is in lieu of taxes. So you can, you can negotiate payment for. And mostly about like fire safety and, and police. And like. Off-site and those costs that we, they would have to use anyways. And then what else? So it's kind of like a, it's similar to a TIFF. Like it will, sometimes you'll, you'll pay like very slowly. I'll go up a little bit. Like you'll start, maybe you'll slow. You'll start paying a small amount on the game. And then it'll start moving up all of it. So it's, it's some very kind of similar to a TIFF where it doesn't like. A TIFF, you, you, same thing with TIFF. You kind of like slowly crank up the. The amount of money that you get from the. From the. It's optional at the end of the day, right? You can't. It is. It is. But it, but it, it's pretty good faith to at least offset the payment for. Yeah. Like that's pretty reasonable. Hmm. But yeah. We're not, we're not cutting any taxes from both of them. Which. One, I think the copy charges, you know, the variance in the sky rock. I'm not sure what else after that. And maybe, and maybe the community is so potentially, but I think there's like one or two, one or 10 spots. Um, and then I don't think the town bought the, the office building. I mean, it's a call. Yeah. Actually we should have asked Tom, but anyway. I don't think the town, the town are not buying that. So I think there's someone who is looking around for those two properties on the gas issue. There's someone who is considered to try to buy it. Potentially. Yeah. So I don't know if I know the group as well. So hopefully something. Yeah. I'll reach out to depend. No, this group would be just the, just the building itself. Yeah. But as long as you get some kind of next door again, it's like, you're going to have to share in some way for that corner site for it to happen. So. I don't think there's anything else. I don't know. And the townhouse cafe Vista, I think they went to ZBA last week and they had continued I think mostly because they didn't have the numbers to vote. They didn't have the quorum. They didn't have the quorum. No, they didn't have the quorum. They didn't have the quorum. They didn't have the quorum. They didn't send the vote, the four or five. They didn't have the votes to vote for us. Right. They're doing, aren't they do, don't they have another vote next week? It was just last. It was Tuesday. It wasn't. It was on Tuesday. It was on Tuesday. It was on Tuesday. Yeah. They discontinued it. Yeah. But they were, it just means that they didn't have the quorum to vote it through. However, they did get indication as far as I know, maybe even stating, but that from town council, they could approve it without parking. That was, that was the key issue. Yeah. You can, you can, you can, you can not parking, but you have to, it's a balancing. Yeah. Like. Yeah. You absolutely can do it out. Do zero parking, but like that's, they, they just are discussing the way they are. So like, what makes no sense. So when would they decide that at their next meeting vote again? Uh, November. Yeah. They only, they only meet like once a month. Let's say. Okay. Yeah. And then they can make a note. Okay. So they should be in good shape, but it just means another, another 30 days. That's fine for a business owner. I know that's the thing. I'm like, that's going to push her whole timeline, but you, I think you've got to kind of expect this stuff. Yeah. Yeah. It's hard because ZBA only meets once a month. So it's like, unless they call it on me, which, unless they have to busy call me. There's more to figure out parking. Yeah. There you go. Yeah. Okay. You get it to me before I went on vacation, but let's give it. So now everybody has a month. So everybody's in both valves is not on here. He hasn't given it to me, but he may not be continuing on. Um, but if needy is joining, then, you know, it'd be really good to get her input too. And she can kind of look at the whole, so we can plan on talking next time, but really focus on. This is literally your raw data of what you're interested in spearheading and what you're interested in working on, what people feel are important. So you can really, this is sort of a full data set at this point. Sure. Digest. How many spots do you open? How many spots are in the charter in the EDC? You have six right now? We have six right now. So one opening was their hearing on Monday. Um, but if Val needs to step down, like work is just too crazy for him. So he's evaluating. And so Val's evaluating. Uh, so he'll let us know. Right. So, but in the meantime, so we can kind of wrestle this to the next time. Having a joint meeting with the select board. One of the questions is, do we bring our slate of issues and say, this is what we're going to be working on. And again, that sort of blanket blessing. If there is some kind of recognition of that, did that get approved? It's been revised, but the packet hasn't come out. So I have not seen, not seen it yet. So keep an eye out for that packet. Okay. Um, okay. So the pending joint finance committee. So I finally did hear back Bill Giudici. So they, um, had actually had a meeting. I was speaking with Kathy Steinberg and there had been a working group had working on it before Bill Steinberg passed away. Um, kind of internally with the budget director, et cetera. And they met with the FinCom. Um, apparently the call had gone out to the land use boards, which presumably was planning warden's EVA. But they said nobody had showed, uh, in that regard. Did that ring any bells? Like a FinCom invitation? Nope. All right. Um, so anyway, so he is just looking at that. So at this point it will probably be November ish. So it sounds like they have a ton on their plate right now. So we'll keep moving that along, but I did send him sort of the draft info because he was asking for that to kind of formulate how we have that joint meeting. So he's got the information. We can kind of just, we'll keep