Article T: Amendment to Town Code Chapter 19

The board voted unanimously to support Article T, which amends sections of the town finances code, including 19.2: Budget and capital improvement program, 19.4: Estimates of expenses and income; budgeting schedules and authorities and 19.10: Revolving funds (MGL c. 44, § 53E ½), to create an energy revolving fund. 

Article X: Establishment of an Energy Revolving Fund

Discussion focused on setting an expenditure limit for FY 2026, with the anticipated revenue from utility or government rebates. Town Manager Michael McCall recommended a cap of $50,000 based on expected rebates of approximately $41,000. The board agreed to the expenditure limit, allowing funds to cover matching grants or emergency energy projects.

Article BB: Adoption of MGL 40 3C Section 11

The board reviewed Article BB, which aligns the town’s bylaws with Massachusetts General Laws (MGL) Chapter 40, Section 3C. Minor edits were made to bring the article in line with state law, including specifying the responsibilities of the Department of Municipal Finance. 

Article Z: Pickup Window Zoning revised

Town counsel recommended removing language regulating the types of tables and chairs used in casual dining establishments, stating it is more appropriately handled by the Zoning Board of Appeals (ZBA). After discussing the implications, the board voted unanimously to support removing the furniture language from the article.
