The commission voted 4-1, with one abstention, to accept a wetland delineation at 26 Rice Road showing no wetland or stream near a disputed culvert under current conditions. Member Shannon Fischer opposed the decision at the Oct. 21 meeting; Clifford Lewis abstained. A separate enforcement proceeding remains open. Members also continued the Massachusetts Central Rail Trail hearing while awaiting state wildlife review.