that moving. Oh, something else I should add to is that there's this potential discussion on a piece of property within the MBTA, uh, overlay, uh, the office building by, uh, Dave Watkins. Um, and there's a, right now potentially with a sewer line to that property. And that can help develop that property for Dave, but then also Dave would get that pay that money to help me hopefully. So talking with maple tree, what if you had eight or 10 properties, you use one crew and they go through and they do all of it. What can you have as a reduced price? So we owed him a map saying that. And I think at the same time that we offer it to Lynch or others, because I know that Lynch maintained some of those, like the local Wayland groups, like let's encourage the Wayland businesses and figure out, okay, can we incent some of these people if it's much less expensive than a one-off landscaping gig? And we all, they did everybody down there, just everybody. Well, that's, that's the question, you know, ultimately it would benefit, you know, even like Santander or, you know, people who already are maintaining their properties. If they could, we could reduce their costs, that may be a good thing. So, so we'll, we talked with him. He was all excited, of course. money-saving perspective but there's a conflict there like you usher in a business so why'd you put them in sudbury instead of weyland that's right yeah it's good i don't know it's an idea because one is trying to be more uh flexible because we're not right now they should extend that subject line for us that would be yeah here we go they can help out that's yeah um so but that was one of the the questions of you know talking with fincom is we're going to have some extra meals tax we talked we didn't know we have the bills tax but we're going to have additional meals tax so it should be thousand which would so then that money has never been it been where does it go right it should have to go it should not be forever it should not be going on a general fund it's been awesome they've And I think that's huge in developing a vision for, for the town center that will make it even more successful and more productive. I did stop by and introduce myself to the new owner of the falling ball company. That's the company that replaced the BSC space. And, um, lovely, uh, lovely person. And they seem quite busy over there already. That would be a nice, uh, nice-ass town center. And it's all about footpath, right? That type of space and so on. I think that, I think that is financing. And frankly, my hope is that in a year's time, the entire space will be pretty, pretty, pretty forward. Maybe even with some local businesses, which I think the provision of these new owners, that would be, uh, they'll be wrong. Other than that, not too much to explore, um, economic, economic development. Nice to see some progress, of course, and construction situate businesses. Hopefully it'll be done sooner than later. And as it relates, kind of related topic is the sort of playground slash, um, splash pad and, uh, you know, amphitheater type of thing that you guys met. I was on vacation. I did not watch it, but anything that you wanted to relay. I think the question is, what are next steps? Um, you may be coordinating with David and Katie. I'm not sure, but from the select board's point of view, is what are next steps in your mind, just making sure we're on the same page. Well, I won't stick with the board, but we can certainly discuss it when the two boards meet in the upcoming weeks. But, great to have David and Sarah came with us to talk about the ideas. So, uh, I guess, uh, uh, our private collaboration, uh, uh, the big business plan that we're not interested. So, uh, uh, uh, uh, the second level, uh, the critical network, uh, questions, So Katie you were at the meeting David did we have anything that we needed to check in with Tom about as far as like next steps I kind of feel like the ball was perhaps with the select board um so David I don't know if you want to follow up with Tom or yeah I think yeah I think I think we um how I understand we landed and Tom feel free to correct me but we want to follow up and basically have a sit down at least as a group especially with the health department included or town manager and really address that item number one which is any potential concerns there and how to proceed with within the restrictions that might be present on the Raytheon side. And then number two was really trying to find through the planning board and you know the town manager's office the right um way to sit down potentially with the new owners of the plaza and have that discussion. So Tom that's how I understand it and I think you know EDC will do you know exactly or anything that the select board you know would like us to proceed and move forward with um we're we're just trying to help in any way and uh you know we'll take the guidance you got. So um all right so um all right so I'll reach out to the two of you um over the next day or two I'll also connect with the select board chair and town manager um to continue the discussions may be prudent even though he doesn't complete new town center home they may be interested in still sitting down on some of these ideas so let me look into that and and let's connect to the next two or three days. Yep sure thank you and I guess um Tom just to follow up on like one more point um any insight or um any way to kind of move the needle on if this would need like a town vote um at town meeting? I think it depends for example it really depends on the vision of the new town center home if there's a need or desire to have a land swap the answer is yes. But if you know you tell central owners want to do things on their land not in town then unlikely that a town meeting would be needed there's certainly an expenditure of money needed for projects on town and that would likely need a town. It kind of