Wayland’s Capital Improvement Planning Committee revised its draft fiscal 2028 capital plan Sept. 16, removing a $700,000 Town Hall roof construction request from that year and adding $700,000 for cybersecurity work. The committee retained $25,000 for engineering related to the roof project, while the larger construction phase was held for later consideration.
The five-year cybersecurity request has grown from an earlier $300,000 estimate to about $1.8 million, including $700,000 proposed for fiscal 2028. Member Elizabeth Lusky questioned whether the latest figures captured the full cost or whether additional expenses could emerge.
The committee also continued considering alternative funding sources for projects competing for limited levy-supported borrowing. At its Sept. 9 meeting, members discussed using the town’s real estate receipts reserve fund for a $500,000 Route 20 rehabilitation design request, A $275,000 library grounds project was tentatively considered for capital stabilization funding. Members ultimately left a separate $250,000 sidewalk allocation in its existing funding position rather than shifting both projects into capital stabilization.
Looking further ahead, members discussed a roughly $4.2 million school roof project in fiscal 2031 as a possible candidate for excluded debt.
The committee also revisited a proposed baseball field renovation. After debating whether to remove the project, members retained the $2.7 million request in the draft fiscal 2029 plan as a possible debt-exclusion project. The amount had increased from an earlier $2.5 million estimate.
During a review of the town’s MUNIS financial report, members also identified a $405,000 entry associated with a $350,000 appropriation. Staff described the discrepancy as an entry error that would be corrected.