depends on on the aspects we think you're thinking about. Okay. You would need to go back to the planning board to amend this the master special program. Same plan for the town center problem. So isn't it recreation that's in the town green? Why would recreation? Because it's part of the whole master special program concept. The decision the big settings on page decision. You have to go back to amend that. You have to go back to plan board to that. Or anything on town green? I mean if you can change it at all. Remember the sea away we had to go back to sea away and amend that decision for that too. Right. But that was a built structure and it's it's a building that needs building. It needs to change the contract to the decision so. Okay. Yeah, I think, Robert, I mean, we'd heard a net mention, you know, some aspects around that with like a two acre rule and a prior, you know, bylaw that had been issued to that extent. So I think, you know, much of what we want to do on the EDC side is just try to understand what those barriers and roadblocks might be to execute something like this. So, you know, if you could maybe send a note out to us as, you know, if I could request that and, and, you know, share what you feel are, you know, the current bylaws in place. I think that would just help us understand what we're working with here. Also, the, there might be some. togetherness because I know the, the, the town center or potentially want to do. We would like to also see a play, potentially a playground on that green. So there is like, I feel like. You might have to wait a little, just a teeny bit longer until they get out of place. Because I feel like they have a vision and you have a vision. It's like, but we need to together. Made to like one vision that we cannot work together and not highlight court. I'd have the, the, the town staff and the town or on this path. It's like we could work together. We could work together. So once, once everything kind of slows down and they sign a contract, let's pretend to like bring you guys in and have a meeting. Yeah. Potentially. Well, one of the key things is the environmental, which regardless, we need to know that. And we should know that by the time we sit down with them. So I would say that's one thing that absolutely should. I mean, David, you've always been saying that's, that's a go or no go. Right. Can't do it. We can't do it. So that's on us to figure that out. So we absolutely should do that. And then we'll be ready to have that meeting. Like whoever actually actually controls the playground was the property that that sends you to figure out a little later. Is there any part of this proposed on the private land? This is all on the town green, right? Uh, correct. That's what we've looked at. Yes. Right now. But it might be. Right. And they have, they have some ideas on their own land potentially too. So. Yeah. It makes perfect sense. It's, it feels like to, to have this deal go through and then connect with them. It sounds like they have energy for this, but number like the Raytheon, uh, we need to get our arms around that. Yep. What would be the, what would be the steps to do that, Becky? Well, so Tom, it sounds like you'll meet with David and Katie and then, you know, sit down, maybe it's like McCall or whatever, just to really sleuth out that issue. And we have a good understanding of that. It's like, we're not going to talk to Raytheon yet, but it's just understanding, you know, maybe a quick conversation with Ben Gould or digging up your paperwork, et cetera. But just so we understand that, you know, we know, and if there is an environmental concern, maybe we do encourage them to put it on the private land. You know, there's, that is really one of the key drivers here. So if we could resolve that in the next month, that would be, that would be ideal. Are they allowed to do it on private lands? If there's an environmental restriction? No, Raytheon restrictions would, would be in place regardless of private or public, um, you know, owners. It's, it's purely just, they have their own restrictions. They have to cover liability. They know what the site past history was. They, they own that going forward in terms of any potential issues with it. Can we just get another site plan? And I, you know, it's worth just if the planning board can help facilitate and select board can help facilitate bringing all these parties and discussions together and really finding the right fit for everyone. Um, you know, I think when it comes to the ideas of, of a land swap, there may be some pros and cons to consider. Perhaps if we did a land swap, does that limit the town usage of a pavilion and amphitheater for concerts and other events? Um, and how we would manage that. So I think it's just, it would be worth the discussion at a high level. Um, before, you know, we get too far in any of those other, um, plans. So, thank you. So it sounds like we, oh, sorry. I know we've been talking about it for a while, but one quick thing to mention, um, is the splash pad is something in terms of environmental funding, maintenance, all that sort of stuff is maybe on the back burner TBD down the line. That's a little bit more all encompassing of, um, the stage, the, um, amphitheater. And that was a directly a quote from common, the playground vendor who, who did the project. Um, we've also looked at other plazas or other areas like the Acton site and then down on Trapelo road. So I think we tried to highlight those in the memo. If you have any questions on those, um, you know, please feel free to just give us a buzz. And then our, as far as the other use case justification, uh, what we provided last Monday, I believe it, you know, two Mondays ago, when we did the fast tax map, we were working off of national parks association and other websites that were showing, you know, the percentage increase that you would see in, in property valuation, uh, due to that foot traffic, uh, holds. So eight to 20% generally would be the commercial landmark appraisal value change. But we went on the, on the very, very low end of that at 3%. And then on the residential appraisal within a certain distance, it was, um, uh, two to 5%. And we went even lower and just said, let's call it 1%. So I think we've got good basis, good justification. And, and we can try to consolidate that. If that's the request and make it easier. Um, I'll, I'll look at that again. So it sounds like they have a ton on their plate right now. So talking with maple tree, what if you had eight or 10 properties, you use one crew and they go through and they do all of it. What can you have as a reduced price? So we owed him a map saying that. And I think at the same time that we offer it to Lynch or others, because I know that Lynch maintained some of those, like the local Wayland groups, like let's encourage the Wayland businesses and figure out, okay, can we incent some of these people if it's much less expensive than a one-off landscaping gig? And we all, they did everybody down there, just everybody. Well, that's, that's the question, you know, ultimately it would benefit, you know, even like Santander or, you know, people who already are maintaining their properties. If they could, we could reduce their costs, that may be a good thing. So, so we'll, we talked with him. He was all excited, of course. becky dug in and and we got some info and um kind of what he was claiming happens didn't really jive with his story you know in terms of yeah how the path went um communication without talking with them they put together an application for zba to get approved for food use but it was you know typically you have engineered plans if you have a layout and food service is very particular word of health and all that kind of stuff it literally was like a hand sketch plan that's like so they will probably requested to do engineered plans which that's probably right we were hearing these traffic that didn't quite sound right i mean maybe that would have been a question but i think it's just they needed engineer plans um which they probably didn't like that and yeah yeah they probably backed out so so the question is you know could they be helped you know helping hands try to get them through that process since you know it'd be an interesting use for that building but food service is tough i mean it's just there's a lot of apartments yeah i mean he wanted to open it and just uh yeah i think he wanted yeah yeah yeah not so not so easy particularly in a building that has not been used for food service before so so so that's what it looked like and they and then they withdrew it so that's what was on file at the building department so if we can try to meet with that guy and try to talk through him like do you really want to try this and you know how can we help you do that so unfortunately in areas is an area already gone at this point she's gone for weeks so um there's no real kind of sherpa there anymore but if that's small enough we could kind of coordinate with me figure it out i'm a new i'm a new land use guy what's that i'm the new land news guy i'm the one that given all the economic stresses this may be a little while i did i i was reading over the route 20 master plan for sudbury and one of the things that they're trying to form a in edc in sudbury and then i know i am said hiring back on development coordinator manager whatever it is so i talked to them the plane doctor and like potentially down the road is there something we can kind of work together we could be hiring someone to do on development for a hard time for sudbury and weyland so try to try to get every kind of avenue this money inflicted oh yeah yeah yeah um it'd be good from a money-saving perspective but there's a conflict there like you usher in a business so why'd you put them in sudbury instead of weyland that's right yeah it's good i don't know it's an idea because one is trying to be more uh flexible because we're not right now they should extend that subject line for us that would be yeah here we go they can help out that's yeah um so but that was one of the the questions of you know talking with fincom is we're going to have some extra meals tax we talked we didn't know we have the bills tax but we're going to have additional meals tax so it should be substantial between we got we got the bottom right right we do have meal tax we do have meals tax yeah so it's like three hundred thousand dollars a year so we could have another probably seventy thousand which would so then that money has never been it been where does it go right it should have to go it should not be forever it should not be going on a general fund it's been awesome they've been putting in the general plan every year yeah it should have been years ago it's been pulled out for a different light item because that's every every town that's now passing no tax they're automatically putting it right into a new fund and saying well you can use it for hire someone you can use it for grants you use it for whatever xyz yeah and i'll ask me what do you guys want to do with money but yeah and this town is like we're just popping in the general fund and then you have to see it again disappears which is kind of a uh so that was one of the suggestions to pincoms like taking that short dollars and yeah magnifying it so what are you thinking about uh the local anymore nothing once we hear from the new owners local yeah for the news i'm sitting here no no no no all right so wait wait we are you have something else um yes can we add to the agenda or the to-do list and then the agenda for the next one um when i had that discussion at the vbc ribbon opening around uh with michael and the manager there around um oh yeah like there's no way for those but like those businesses can't promote themselves through the town newsletter like hopefully the new folk the new owners will i'm sure they will take a much stronger hand and in marketing the businesses that are in there will be great finally however i still think it would we talked about connecting vvc with the gentleman over at um what's it called yeah um so i do think it's like that idea of like let's just start to connect them so they can start to make their own waves and work together and it's that's and you needed that contact to joint ventures i think i do need the joint ventures on attack but then yeah i'm happy one other thing that i had been thinking about before and i don't know if we'd mentioned it but for because i haven't even been inside yet i have to like just with the one place yeah i have to like pop in so the question is i mean we all know in town if our kids went there like you know where to go but you get a lot of people from a lot of other towns who don't know is the way to have some kind of map for people if they've dropped off their kid before they leave or whatever their waiting area is have you checked out the local businesses you know whether it's stop and shop whether it's a kale salon whether it's like whatever it is the bank local like whatever it is put it on a map and people can see it i had a map for the festival it was pretty good i don't think i saw it oh it was i saw it yeah because she had a map like i think she had a map but i'm not sure if she can put locations if she can just like take location and edit a map and put a location on it yeah i'm not sure where to get it but it looks really good uh all right uh any contact with katherine with sticker for their window or something yeah yeah yeah something's easy if you have an hour go to x-golf like right it wouldn't occur to them sitting in the volleyball place we also talked about about about maybe them getting local license at the volleyball place yes that would be the other thing we would love to have a local license like yeah you have volleyball yeah they have that golf place next door that has a license like if you do you can have like so they're gonna try to ramp it up maybe meet up a little bit time think about it yeah well it's funny because the owner was like yeah we want to do it and managers sort of sort of looked at him like okay i was like we're doing it i was like you are doing it yes uh at buvc they were saying this idea they understand that there's a real need for third spaces and so this idea of creating a place for people to not only just like like leave their kid and linger but also for people like who have nothing to do with buvc they just like come in and hang out it pickleball yeah yeah pickleball or just like yeah let's meet up then yeah so like little so it's what that thing it needs you need somewhere else that's not a store or a restaurant you need something else where people can gather and then maybe go somewhere else and kind of like exactly the third place a gathering space that's one of the good hub does anyone know how to book space at the community center yes it's through uh there's a form that you feel i think it's rec department it's the community center though did they i think it's on that the info doc that we just made because before it was phone number which was that was that's what you do you called yeah but what is this okay it should be on the recreation and everyone should have evil equal access too or whatever's open to the public people should just be able to go in and book it it's just i mean i could build this in a day well for now because jayla is moving up to a new position so they're hiring someone she's usually issues i assume next few weeks well three weeks maybe two weeks now so she's she's moving to a communication role right and then there'll be new guy from michael and slap one so can i just add one more quick thing yeah um infographic number five i don't know um just uh idea that i have in advance of the fincom joint meeting i'm wondering if um i could potentially we could draft up something that kind of lays the financial numbers for wayland like the how much the commercial like kind of based on that document that you gave us how much the commercial district brings in how much like the townhomes bring in um just kind of some of that basic raw data i think would be really helpful for the residents of waitland to see that's kind of that's part of our goal is to get the final info from them which is why we haven't already done this well i'm wondering if we draft it for them and then we could just drop in like yeah use it for fincom like this is how you communicate to non-fincom people and here's yeah yeah it's just kind of here's what we're looking for joint message with them yeah here's what we're looking from you here's what we could just drop into these different five it but you don't know if you're sending it to their apple or not that's the thing well if i do it on my phone it goes my apple calendar i do it through outlook on my laptop then that's oh you're saying as the source yeah yeah no i think google's the safe one like jeff do you do um i guess i would have to use your edc email right any email yeah that's what you see personal right i don't think it well that's your sending wire for a while um nothing i'm not sending anything actually becky how would you like to handle this doesn't it send all three doesn't it it sends um you have to send an actual invitation though not a link i can't stand it people like here's the zoom link but there's no invitation that comes to my calendar it's like so now i still have to go to my calendar and add the zoom link so send it as an act you can still do that from zoom though to send an invitation send a calendar invitation yeah from zoom from zoom and it will have will have the google yeah and the zoom link okay just nice but the zoom link is not going to be one that we're using exactly right yeah so this is the problem no honestly it's all just right now so anyway
